1. Strategies for Including Women’s and LGBTI Groups in the Colombian Peace Process

Abstract:
In order to have a more nuanced understanding of inclusive peace processes, it is important to understand how civil society can connect to formal peace negotiations. The Colombian peace negotiation process is highly regarded as one of the most inclusive processes; involving civil society groups from diverse backgrounds, including both women’s and lesbian, gay, bisexual, transgender/ transsexual and intersex (LGBTI) groups. But how do these groups leverage influence among the main conflict actors, and what specific challenges and opportunities do they face? This paper applies a conflict resolution and negotiation framework to assess the involvement of women’s and LGBTI groups in the most recent Colombian peace negotiation process. In doing so, the suggested framework provides a practical application of conflict resolution and negotiation strategies that can further complement discussions on inclusion of marginalized groups in other peace negotiation processes.

Abstract:
In Colombia, terrorism is not a new threat to national security. Terrorism historically has been closely linked to the existence of an internal armed conflict and to the evolution of the “method of action” (método de acción) carried out by its main and secondary actors (guerrilla fighters, drug traffickers, militiamen). This article aims to analyze the different types of terrorism that have existed in Colombia as well as the way they have affected security and, finally, present its evolution in the national political context, from the signing of the most recent peace accord to the present.

Abstract:
The election of a new Congress in Colombia in March 2018 provided an opportunity to work on security sector governance and strengthen the role of Congress in overseeing the security sector in a way that helps the country face its current and future challenges. International experiences from other countries can provide relevant technical and conceptual lessons that can enrich the work of the Colombian Congress in matters of security. In this context, the Geneva Centre for Security Sector Governance (DCAF), the Friedrich Ebert Stiftung in Colombia (FESCOL), the Folke Bernadotte Academy (FBA) and the Swedish Embassy in Colombia organised a forum on legislative experiences in security sector governance. The forum took place on the 6th of December 2018 in the Hall of the Constitution of the Colombian Congress in Bogotá and was attended by members of the Colombian Congress as well as parliamentarians from Sweden, Germany and the Philippines. The purpose of this event was to enable participants to partake in the debate over the role of the legislative vis-à-vis the security sector, allowing members of the Colombian Congress and their international counterparts to share lessons learned and promote good practices in security sector oversight. The event was moderated by the Honourable Senator Rodrigo Lara Restrepo, who was the Speaker of the House of Representatives (2017–2018). This Event Report summarises the presentations and discussions of the event and includes two Think Pieces produced by Dr. Mario J. Aguja for this event.

5. Assessing Gender Perspectives in Peace Processes with Application to the Cases of Colombia and Mindanao

Abstract:
In order to make peace processes more inclusive, increased participation by women and other excluded groups has been emphasised for decades, as well as the need to adopt a gender perspective within peace processes. However, the discussion has tended to focus on counting women and treating women’s participation as synonymous with a gender perspective. Defining what a gender perspective is and how it could be applied throughout a peace process has remained largely unexplored. This paper seeks to address these lacunae by drawing on current frameworks, proposing a definition of a gender perspective in peace processes and introducing a way of operationalizing this definition. The suggested indicators are used to assess two recent peace processes: the Colombian peace process and the Mindanao peace process in the Philippines. This assessment provides a practical application of the conceptual framework and raises new questions about how the concept can be further measured and assessed.

Abstract:
The article examines the links between paramilitary groups and the Colombian state within a context of pervasive violence. Colombia represents a particularly interesting case as high-intensity violence is accompanied by the preservation of a relatively strong institutional framework. Most interpretations of this relationship consider it to be either a sign of state weakness or a centralized strategy to outsource violence. Taking a different stance, the paper argues that the existence of paramilitary groups compels us to analyze government through practices vis-à-vis the treatment of violence. A policy linking private security and counterinsurgency, crafted in the early 1990s and known as Convivir, provides an illustration of this approach.

Abstract:
As Colombian President Juan Manuel Santos visits the United States this week, Colombia stands on the brink of a historic peace agreement that, if successfully reached and implemented, will bring an end to the longest-running internal armed conflict in the Western hemisphere. This reality is a far cry from where the country stood just 15 years ago, when it was on the edge of total state collapse. Although Colombia’s ability to overcome what many believed was a hopeless situation rests squarely upon the sacrifice of blood and treasure made by the Colombian people and its public forces, this promising new chapter in Colombia’s history also stems in part from the most successful, bipartisan U.S. foreign policy effort undertaken to date in the 21st century—Plan Colombia. As the United States encounters growing instability in other regions of the world, it is instructive to look back at the U.S. role in fostering the most successful counterinsurgency effort in recent history to understand what worked and what remains unfinished. President Santos’ visit also provides an important opportunity to look forward to how the United States and Colombia can solidify Colombia’s remarkable gains while becoming true strategic partners.

Abstract:
The involvement of business in peace negotiations and peacebuilding has become a standard concern for countries involved in transitions from armed conflict. This article sheds light on the recent history of the private sector's role in peace processes in Colombia – a country that has been engulfed by conflict for almost five decades. The present paper illustrates how business perceptions and behavior have evolved throughout various attempts at negotiating peace, revealing that both the perceived costs of conflict and the expected benefits of peace play a part in promoting business pro-peace activism. A focus on business preferences is important for scholarly and public policy purposes. In light of dwindling international cooperation resources, it is likely that the Colombian state and society (mainly wealthy taxpayers and the business community) will bear the brunt of Colombia's peacebuilding costs. Understanding when, how, and why crucial allies (and potential foes) of peace processes become mobilized is therefore crucial for analyzing the prospects of durable peace in the country.
