361. Using Social Power to Balance Soft Power: Venezuela's Foreign

Abstract:
President Hugo Cha´vez of Venezuela has achieved what no other Latin American leader has since the end of the Cold War: bringing security concerns in the Western Hemisphere back to U.S. foreign policy. Might Venezuela provoke a war against neighboring Colombia, spread weapons among insurgents abroad, disrupt oil sales to the United States, provide financial support to Hezbollah, al Qaeda or other fundamentalist movements, offer safe havens for drug dealers, invite Russia to open a military base on its territory, or even acquire nuclear weapons? These security concerns did not exist less than a decade ago, but today they occupy the attention of U.S. officials. Attention to these conventional security issues, however, carries the risk of ignoring what thus far has been Venezuela's most effective foreign policy tool in challenging the United States: the use of generous handouts abroad, peppered with a pro-poor, distribution-prone discourse. While the U.S. debate revolves around ''hard power'' and ''soft power,'' this other form can be called ''social power diplomacy.''

Abstract:
Colombia has experienced conflict for decades. In the 1990s it was a paradigm of the failing state, beset with all manner of troubles: terrorism, kidnapping, murder, drug trafficking, corruption, an economic downturn of major scope, general lawlessness, and brain drain. Today the country is much safer, and the agents of violence are clearly on the defensive. Nonetheless, much work lies ahead to secure the democratic system. Security and the rule of law are fundamental to the task. As the monopoly over the legitimate use of force is established, democratic governance also needs the architecture of law: ministry of justice, courts, legislative scrutiny, law enforcement agencies, regulatory bodies, public defenders, police, correctional system, legal statutes, contracts, university level academic education to train lawyers, judges, and investigators, along with engagement with civil society to promote a culture of lawfulness. Security without the rule of law puts a society at risk of falling into a Hobbesian hell.

Abstract:
This article analyzes the conditions that allowed for expansive rights revolutions in Costa Rica and Colombia. My research suggests that many of the preconditions for rights revolutions in other regions of the world are also central to understanding Latin American cases. Of particular relevance is judicial system design including the high courts\' operating rules concerning access, standing, and judicial formality. These factors can and do mitigate the need for extensive resources and support structures necessary in other non-Latin American countries in which rights revolutions have occurred.

Abstract:
This essay examines the impact of the foreign policy of the United States and the European Union (EU) on the human rights situation in Colombia. Not only was this project an essential component of the Macalester-Maastricht Globalization in Comparative Perspective Study Abroad Program, but a variety of factors also motivated my study: • Colombia is an anomaly in the study of foreign policy and human rights. As a region with uncommon political, economic, and social realities, Colombia is a country where two distinct approaches to foreign policy and human rights, those of the U.S. and EU, are simultaneously at work. Despite their significant ideological and philosophical differences, however, both the U.S. and the EU strongly support Colombia's administration and its national policies. In order to gain a comprehensive understanding of the human rights situation in Colombia and to create effective policies in the future, it is important to understand the unusual impact international action has had on national policy and the fate of human rights. It is imperative to reconcile these two different approaches to for-eign policy, as well as the myriad perspectives and accounts of the current human rights situation in Colombia. It is my desire to inspire reflection upon how past and current actions of the U.S. and the EU have ameliorated or deteriorated the human rights situation in Colombia. In addition, I hope to contribute to the search for a long-lasting solution to the political, economic, social, and ideologi-cal chaos that has wreaked havoc upon Colombian society. Finally, I have a strong personal connection to the topic. As a citizen of Colombia who is pursuing an undergraduate degree in Interna-tional Studies in the United States and the Netherlands, I have a deep interest in exploring the complex connections between Colom-bia, the United States, and the European Union.

