21. Environmental Crimes and Forced Migration: An Overlooked Nexus

Abstract:
The nexus between climate change, disasters and migration has been, and still is, widely explored by scholars. Yet, most research studies focus on the role of extreme weather events in shaping migration flows, and how climate change aggravates their intensity and frequency, especially in climate-vulnerable and disaster-prone countries. Few sources instead shed light on another key scenario triggering forced migration movements both within and across borders, namely when climate-related harm or disasters result from, or are associated with, environmental crimes.

22. Collective Protection for Communities and Rights Defenders at Risk: Lessons from Grassroots Advocacy in Colombia

Abstract:
Rights defenders around the world face unrelenting violent reprisals for their work protecting marginalized communities and their territories. Some governments respond by committing to protect these citizens at risk—mainly with individualized, police-style safeguards. Colombia’s government has Latin America’s largest protection agency by far and has gone beyond its many individual measures to also promise collective protection to communities at risk. In Colombia, the Community Council of the San Juan River region (ACADESAN), defends the rights of its 72 Afro-Colombian communities in areas affected by armed conflict. It has worked to hold the government accountable for delivering on its legal and policy commitments to protect communities at risk by providing comprehensive, collective measures. This Accountability Note describes ACADESAN’s breakthrough advocacy campaign for collective protection. It shares insights relevant for efforts to protect rights defenders and communities that go beyond conventional measures. It is based on the story told in Spanish by Mauricio Parra Bayona, ACADESAN human rights advisor, in his Accountability Working Paper, and the prefaces to that paper by former ACADESAN representative Elizabeth Moreno Barco and Jonathan Fox of ARC. Parra reflects on how collective protection must further be adjusted to better serve other at-risk communities and organizations in Colombia.

23. Migration policy preferences and forms of trust in contexts of limited state capacity

Abstract:
Why do citizens hold different migration policy preferences? US and European evidence suggests political trust matters by raising support for more open policies, attenuating concerns about costs and strengthening beliefs in governments’ implementation abilities. However, this may not hold in countries with limited state capacity. Instead, we argue interpersonal trust placed in policy beneficiaries matters more as citizens circumvent weaker institutions. We test this using conjoint experiments in Colombia and Peru—low-capacity countries experiencing large inflows of forcibly-displaced Venezuelans—that vary aspects of migration policies. Political trust selectively moderates preferences on migrants’ employment rights and numerical limits, contributing novel evidence of boundary conditions for this form of trust. By contrast, greater interpersonal trust is linked to more open preferences across all tested domains. Our results cast doubt on the importance of political trust for migration preferences in contexts of limited state capacity, instead highlighting its partial substitution by interpersonal trust.

25. Positioned for Peacebuilding? The Complex Role of the Catholic Church in the Venezuelan Conflict

Abstract:
The Catholic Church would seem to be perfectly positioned to facilitate peace in the Venezuelan conflict. It is the country’s most respected institution, and Pope Francis has been personally interested in peacemaking in the region. Furthermore, there is precedent in the region. In Colombia, since the 1980s, the Catholic Church has played a key role in mobilizing the population for peace, supporting the peace process directly, and through involvement in issues of transitional justice. In this article, we briefly describe the peacebuilding activities of the Colombian Catholic Church, more extensively describe the activities of the Venezuelan Catholic Church, and then compare the two to understand the particular challenges the Venezuelan Church faces. We suggest that while the Venezuelan Church faces a similar political opportunity structure as the Colombian Church, it does so with less mobilizing strength and with a lesser ability to provide a clear ideological alternative to the conflict.
