71. Facing Up to China’s Military Interests in the Arctic

Abstract:
China’s military ambitions in the Arctic, and its growing strategic partnership with Russia, have rung alarm bells in many governments. In May 2019, for the first time, the U.S. Department of Defense annual report on China’s military capabilities had a section on China’s military interests in the Arctic and the possibility of Chinese submarines operating in the Arctic basin (Department of Defense, May 2019). In August 2019, NATO Secretary General Jens Stoltenberg raised concerns about what he diplomatically referred to as “China’s increased presence in the Arctic” (Reuters, August 7). From a nuclear security point of view, the Arctic is China’s vulnerable northern flank. The flight path of U.S. and Russian intercontinental ballistic missiles (ICBMs) targeted at China transit the Arctic. Key components of the U.S. missile defense system are also located in the Arctic. Chinese submarine-based ballistic missile submarines (SSBNs) operating in the Arctic could restore China’s nuclear deterrence capability (Huanqiu Ribao, October 28, 2013). China currently operates six nuclear-powered attack submarines, four nuclear-powered ballistic missile submarines, and fifty diesel attack submarines, with more under construction. If Chinese nuclear-armed submarines were able to access the Arctic basin undetected, this would be a game-changer for the United States, the NATO states and their partners, and the wider Asia-Pacific (Huanqiu Ribao, April 11, 2012). China would be able to target missiles at the United States and Europe with ease; such ability would strengthen China’s military dominance in Asia and bolster China’s emerging position as a global military power.

Abstract:
On May 30, Narendra Modi was sworn in for a second term as India’s Prime Minister. Conspicuous by their absence at the inauguration ceremony were Imran Khan, the Prime Minister of Pakistan; Lobsang Sangay, President of the Central Tibetan Authority (CTA), more commonly known as the Tibetan government-in-exile; and Tien Chung-Kwang, Taiwan’s trade representative to India. While Khan was not invited on account of the serious deterioration in India-Pakistan relations since early this year, the absence of Sangay and Tien can be attributed to the Modi government adopting a more cautious approach to China in its second term. Modi’s administration seems keen to avoid needling the People’s Republic of China (PRC), especially at a time when Sino-Indian relations are improving (Deccan Herald, May 29). This caution on the part of India notwithstanding, Sino-Indian relations during Modi’s second term (scheduled to run through May 2024) are unlikely to be tension-free.

Abstract:
The analysis in this article provides an overview of the research on the current relations among countries of the South China Sea basin. For this purpose, I have decided to apply the geopolitical research workshop, focusing on its contemporary approach. On the one hand, this work uses the available indicators and index to gauge the level of development, economic and demographic potential, and military expenditure of these states. On the other hand, an effort was made to analyze and measure power, taking into account the changing geopolitical status of countries in this sub-region. Contemporary geopolitics in this context allows to verify the scale of the impact on permanent environmental and geographic factors (e.g. publicized investments carried out by the People’s Republic of China in Mischief Reef, Fiery Cross, Subi Reef and Woody Island) and the elaboration of proposals going beyond the classical, geopolitical framework (morphological, political and military factors). Therefore, this article also includes the use of geopolitical codes to assess the current strategies of these countries and to describe potential scenarios of actors’ behaviour in the sub-region.

Abstract:
China claims Japan’s Senkaku Islands and vows to seize them in a “short, sharp war,” if necessary. China’s successful seizure of the islands would shatter the Japan-America security alliance and severely undermine U.S. credibility. This study examines China’s attack campaign by tracing its territorial claims to the East China Sea and by addressing its Senkakus campaign doctrine, the military and paramilitary forces it will employ, how the campaign will unfold, the timing of the attack, how China might counter U.S. intervention, and steps the United States and Japan should take to deter it.