365. Latin American Drugs II- Improving Policy and Reducing Harm

Abstract:
The policies of a decade or more to stop the flow of cocaine from the Andean source countries, Colombia, Peru and Bolivia, to the two largest consumer markets, the U.S. and Europe, have proved insufficient and ineffective. Cocaine availability and demand have essentially remained stable in the U.S. and have been increasing in Europe. Use in Latin American transit countries, in particular Argentina, Brazil and Chile, is on the rise. Flawed counter-drug polices also are causing considerable collateral damage in Latin America, undermining support for democratic governments in some countries, distorting governance and social priorities in others, causing all too frequent human rights violations and fuelling armed and/or social conflicts in Colombia, Bolivia and Peru. A comprehensive shared policy reassessment and a new consensus on the balance between approaches emphasising law enforcement and approaches emphasising alternative development and harm reduction are urgently required.

Abstract:
This paper tries to link the topic of political finance to the wider question of democracy and political parties in Latin America. By doing so, it aims at providing a conceptual framework within which the subject of political finance could acquire some centrality, hitherto missing in both the academic literature and current debates. The first section examines the extent to which, in spite of renewed democratic developments in Latin America during the last two decades, dominant views of democracy in the region continue to neglect and even undermine the significance of political parties and elections in the workings of democracy. This is followed by a discussion of how prevalent concepts of democracy can impinge on the course of political reform. Admittedly any attempt at establishing such a link is fraught with difficulties, and I only venture a few suggestions by looking at the debate among opinion makers and legislators regarding the prospects for political reform in a single country: Colombia. In the last section, I discuss how public funding—a trend visible in most Latin American countries, apparently adopted to fight corruption and to guarantee equality—may be affecting political parties and party systems in the region. A central, underlying assumption of this paper is that ideas are paramount in shaping the course of policy making, thus conditioning any process of political reform.

Abstract:
The news from Geneva of the breakdown of the Doha Round after seven years of effort has generated a great deal of pessimism about the future of multilateral trade agreements. America's troubles with the World Trade Organization (WTO) are of course only the beginning. There are also domestic problems when it comes to trade policy, an issue that ties together America's economic prosperity and its global political influence. Recent public opinion polls in the United States reveal increased skepticism about the benefits of globalization and diminished support for free trade policies. The post–World War II bipartisan consensus in favor of open trade has broken up, leading to gr eater resistance to new trade agreements in Congress, as reflected in the House's recent decision to postpone consideration of the Colombia free trade agreement (FTA). Despite efforts in the Doha Round to limit agricultural subsidies, Congress recently showered domestic farmers with more cash in the recently passed Farm Bill, even at a time when commodity prices are soaring.

The more than 155,000 victims of Colombia's conflict registered to date with the attorney general's Justice and Peace Unit (JPU) – mostly those who suffered from the paramilitaries – are mainly onlookers to, not actors in, a lagging transitional justice process. Over three years after passage, implementation of the Justice and Peace Law (JPL) is stymied by the relative disinterest in promoting victims' rights of the Uribe government and much of political and civil society. The problems are exacerbated by serious operational and financial bottlenecks in the judicial process and assistance and reparations to victims, as well as the persistence of armed conflict with the Revolutionary Armed Forces of Colombia (FARC) insurgents and the emergence of new illegal armed groups (NIAGs) and paramilitary successors.

370. Colombia: Making Military Progress Pay Off

Abstract:
Almost six years of intense security operations against the Revolutionary Armed Forces of Colombia (FARC) by the administration of President Álvaro Uribe are beginning to produce tangible results. Government forces killed several important rebel field commanders in 2007 and two members of the central command in March 2008, including second-in-command Raúl Reyes, and have severely disrupted insurgent communications, prompting a loss of internal cohesion and decreasing illegal revenues. However, this progress has come at the cost of severely deteriorating relations with Ecuador and Venezuela and increased risk of political isolation after the controversial bombing raid on Reyes's camp inside Ecuador. Military gains can pay off only if combined with a political strategy that consistently pursues a swap of imprisoned insurgents for hostages in FARC captivity, reestablishes much needed working relations with neighbours along borders and strongly advances integrated rural development to consolidate security and broaden Colombia's international support.
