Abstract:
The discovery of new natural gas resources in the Eastern Mediterranean fueled the tension in the region and led to a highly complicated crisis involving multiple actors. This study adopts a constructivist approach in analyzing the political economy of the Eastern Mediterranean energy crisis by relying on the role of identities and ideas in shaping economic decisions. The historical enmity between Turkey and Greece over Cyprus is at the heart of the crisis. Thus, the study focuses on the Turkey, Greece, and Cyprus triangle to reveal the impact of Turkey’s image constructed by Greece and the Republic of Cyprus, on the political-economic aspect of the decisions of Greece and Greek Cypriots. To accomplish this objective, a two-stage content analysis was conducted by filtering the official statements of Greece and the RoC from their respective foreign ministries, utilizing the keyword “Eastern Mediterranean.” By scrutinizing the official discourses and documents, the analysis aims to delve into the image of Turkey held by these actors.

Abstract:
By the end of the inter-ethnic conflict in 1974, there were over 2000 people who were reported as missing in Cyprus. Since 2005, with the efforts of the Committee of Missing Persons (CMP), 870 remains of the missing persons have been discovered, exhumed and returned back to their families. Although there exist several studies focusing on disappearances during violent conflicts, there is a dearth of academic research that investigates the reconciliation at the grassroots level, particularly for the families of the missing persons. The aims of this paper are twofold. Utilizing twenty two in-depth interviews with the families of Greek and Turkish Cypriots who experienced ‘ambiguous losses’ in the 1963 and 1974 conflicts in Cyprus, the paper firstly aims at improving the understandings of how disappearances shape the perceptions of ‘the other’ group in a post-conflict society. Secondly, the paper also aims to investigate the potential role of CMP on trust building and reconciliation efforts in Cyprus. The paper reveals that there is a subtle step forward for reconciliation among the families of missing persons, which were clear in the narratives of the families who started showing empathy towards the other. While both Greek Cypriots and Turkish Cypriots showed very little hatred towards each other and noted that there were no problems at the individual level, they continued to blame the politicians and radical groups for their losses. The opening of borders and the contributions of the Committee of Missing Persons (CMP) in reducing the pain of relatives and helping to bond relations in line with trust building and reconciliation efforts were also acknowledged by both sides.

4. Fluctuating Images of Enemies and Friends: Abkhazia, With Turkish Cyprus’ Lens

Since1the 2008 Russian-Georgian war over breakaway regions, journalists talk about the undergoing colonization of Abkhazia by Russia through a number of processes: finan- cial and military aid, missiles installation in the region, infrastructure and telecommuni- cations control, Russian business and migration. Although, for various security reasons, welcomed by the Abkhaz elites while building their political entity against Georgians, one cannot but think of parallels with the Northern Cyprus developments over the last 30 years. In a similar process, Turkey sponsored the construction of the Turkish Cyprus de facto state. Throughout the 1980s and 1990s, considerable resources were used to ‘prove’ the affinity with Turkey and Turks, to construct the enemy image of Greek Cypriots and, in so doing, to legitimate the separatist cause and friendship with the sponsor-State. However, anthropological studies in the North of the island show how living side by side with settlers from Turkey modified Turkish Cypriots’ self-identification as distinct from their new neighbours. Turkish Cypriots of all political convictions are uncomfortable and count critical stories about “people from Turkey.” They distinguish “us” Cypriots from “them” the settlers and simultaneously the image of former ‘enemy’, the Greek Cypriots, is vested with less hostile shapes. A civic identification develops as collective perceptions change. This, in turn, has implications for political cleavages as new options for (de)constructing the de facto state and new party programs emerge. How this identity transformation oc- curs? What triggers changing policies towards our enemies and friends? The article’s objective is to map and compare the ‘colonization’ process that took place in Northern Cyprus and the one observed in Abkhazia and to detect changes that occur in the image of ‘friends and enemies of the nation’ during this process and in the ethnic versus civic State-building endeavours. How external factors affect these transformations? Following Anthony Smith and George Schöpflin, enemies and friends are constantly redis- covered and re-interpreted, and their (re)construction account for “our” territory, justify col- lective claims and mobilize collective action. These fluctuations adapt to the needs of the moment, to an external threat, and to structural changes. When fluctuations in perceiving the ‘Other’ take place and how do they translate into the political construction of de facto states? Although the Abkhazian case is recent and in the making, establishing parallels with the Turkish Cyprus case may shed light on patterns of fluctuating nation-building processes, and by the same token, in (de facto) state-building.

Abstract:
Dramatic gains on the battlefield by the forces loyal to the Turkish-backed “Government of National Accord” in western Libya have given Erdogan a victory, which may endanger the future of the eastern Mediterranean. Italy, Greece, Cyprus, Egypt and Israel must coordinate their policies in response. A tripartite Greek-Cypriot-Israeli summit should be held urgently to annul the GNA-Libyan EEZ agreement, to present an alternative map of the Mediterranean, and to encourage a robust reaction of the EU. The US must be persuaded to pressure Turkey revoke the EEZ MoU (while still letting Erdogan take pride in saving the GNA from ruin).

Abstract:
Growing anti-Western sentiments around the world are currently manifesting themselves through divergent ways ranging from peaceful resistance movements to various forms of political violence. In the Middle East, unlike the earlier partially secular and nationalist Cold War anti-Americanism, the current popular anti-Western political movements are heavily equipped with Islamism, which appears to be an all-inclusive ideology and political movement for almost all dissidents. This applies to Turkey as well, despite its relatively long history of secularisation. This research particularly aims therefore to discuss the role of nationalism and Islamism on anti-Western sentiments in Turkish foreign policy through the lens of neo-classical realism and a new, broader conceptual framework: The Western Question. The research examines the contours, contents, and consequences of the problem through comparing two cases, namely the Cyprus problem of the 1970s and the crisis with the West that has surfaced after Turkey’s involvement in the Syrian Civil War.

Abstract:
In recent years, the Eastern Mediterranean has become a central focus of world powers, of states in the Middle East, Europe, and beyond, and of international corporations. Regional geopolitical developments, as well as economic opportunities generated by natural gas discoveries in the Mediterranean, have contributed to this trend and turned the Eastern Mediterranean into a distinct sub-region perceived as having unique features. Israel plays a central role in this development. Israeli diplomacy identified these trends correctly, successfully becoming an active and dominant player in the region. The natural gas findings in Israel’s exclusive economic zone (EEZ) provide it with a wider range of diplomatic options, helping it promote relationships with various states in the region; including some engaged in conflict with each other. Israelis regard the Mediterranean as an important component of their identity, as reflected in the 2018 Israeli Foreign Policy Index of the Mitvim Institute, in which 22 percent of those surveyed claimed Israel belongs predominantly to this region (compared with 28 percent who said it belongs to the Middle East and 23 percent to Europe).

Gaza’s dependence on Egypt, and perhaps Cyprus, constitutes a common interest of the “camp of stability” in the Middle East, to curb the influence of both Turkey and Iran, and to deny Abu Mazen the baneful position of a spoiler.
