111. China in Italy: Risk Assessment and Preventive Solutions

Abstract:
Italy’s 2019 decision to sign a Memorandum of Understanding with China in support of the Belt and Road Initiative sparked a heated debate at home and abroad. The possibility of Italy upgrading its trade and investment relations with China through the shortcut of a political endorsement of President Xi Jinping’s flagship foreign-policy initiative was framed as either a heaven-sent opportunity or a serious strategic threat. Two years on, most of the concerns pointed out in the debate, especially regarding infrastructures, have proven unsubstantiated (although the economic opportunities for which the Italian Government wished have also failed to materialise). However, cooperation initiatives between Italian and Chinese entities in sectors often overlooked in the mainstream debate, such as media and academic partnerships, do present risks. The creation of an interagency China Information and Coordination Unit would help to prevent – or, at least, to minimise – such risks. 112. The Belt and Road Initiative in Italy: The Ports of Genoa and Trieste

Abstract:
In March 2019, Italy signed a Memorandum of Understanding (MoU) with the People’s Republic of China (PRC) in support of PRC President Xi Jinping’s flagship infrastructure and connectivity project, the Belt and Road Initiative. The MoU was accompanied by a series of commercial agreements, including two between the ports of Genoa and Trieste and the state-owned enterprise China Communications Construction Company (CCCC). The European Union and the United States expressed concerns about the agreements as they feared that CCCC would eventually obtain a controlling share of the ports, not unlike that recently secured by the China Ocean Shipping Company (COSCO) with Greece’s Port of Piraeus. However, existing legal constraints, an open international and national debate, and the vague nature of the agreements concerned have so far kept these fears from materialising. Abstract:
China is assertively developing its relations with South Asian states. Constructions of huge projects and massive economic investments demonstrate China’s intentions for long term presence in the region. Apart from seeking lucrative trade opportunities, the regional seaport facilities initiated by China primarily for economic purposes have also been brought secure and easy access of China into Indian Ocean via South Asia region. Interestingly most of these regional projects are being financed by Chinese state owned enterprises which seem to be a reflection of China’s global intentions of dramatic economic expansion in different regions. However, China’s true concerns in South Asia can possibly be explored only by identifying the dynamics of its economic integrations with regional states. Certainly it would assist further to anticipate about regional implications escalating by China’s regional integrations. That is the foremost purpose of this study to understand the dynamics of China’s economic diplomacy in South Asia and identifying its possible implications for the region.

Abstract:
How has Canada viewed the scope of its engagement in Asia? The traditional lens to look at such engagement has been through the Asia-Pacific framing – defining the region largely through our experience in the multilateral architecture such as the Asia Pacific Economic Cooperation (APEC) on the trade side, and the Association of Southeast Asian Nations (ASEAN) Regional Forum (ARF) on the political-security side. Canada was a founding member of APEC in 1990 and has been a dialogue partner in the ARF since its formation in 1994. Aside from these two main vehicles, Canada has been active in the international development space over the years through and is member of the Asian Development Bank, and more recently joined – while not before considerable internal debate – the Chinese-led Asian Infrastructure Investment Bank in 2017.

Most Americans will agree that the Chinese government has behaved badly in a number of ways, although they may not agree on exactly which Chinese government behavior is a problem. Perhaps it’s the treatment of ethnic or religious minorities, such as the Uighurs or Tibetans or Christians; maybe it’s the crackdown on protests in Hong Kong and failure to uphold the “one country, two systems” principle; or assertiveness in territorial disputes; or censorship; or protectionist trade practices; or intellectual property theft; or cyber‐​hacking; or spying; or most recently, being slow to disclose the emergence of the coronavirus and engaging in a propaganda war regarding who is at fault. It’s a long list, and everyone has their own priorities. But while there is loose agreement on the existence of a problem, there is great difficulty in coming up with an appropriate response. What can or should the United States government do about any of this? Is it possible to change the behavior of other governments? Is the U.S. government in a position to do it? Is it appropriate to do so?

