Abstract:
US defense analysts are overdue for a fundamental reassessment of the strategic factors that would shape a future Sino-American war. The United States may lower the overall risk of sparking a war between Washington and Beijing by more formally committing advanced US capabilities in intelligence collection and targeting, long-range fires, and theater air and missile defense to Japan and South Korea and by initiating bilateral planning to introduce such capabilities in Taiwan in the future. The US defense community still lacks a broad and integrated national strategy for successfully managing the rivalry with China. A clear-eyed assessment of a possible United States-China war could lead to a national strategy.

Set against the backdrop of Russia’s war on Ukraine, the June 2022 Madrid NATO Summit set the tone for the next decade of the Alliance’s shared future. Allies made it clear that they consider Russia their most immediate and direct threat. Yet they also made headlines by addressing challenges emanating from the People’s Republic of China (PRC). Allies laid out actions to be taken across the diplomatic, economic, and military spheres. Now the Alliance must implement those responses. Beijing will be watching closely.

Meanwhile, American influence in the region is amid a yearslong slide. Despite the obvious risks, the United States has failed to muster a committed response and has even taken some counterproductive measures that demonstrate a lack of strategic thinking. If these trends continue, a vital region may fall under the conclusive influence of Washington’s primary geopolitical competitors.

4. China’s Future Military Capabilities

Abstract:
The 2022 National Defense Strategy of the United States of America identifies China as the “pacing challenge” for the US military. This monograph examines the process by which China’s military capabilities are developed, the capabilities China’s military is seeking to acquire in the future, and the resulting implications for the US military. To date, all the extant studies have merely described the capabilities the People’s Liberation Army is currently acquiring. This monograph goes further by drawing on the Chinese military’s publications to identify and discuss the capabilities the People’s Liberation Army seeks to acquire in the future. The monograph finds China’s military is engaged in a comprehensive program to field a dominant array of military capabilities for ground, sea, air, space, and cyberspace warfare. Countering these capabilities will require the United States and its allies to engage in an equally comprehensive effort. The monograph’s findings will enable US military planners and policy practitioners to understand the long-term goals of China’s development of military capabilities and to anticipate and counter China’s realization of new capabilities so the United States can maintain its military advantage over the long term.

Abstract:
The Indo-Pacific concept is imprecise and designates more a geopolitical reality than a geographical space, but it is not, as is often suggested, a recent creation of the US, nor of the Trump administration. On the contrary, several actors have used it before the United States itself. And the US will not be the last actor to adopt it, either. On the contrary, it has gradually been adopted by other actors, including ASEAN, which tries to turn the concept in its favor in a way that reaffirms the importance of the group in the region as a whole and does not put in question neither “its centrality or its unity”, something that is far from being achieved.

6. Six Lessons from a Decade of Asia Strategy Simulations

Abstract:
How can the United States and its allies and partners succeed in the Indo-Pacific and better prepare for long-term competition in the region? Since the US rebalance to Asia began, the German Marshall Fund of the United States has brought together rising experts from Asia, Europe, and the United States to examine this question through a series of workshops and simulations conducted via the Young Strategists Forum (YSF). The discussions that have taken place during these sessions suggest six lessons about effective long-term strategies for the Indo-Pacific. First, trying to maintain the status quo is neither realistic nor strategic. Established powers tend to describe their objectives in terms of maintaining the status quo. This aim is not just unrealistic, but often deprives them of the ability to adjust the existing order in potentially beneficial ways. US leaders must present a vision of the future that is defined by looking forward not backward. Second, the United States needs to calibrate its responses to near-term crises with an eye to mobilizing the largest possible balancing coalition in the long run. In the simulations, US teams often miss short-term opportunities that could yield long-term benefits. Thinking strategically sometimes means allowing other countries to recognize that they face a serious threat today and cannot simply rely on the United States to solve problems. Third, overreaching by China presents opportunities for the United States. Over the last decade, China’s growth in power has been accompanied by increased assertiveness, in YSF simulations and in real life. China’s behavior creates opportunities for US and other leaders to create and expand coalitions that can push back against it. Fourth, acknowledging the reality of impending multipolarity in the Indo-Pacific can benefit the United States. US experts, including participants in YSF simulations, often tend to see the competition in the Indo-Pacific as largely bipolar between the United States and China. Regional actors, however, typically regard the Indo-Pacific as increasingly multipolar. By championing the rise of new power centers, the United States can foster a regional order that is broadly supportive of its interests yet less dependent on US guarantees. Fifth, focusing on “swinging” states as well as “swung” states pays dividends for the United States. Over the last five years, the United States has done an impressive job of bringing together those countries that are most willing to push back against China. But the region’s “swinging” states—those that have not yet made a clear alignment decision—deserve more attention. Quick wins with these actors are unlikely, but sustained engagement today can set the stage for realignment tomorrow. Finally, building robust coalitions requires US leadership. Many of the lessons we have learned over the last decade have to do with the importance of recognizing that other countries have greater capacity for independent action than is often acknowledged by US observers. That does not mean that US leadership is unimportant—in fact, YSF simulations suggest that it is critical if other states are to join coalitions to push back against China. The United States often labels its various allies as “lynchpins” or “keystones” in the region, but the fact remains that the most effective regional groupings are still reliant on its coordinating role, especially when it comes to China.

