Mexico is a major source of heroin, marijuana, and methamphetamine for the U.S. market as well as the principal transit and distribution point for cocaine coming in from South America. For years, people both inside and outside Mexico have worried that the country might descend into the maelstrom of corruption and violence that has long plagued the chief drug-source country in the Western Hemisphere, Colombia. There are growing signs that the “Colombianization” of Mexico is now becoming a reality.

Abstract:
President Álvaro Uribe's quest for re-election in 2006 by amending the constitution so a sitting president can run is a risky endeavour that could weaken democratic institutions. In the face of unabated armed conflict with two insurgent groups, pending demobilisation of thousands of paramilitary fighters, and a flourishing narcotics industry, Colombia must sustain its military and police defences beyond the forthcoming election. However, it must also consolidate the rule of law by ending impunity and make strong headway in rural development and in protecting especially vulnerable groups in order to engage the insurgents on political grounds.

393. The Sources of Stigma for Means-Tested Government Programs

Stigma has been shown to discourage participation in means-tested government programs. Prior research cannot explain why this deterrent effect varies in intensity across different individuals and programs. We develop a more comprehensive model of the possible determinants of stigma associated with means-tested programs than has previously been suggested by studies of welfare stigma. We test hypotheses using unique data based on interviews with 1405 respondents in ten states and the District of Columbia. The results suggest that there are two distinct forms of stigma related to participation in means-tested government programs: one related to self-identity, the other to threats of negative treatment. Both forms of stigma are more pronounced for welfare compared to Medicaid. The sources of stigma identified by conventional treatments of welfare stigma (e.g. individual attributions of responsibility for poverty) have significant explanatory power, but neglect other important influences. We find that stigma is exacerbated by poor health and by minority status. Stigma is also fostered by the ways in which means-tested programs are implemented, including negative interactions with case workers, long waiting times and for Medicaid, applications for benefits in alternative enrollment sites such as health centers or hospitals. These findings suggest new points of leverage for addressing the potentially deleterious consequences of stigma.

In February 2004, the Revolutionary Armed Forces of Colombia (FARC), the major insurgent group, announced creation of a three-member negotiation commission and a "diplomatic offensive" aimed at obtaining the release of hundreds of its imprisoned members in exchange for about 60 military and political hostages it holds. This has raised hope among the relatives of hostages and kidnap victims that a "humanitarian exchange" could happen in the not too distant future.

Abstract:
The democracies of the Andean region—Colombia, Venezuela, Ecuador, Peru, and Bolivia—are at risk. The problems that characterize other developing regions—including political instability, economic stagnancy, widening inequality, and social divisions along class, color, ethnic, ideological, and urban-rural fault lines—are all present in the Andes. Most important is the region's physical insecurity, due in some countries to ongoing or resurgent violent conflict, and in every country to the lack of state control over significant territory and to porous borders that enable the easy movement of drugs, arms, and conflict. Equally sobering, expectations for strong democracy and economic prosperity in the Andes remain unrealized. Recognizing its interests in the Andes, the United States over the past two decades has spent billions of dollars and significant manpower to stem the flow of illegal drugs from the region northward; to assist local security forces in the fight against drugs, terror, and insurgency; and to promote free markets, human rights, and democratic consolidation. Yet the region remains on the brink of collapse, an outcome that would pose a serious threat to the U.S. goal of achieving democracy, prosperity, and security in the hemisphere.

398. A Sequential Theory of Decentralization and its Effects on the Intergovernmental Balance of Power: Latin American Cases in Comparative Perspective

Abstract:
Both advocates and critics of decentralization assume that decentralization invariably increases the power of subnational governments. However, a closer examination of the consequences of decentralization across countries reveals that the magnitude of such change can range from substantial to insignificant. To explain this variation, I propose a sequential theory of decentralization that has three main characteristics: a) it defines decentralization as a process; b) it takes into account the territorial interests of bargaining actors; and c) it incorporates policy feedback effects in the analysis of bargaining situations. I argue that the sequencing of different types of decentralization (fiscal, administrative, and political) is a key determinant of the evolution of intergovernmental balance of power. I measure this evolution in the four largest Latin American countries and apply the theory to the two extreme cases: Colombia and Argentina. I show that, contrary to commonly held opinion, decentralization in Argentina did not increase the power of governors and mayors relative to the president. In contrast, in Colombia, a different sequence of decentralization reforms led to higher degrees of autonomy of the governors and mayors relative to the president.

There were 19 major armed conflicts in 18 locations in 2003. The number of major armed conflicts and the number of conflict locations were slightly lower in 2003 than in 2002, when there were 20 major armed conflicts in 19 locations. Four of the 19 conflicts in 2003 were in Africa and eight in Asia. In the 14-year post-cold war period, there were 59 different major armed conflicts in 48 different locations. The number of major armed conflicts in 2003 was the lowest for the entire period except for 1997, when there were 18 major armed conflicts. Two interstate conflicts were active in 2003: the conflict between Iraq and the multinational coalition; and the conflict between India and Pakistan. The majority of the major armed conflicts today are intra- state. The persistence of intra-state wars, and their resistance to quick solutions, was reflected in 2003 by the continuation of the Colombian and Israeli–Palestinian conflicts. The potential for sudden and rapid escalation of intensity was evident in conflicts such as Burundi, Côte d'Ivoire, Indonesia, Liberia and Sudan (Darfur). The current international focus on the threat of terrorism is affecting the strategies, intensity and course of intra-state conflicts such as those in Indonesia and the Philippines. Outside actors cannot enforce a quick peace, as demonstrated in Afghanistan, Côte d'Ivoire, Iraq and Sri Lanka. The year demonstrated that intra-state conflicts can be brought to an end only through sustained and comprehensive external engagement. As illustrated by the peace agreements in 2003 in Liberia and Sudan, external assistance, mediation and support are vital to help bring warring parties to a negotiated end to conflict.

400. Facing Up to the Conflict in Colombia

Anyone who follows the Latin American news—even out of the corner of one eye—must be aware of the fact that Colombia, one of South America's largest and most strategically and economically important nations, has been bogged down for more than a decade in a seemingly intractable civil conflict. The term "civil war" is a misnomer in this case, to the extent that it suggests that roughly equal forces are confronting one another. The Colombian case is less dramatic than this but far more complex. On one hand there is the Colombian state and most ordinary citizens—some 40 million of them; on the other, two guerrilla groups, the most important of which, the Revolutionary Armed Forces of Colombia (FARC), can count on roughly 17,000 armed militants. The failure of the Colombian state to provide basic security from the guerrillas, particularly in rural areas, led during the last two decades to the more or less spontaneous creation of the so-called Autonomous Defense Forces—paramilitary forces, or "paras," for short—whose ranks today number 13,000. While the FARC and other self-styled guerrilla formations claim to be fighting for a Marxist revolutionary project, their ideology is largely decorative. In fact they are thugs for whom violence is a way of life and has been for many years. They specialize in kidnappings and murders. The FARC alone has kidnapped more than a thousand people—politicians (including former presidential candidate Ingrid Betancourt), soldiers, and police, presumably to win release of about five hundred militants captured by government forces. What makes the FARC an enduring phenomenon is not that it enjoys much popular support, but that, because it engages in drug trafficking on a monumental scale, it is perhaps the most economically self-sufficient insurgency in the history of Latin America.