Abstract:
Upon coming to power in May 2014, the Bharatiya Janata Party (BJP) adopted a more muscular approach to China than its predecessors. As part of this, it was not averse to using the Dalai Lama and the CTA to gain leverage in its dealings with China. Its recent move to put distance between itself and Dharamsala reflects an understanding that playing the ‘Tibet card’ brought India no benefits. In fact, the failure of the BJP’s four-year gambit reaffirms what many Indian diplomats and scholars have been saying for decades: there is no ‘Tibet card’ for India to play.

Abstract:
Doklam standoff which took place between the armies of India and China was a major clash between the two Asian giants. The incident lasted from 18 June to 28 August 2017. For the first time, Bhutan was involved in a conflict between its two neighbours. Exchange of fiery rhetoric characterized the incident, besides unprecedented scale of military drills on both sides of the border, and speculations of an imminent war. The standoff was resolved for now, but the issues related to border dispute continue to emerge, raising the concern for a similar face-off at any time. This article discusses the events that unfolded in the course of the Doklam standoff based on online news articles and a few reports posted on the internet.

78. Dangerous Truths: The Panchen Lama’s 1962 Report and China’s Broken Promise of Tibetan Autonomy

Abstract:
The Chinese Communist Party (CCP) has sustained a strategy to manipulate history and subjugate Tibet in order to maintain Party rule. As outlined in this paper, the CCP’s tactics against Tibet can be evidenced through its denial of a report critical of the Party’s policies, authored by the 10th Panchen Lama in 1962. Through an analysis of the historical context surrounding the CCP’s repudiation of this report, and the Party’s resulting efforts to erase the grievances of the Tibetan people while imposing its own narrative, it is clear that the CCP views nationalist sentiment in Tibet as inimical to social stability. To counter that threat, the Party requires the active suppression and political compliance of the Tibetan people. Due to the CCP’s efforts, it is necessary to uncover the true historical record that proves the Party’s attempts to distort history and dominate Tibet for its own strategic ends.

Abstract:
India has long been obsessed with its rivalry with Pakistan, and for many years India viewed Pakistan as its principal security threat. Pakistan continues to support terrorist attacks directed against India and India-controlled Kashmir, and is continually increasing its nuclear arsenal and delivery systems for nuclear warheads. Despite this, Indians have come to feel more self-assured and no longer see Pakistan as the country’s principal security threat.China now occupies this position. India no longer views itself simply as the predominant regional power in South Asia, but as an aspiring world power and is gearing up for what many in India believe is an inevitable conflict with its neighbor the Peoples Republic of China. India has embarked on an outreach program to solidify friendly ties to other Asian nations that feel threatened by China, and is devoting a lot of attention to the ASEAN states (particularly Viet Nam), Taiwan, South Korea, and Japan. There is increasing speculation that this relationship could develop into a formal alliance, especially if the United States becomes less active in Asia.

The South China Sea is the locus of a tense political struggle for territorial control between an increasingly aggressive regional power and a host of small states and their own respective sets of allies. In such a scenario, we can expect that China, the hegemonic state, will attempt to steer the discussions towards bilateral negotiations since its power projection and military capabilities tend to carry greater leverage against weaker states when talks are conducted on a one-on-one basis. In an international system characterized by the absence of a global government, power bends the arc of contention towards the hegemon. On the other hand, small states in the region like the Philippines, Vietnam, and Brunei have a plethora of strategies and tactics for dealing with regional powers.[1] Their menu of options ranges from direct military balancing on one end and appeasing and bandwagoning on the other.[2], [3] This analysis will focus on the strategy that was chosen by the Philippines against China, which will be characterized as “lawfare.” The paper will proceed as follows: First, it will seek to define the concept of “lawfare” as a strategy and then map out the conditions under which it can succeed and fail. Second, it will apply the framework that was developed in the initial section to the conflict between China and the Philippines in the South China Sea. Finally, the consequences of lawfare use will be assessed, with the end goal of understanding how the Philippines’ victory in the Permanent Court of Arbitration (PCA) inexplicably led to reticence and bandwagoning, a case of historic success morphing into strategic retreat...