In the aftermath of a presidential election, it’s not unusual for an incoming administration to revisit policy choices made by the previous administration or, in the case of reelection, during the first term. One decision that strongly merits another look after November is the U.S. withdrawal from the Trans-Pacific Partnership (TPP), a regional trade agreement that the United States signed with 11 other countries in 2016. FULL REPORT Download In recent years, the case for U.S. participation in the TPP has only become more compelling as the political and economic importance of the Asia-Pacific region has grown and concerns about Beijing’s economic model have mounted. But is there a path for the United States to return to the TPP or to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), which the 11 remaining countries finalized without the United States? This report by ASPI Vice President Wendy Cutler, Reengaging the Asia-Pacific on Trade: A TPP Roadmap for the Next U.S. Administration, examines the options that the next administration would have for reengaging the CPTPP countries on trade in light of domestic considerations and developments, as well as input from the CPTPP countries. The report concludes with a road map that offers concrete recommendations for how the next administration, Democrat or Republican, could proceed, including advocating a narrower trade negotiation as a first step to rebuilding trust and to lay the groundwork for pursuing a full-fledged CPTPP re-entry.

Throughout the recent 18 months of the U.S.-China trade war, which has landed in a “phase one” deal, and awaits the tackling of more difficult economic elements in phase two negotiations, there has been a slow and steady structural shift in the U.S.-China relationship as it continues to head in a more adversarial direction. Against the backdrop of this drift toward confrontation occurring in the absence of any common strategic understanding or high-level diplomatic mechanism to manage the mounting economic, security, and technological tensions into the future, Asia Society Policy Institute President the Hon. Kevin Rudd brings together a series of speeches delivered during 2019 in the collection, The Avoidable War: The Case for Managed Strategic Competition. This volume works to help make sense of where the U.S.-China relationship is heading in the current period of strategic competition, and follows on from Rudd’s 2018 collection, The Avoidable War: Reflections on U.S.-China Relations and the End of Strategic Engagement. In this new volume, Rudd focuses not only on the bilateral relationship, but also on China's domestic politics, economics, and its strategic vision. But on the bilateral relationship, Rudd writes that while there may be a truce of sorts on the trade front during 2020, that will not be the case across the rest of the economic, political, and security relationship. Challenges will continue in areas such as the future of 5G mobile telecommunications infrastructure, the Belt and Road Initiative, Xinjiang, Hong Kong, allegations of Chinese political influence and interference in foreign countries’ internal democratic processes, and China’s increasingly close strategic collaboration with Russia. Militarily, tensions will continue in the East China Sea, the South China Sea, and the wider Indo-Pacific, together with confrontations less visible to the public eye in espionage, cyber, and space. Against this backdrop, and the steady erosion of diplomatic and political capital in the overall relationship, Rudd asserts that the “2020s loom as a decade of living dangerously in the U.S.-China relationship.” The Avoidable War: The Case for Managed Strategic Competition includes six speeches from 2019 covering a range of critical challenges in the U.S.-China relationship, as well as a December 2019 conversation at the Harvard Kennedy School which begins to outline an approach to managing the growing tinderbox of tensions across the spectrum of the bilateral relationship.

Almost two years ago, China and the United States instigated a trade conflict which has had serious international effects, a situation since exacerbated by the Covid-19 pandemic. What has truly made a solution to this conflict elusive, however, is that its origins lie well beyond questions of trade deficits and fair competition, and are instead based on the looming question of a power transition between to the two states. The effects of this divergence are beginning to be observed in several economic realms, including the financial and the technological. Many other actors in the global economy have begun to experience the side effects of this completion, and may now have to face difficult choices about how to balance between these two emerging poles in the current fragile global economy.

120. Challenges in the Transatlantic Partnership: Are We Drifting Apart?

During November 2019, EUROPEUM co-organized the second Transatlantic Policy Forum along with CEPA, a leading US think-tank. The private roundtable provided a unique opportunity for candid and open discussion about the issues that are at the heart of transatlantic cooperation. Our research fellow Martin Michelot concluded a debrief and analysis of these debates. 2019 will certainly go down as a year when the political unity of the Alliance was tested - and when NATO held together strong. The year ended with a NATO Leaders Summit that centered around the comments made by French President Emmanuel Macron a month prior, where he declared NATO to be in a state of “brain death” and cast a shadow on whether the collective security guarantee would still hold strong in the near future. That was not the only moment of transatlantic tension: tensions flared over European 5G markets, which may be built by Chinese companies, and trade has become an inflamed issue between Europe, the U.S. and China. The debrief includes analysis of NATO, U.S.-EU Trading Relations and a to-do list for transatlantic cooperation.