7. China Increases Support for Pakistan’s Naval Modernization with an Eye on the Indian Ocean

Abstract:
In mid-July, the People’s Liberation Army (PLA) Navy and the Pakistan Navy (PN) held the “Sea Guardians-2” exercise in the waters off Shanghai (China Brief, October 4; Pakistan Television, July 12). The joint naval drills focused on neutralizing maritime security threats, particularly those that might jeopardize strategic sea lanes. The bilateral exercise also included joint target practice, anti-submarine, anti-aircraft and anti-missile drills (China Military Online [CMO], July 10). The drills built on the first iteration of the exercise, Sea Guardians-1, which was held in January 2020 in the North Arabian Sea off Karachi, Pakistan. The participation in these exercises of the guided missile frigate Taimur, which is the most advanced warship built by China for the PN, demonstrates the increasing level of Chinese support for the training and modernization of Pakistan’s naval forces (Global Times, July 10). Bilateral military ties, which are a mainstay of the China-Pakistan all-weather friendship and strategic partnership, have strengthened in recent years. China is the main supplier of military equipment to Pakistan, which from 2017-2021 absorbed nearly 47 percent of all Chinese arms exports (China Brief, March 25). In a move to further deepen defense ties, China provided Pakistan with J-10C multi-role fighters in late 2021 (South Asian Voices , April 12). In June, a high-powered Pakistani delegation comprising top brass from the army, navy and air force paid a visit to China at a time when tensions between China and the West were on the rise (CMO, June 12). The visit was part of the Pakistan-China Joint Military Cooperation Committee (PCJMCC), which is the highest body involved in facilitating bilateral defense cooperation. Pakistan’s Chief of Army Staff General Qamar Javed Bajwa also attended the top-level committee’s meeting, along with senior-most counterparts in the PLA. Both countries vowed to further deepen their strategic partnership in challenging times and enhance their joint military cooperation in training, technology and counterterrorism (Express Tribune , June 12).

NATO’s new Strategic Concept provides a clear set of guidelines for the Alliance in a mid-term perspective. Adopted on 29 June in Madrid, the Concept outlines a number of priorities stemming from Russia’s war on Ukraine, but also puts forward relevant novelties concerning China and the Indo-Pacific. During the NATO Summit in Madrid, alliance members affirmed that Russia can no longer be considered a partner, effectively internalising the geopolitical earthquake represented by the return of a major conventional and multi-domain war on European soil.[1] The Strategic Concept also identifies deterrence and defence as the Alliance’s number one priority, in comparison to the other core tasks: crisis prevention and management and cooperative security.

9. Mitigating the risk of a China–India conflict

Abstract:
More than a year has passed since Chinese troops began to occupy previously Indian-controlled territory on their disputed border in Ladakh. The crisis has cooled and settled into a stalemate. This report warns that it could escalate again, and flare into a conflict with region-wide implications. The report assesses the risk of conflict by analysing its likelihood and consequences. A possible war would be costly for both India and China. But a possible war could also risk stirring Indian distrust of its new partners, especially in the Quad – Australia, Japan, and the United States. The report outlines some conditions under which a war would disrupt or dampen those developing partnerships. The report concludes by offering a framework for policymakers to shape India’s expectations and the strategic environment before and during a possible war.

10. US Support for Australia and the Region Against PRC Coercion: A Six Point Agenda

Since around 2016, Australia has been transitioning away from a “small target” hedging mindset toward a more proactive countering and balancing approach vis-à-vis the People’s Republic of China. This is largely a response to the increasingly assertive and coercive activities of the Chinese Communist Party (CCP), which is the predominant cause of instability, uncertainty, and anxiety in Canberra and throughout the Indo-Pacific region. The CCP has implemented a sustained and cascading array of economic and diplomatic punishments against Australia in an attempt to intimidate Australia and force changes in Australian policy. Beijing is explicit that this is the purpose of the ongoing series of punishments against Canberra. In November 2020, its embassy in Canberra went to the extraordinary lengths of releasing the infamous “14 grievances” against the Australian government[i] to justify the ongoing punitive measures. These included mainly domestic Australian policies such as restrictions on Chinese investment, the funding of Australian think tanks critical of the PRC, the passing of foreign interference legislation to root out Chinese interference in Australian institutions, and the banning of Chinese firms from the Australian 5G telecommunications roll-out. Australia is widely seen as the proverbial canary in the mine and needs American support. If Australia can hold its ground and continue to find the courage and creativity to pursue its national interest, then the PRC will suffer an enormous blow. On the other hand, if Australia is eventually cowed by the PRC and relents on key policy settings, then other sovereign nations might well lose the courage to stand firmer against the PRC’s coercion and intimidation. Strengthening the fortitude of Australian leaders is the assurance that the United States is behind its ally. That assurance was previously given to Canberra by the Donald Trump administration and has been continued by the Joe Biden administration. Indeed, the Biden administration has declared it will go further and do better than the previous administration in reinvigorating and deepening its alliances and friendships with Indo-Pacific nations to better manage the PRC challenge and threat. This brief has been prepared to assist the Biden team in doing just that. It gives some context to Australia’s evolving Indo-Pacific strategy: how a nation that is not a superpower is thinking about the PRC’s policies and activities in the region, why Canberra is taking proactive and forward leaning actions to counter and balance the PRC, and what Canberra is hoping will be some priority areas for the Biden administration with respect to the Indo-Pacific approach and strategy by the US.
