1. Report: Eight Years On, China’s Repression of the Uyghurs Remains Dire

Abstract:
The Simon-Skjodt Center for the Prevention of Genocide released a report in January 2025, “Eight Years On, China’s Repression of the Uyghurs Remains Dire: How China’s Policies in the Uyghur Region Have and Have Not Changed.” The report is authored by Rian Thum, Senior Lecturer in East Asian History, at the University of Manchester. The report seeks to improve our collective understanding of China’s ongoing repressive policies in the predominantly Uyghur province of Xinjiang in western China. The Simon-Skjodt Center released a report in 2021 detailing multiple crimes against humanity that the Chinese government had committed against the Uyghur population, a Turkic Muslim minority group, and expressing grave concern that the Chinese government may be committing genocide. Since then, detailed reporting on state policies has decreased as Chinese authorities increasingly restricted access to information. Using recent evidence from Chinese state documents, satellite imagery, and survivor testimony, as well as a synthesis of recent academic publications, the report aims to fill a knowledge gap about the current state of mass atrocities targeting the Uyghur community and other Turkic minorities in the Uyghur region. The report finds that, given the available information, all of the policies that led to accusations of mass atrocities in the Uyghur region continue, and some are expanding. These findings should prompt deeper research into the nature of mass atrocities facing the Uyghur population and spark urgent, effective responses. In particular, the report recommends further research into emerging repressive strategies, including the intense network of electronic and human surveillance, curbs on religious practice, and the destruction of cultural heritage.

The African continent is confronting the prospect of a new debt crisis. The COVID-19 pandemic wreaked havoc on government finances. The Russian government’s war against Ukraine has increased the cost of food and energy, and compelled investors to sell off government bonds in emerging markets. Rising interest rates in the United States will increase the cost of borrowing. The Chinese economy is struggling under the weight of Xi Jinping’s “Zero COVID” policy and accumulated real estate debt. In 2015, the International Monetary Fund announced that eight countries were in debt distress. By March 2022, 23 were. In June, public debt ratios reached a 20-year high. Africa’s debt-distressed governments “are unlikely to default” in 2022,” The Economist observed, “but face trouble by 2024.” There is some evidence that the debt crisis is especially acute for Africa’s non-democracies. The impending debt crisis coincides with a general sense that Africa is experiencing a democratic recession. Voters are increasingly subject to intimidation and violence. Incumbent presidents are removing term limits. The longstanding norm against military coups is fading.

Abstract:
After the Hong Kong protest movement exploded in 2019, the world looked on with both hope and trepidation. Protestors made five demands: that a proposed extradition law be withdrawn; that there be an independent investigation of police behavior; that the protests stop being characterized as riots; that any charges against arrested protesters be dropped and that promised universal suffrage be implemented (HKPF, December 25, 2019). After months of protest, Hong Kong Chief Executive Carrie Lam publicly withdrew the extradition bill, fulfilling the first of the protestors’ demands (SCMP, September 4, 2019). But this temporary victory was too little too late and overshadowed by the ongoing and often violent crackdown on the protesters, and then in 2020, with Beijing’s imposition of the new National Security Law (NSL) (China Brief, July 29, 2020).

Abstract:
Since the mass internment of Uyghurs and other indigenous groups in China was first reported in 2017, there is now a rich body of literature documenting recent human rights abuses in the Xinjiang Uyghur Autonomous Region. However, there is little knowledge of the actual perpetrators inside China’s vast and opaque party-state system, and responsibility is often broadly attributed to the Chinese Communist Party, Xinjiang Party Secretary Chen Quanguo, or President Xi Jinping himself. For accountability, it is necessary to investigate how China’s campaign against the Uyghurs has been implemented and which offices and individuals have played a leading part. The current knowledge gap has exposed international companies and organisations to inadvertent engagement with Chinese officials who have facilitated the atrocities in Xinjiang. It has also prevented foreign governments from making targeted policy responses. Finally, it is essential to carry out such an investigation now. Amid debate internationally about whether the recent events in Xinjiang constitute genocide, Chinese officials are actively scrubbing relevant evidence and seeking to silence those who speak out.

6. Xinjiang’s System of Militarized Vocational Training Comes to Tibet

In 2019 and 2020, the Tibet Autonomous Region (TAR) introduced new policies to promote the systematic, centralized, and large-scale training and transfer of “rural surplus laborers” to other parts of the TAR, as well as to other provinces of the People’s Republic of China (PRC). In the first 7 months of 2020, the region had trained over half a million rural surplus laborers through this policy. This scheme encompasses Tibetans of all ages, covers the entire region, and is distinct from the coercive vocational training of secondary students and young adults reported by exile Tibetans (RFA, October 29, 2019). The labor transfer policy mandates that pastoralists and farmers are to be subjected to centralized “military-style” (军旅式, junlüshi) vocational training, which aims to reform “backward thinking” and includes training in “work discipline,” law, and the Chinese language. Examples from the TAR’s Chamdo region indicate that the militarized training regimen is supervised by People’s Armed Police drill sergeants, and training photos published by state media show Tibetan trainees dressed in military fatigues (see accompanying images).

In early 2017, the Chinese Communist Party changed its internal security strategy in Xinjiang, escalating collective detention, ideological re-education, and pressure on Uyghur diaspora networks. This strategy shift was likely catalyzed by changing perceptions of Uyghur involvement in transnational Islamic militancy in Southeast Asia and the Middle East, heightening perceived domestic vulnerability to terrorism.

The 1989 democracy movement and its suppression marked a watershed in China’s contemporary history. The movement has influenced China’s subsequent development in at least three major ways. First, it was an enlightenment movement that spread the concept of democracy far and wide. Second, it played a vital role in grooming talent for the development of China’s civil society and the next wave of prodemocracy activism. Third, it laid a foundation for democratization in China’s political culture and popular mindsets. At the same time, the movement’s violent suppression left a legacy of fear and has led to the elevation of economic over social goals; a general attitude of defeatism; and a profound deterioration in social morality and ethics.

9. Dangerous Truths: The Panchen Lama’s 1962 Report and China’s Broken Promise of Tibetan Autonomy

The Chinese Communist Party (CCP) has sustained a strategy to manipulate history and subjugate Tibet in order to maintain Party rule. As outlined in this paper, the CCP’s tactics against Tibet can be evidenced through its denial of a report critical of the Party’s policies, authored by the 10th Panchen Lama in 1962. Through an analysis of the historical context surrounding the CCP’s repudiation of this report, and the Party’s resulting efforts to erase the grievances of the Tibetan people while imposing its own narrative, it is clear that the CCP views nationalist sentiment in Tibet as inimical to social stability. To counter that threat, the Party requires the active suppression and political compliance of the Tibetan people. Due to the CCP’s efforts, it is necessary to uncover the true historical record that proves the Party’s attempts to distort history and dominate Tibet for its own strategic ends.

Radical Islam constitutes a growing challenge in the immediate periphery of the People’s Republic of China (PRC) and beyond. Chinese Communist Party (CCP) leaders are placing emphasis on “managing religion according to the rule of law,” and the Xinjiang People’s Congress has promulgated comprehensive new religious affairs regulations. Yet, are these regulations more likely to reduce or heighten ethno-religious tensions in the Xinjiang Uyghur Autonomous Region (XUAR)? This article examines the most important aspects of these new regulations, and how they will affect how the CCP manages religious affairs.
