Abstract:
Since the idea of a worldwide network was introduced in the early 1980s, the Internet has grown into a massive global system that connects over a third of the world's population, roughly 2.5 billion people. The Internet facilitates communication, commerce, trade, culture, research, and social and family connections and is now an integral part of modern life. Another 2.5 billion individuals are expected to get online by the end of this decade, mainly in the developing world, and further billions of devices and machines will be used. This enlargement to the rest of the globe could bring enormous economic, social, and political benefits to the United States and the world. New technologies could reshape approaches to disaster relief, diplomacy, conflict prevention, education, science, and cultural production.

Abstract:
The military modernization program being undertaken by the People’s Republic of China (PRC) is changing the security environment in the Asia-Pacific. Driven by a strategy to achieve the Chinese Communist Party (CCP) leadership’s goals through the exploitation of advantageous conditions, the People’s Liberation Army (PLA) is investing in capabilities that are aimed at eroding the conventional military superiority of the United States and its allies in the region. Should the PLA’s modernization campaign succeed the likelihood of conflict and regional instability can be expected to increase as China’s authoritarian leadership is empowered with greater coercive leverage over its neighbors.

Political warfare is a critical component of Chinese security strategy and foreign policy. All nation-states seek to influence policies of others to varying degrees in order to secure their respective national interests. Political warfare seeks to influence emotions, motives, objective reasoning, and behavior of foreign governments, organizations, groups, and individuals in a manner favorable to one’s own political-military objectives. The People’s Republic of China (PRC) and the Chinese People’s Liberation Army (PLA) rely on political warfare as a means to shape and define the discourse of international relations.

Abstract:
US and Iranian strategic competition is heavily drive by four key factors–the success or failure of sanctions, the im0pact of that competition on the flow of Gulf energy exports, the success or failure of efforts to limit Iran's nuclear options and the broader prospect for arms control, and the prospects for accommodation of regime change. In recent years, the key variable has been ways in which sanctions on Iran have changed US and Iranian competition since the fall of 2011, and helped lead to a tentative set of Iranian agreements with the UN's P5+1--the five permanent members of the UN Security Council, namely United States, Russia, China, United Kingdom, and France, plus Germany--in November 2013.

Abstract:
The destinations of China's new leaders' foreign trips show that the PRC's foreign policy domain remains its neighbourhood. China is trying in particular to enhance cooperation with its Central and Southeast Asia border states in what is called "new silk road" diplomacy. Behind this approach are mostly domestic rationales: a need to preserve stability on its borders and in the western part of China, secure export markets and energy supplies, develop inland transport routes as an alternative to unstable sea lines, and to narrow the development gap between the eastern and western parts of China. The PRC's "opening to the West" and reinvigoration of its Western Development Policy is a window of opportunity for Poland. The establishment in Gansu province of the Lanzhou New Area-the first state-level development zone in northwest China-could become a bridgehead for a Polish economic presence in this part of China, or even a springboard for Poland's "Go West China" strategy.

Abstract:
The Comprehensive Nuclear-Test-Ban Treaty (CTBT) is one of important international nuclear non-proliferation and disarmament measures. One of its pillars is the verification mechanism that has been built as an international system of nuclear testing detection to enable the control of observance of the obligations anchored in the CTBT. Despite the great relevance to the global non-proliferation and disarmament efforts, the CTBT is still not in force. The main aim of the article is to summarize the importance of the CTBT and its entry into force not only from the international relations perspective but also from the perspective of the technical implementation of the monitoring system.

Here is how to discuss this important issue: North Korea's missile and nuclear programs threaten our interests and our allies. We will defend our friends—and ourselves—starting with our planned deployment of more missile interceptors in Alaska. The U.S. has been making progress toward convincing the international community to crack down on Pyongyang even further. Given the threat, we must maintain a robust military presence in Asia to maintain the peace in the Asia-Pacific region. We must work with China—North Korea's only ally—to achieve a lasting end to Pyongyang's continuing nuclear intransigence.

480. Security and Profit in China's Energy Policy: Hedging Against Risk

China has developed sophisticated hedging strategies to insure against risks in the international petroleum market. It has managed a growing net oil import gap and supply disruptions by maintaining a favorable energy mix, pursuing overseas equity oil production, building a state-owned tanker fleet and strategic petroleum reserve, establishing cross-border pipelines, and diversifying its energy resources and routes. Though it cannot be "secured," China's energy security can be "insured" by marrying government concern with commercial initiatives. This book comprehensively analyzes China's domestic, global, maritime, and continental petroleum strategies and policies, establishing a new theoretical framework that captures the interrelationship between security and profit. Arguing that hedging is central to China's energy-security policy, this volume links government concerns about security of supply to energy companies' search for profits, and by drawing important distinctions between threats and risks, peacetime and wartime contingencies, and pipeline and seaborne energy-supply routes, the study shifts scholarly focus away from securing and toward insuring an adequate oil supply and from controlling toward managing any disruptions to the sea lines of communication. The book is the most detailed and accurate look to date at how China has hedged its energy bets and how its behavior fits a hedging pattern.
