11. The Regional Format 16+1: Early Rusting, Still Alive and Expanding into 17+1

Abstract:
The sub-regional multilateral format of China and 16 post-communist states (16+1) proved that it could last seven years and that it has the potential to absorb new members. Consequently, the European Union is increasingly concerned about its potentially divisive effects on the EU’s unity. The expected economic benefits of 16+1 for the European partners have been scarcely relevant; still, the European states exploit the 16+1 format for strengthening their bilateral agendas with China. Amidst the trade war with China, the US regards China’s rising influence in Central Europe as a political issue. Beijing’s priority in Europe is to calm down the tension with the EU, Germany, and France over the 16+1 platform. However, the accession of Greece to the enlarged format of 17+1 in the recent 16+1 summit in Dubrovnik and the gaining of support for the Belt and Road Initiative in Italy enable China to establish its foothold on the European South’s doorstep in connection with the 17+1 regional platform.

Abstract:
Europe has become a major target of China’s push to acquire advanced key technologies. These technologies support the development of dual-use products with civilian as well as military applications, a development that is in line with China’s efforts towards civil-military integration. The EU has been slow to wake up to this trend. Despite recent efforts, including those to set up a tighter investment screening mechanism, it still lacks strong coordinated regulations to protect its research and technologies. Even more importantly, the author of our newest China Global Security Tracker, MERICS researcher Helena Legarda, warns that Europe lacks a clear policy or strategy to keep up with China’s ambitions in this area. Joint European initiatives providing strategic guidance and adequate funding for innovation in dual-use technologies will be needed to not only preserve but to advance the EU’s scientific and engineering expertise. The China Global Security Tracker is a bi-annual publication as part of the China Security Project in cooperation between Mercator Institute for China Studies (MERICS) and the International Institute for Strategic Studies (IISS). This issue also features the Trump administration’s tightened export controls in response to China’s civil-military integration efforts, and it tracks other security developments in China in the second half of 2018, from the launch of a number of new defense systems to an increase in China’s military diplomacy activities around the world.

13. NATO’s Futures: the Atlantic Alliance between Power and Purpose

This NDC Research Paper argues that in spite of these warning signs, NATO can regain its balance between power and purpose and thus secure its future. NATO’s balancing act is ultimately a question of leadership: it is within the reach of Allied leaders to balance the interests and geopolitics of Europe and Asia, as well as the restrained and affirmative policies that represent Canada and Europe’s inclination for concerted diplomacy on the one hand and the United States inclination for strategic engagement on the other. Regrettably, these leaders may be drawn to some of the easy NATO visions that offer stringency of purpose, as in “come home to Europe”, or inversely, “go global”. Yet the reality of the Alliance’s geopolitical history and experience is that NATO is strong when apparently contrasting interests are molded into a balanced vision. Today, NATO can only encourage European investment in global, US-led policy if it secures stability in Europe, while inversely, NATO can only secure US investment in Europe’s security order if the Allies are open to coordination on global affairs. The report first outlines the basic geopolitical trends with which the Alliance is confronted: an Alliance leader questioning its heritage of overseas engagement, China’s rise as a great power, an emerging alignment between China and Russia in opposition to liberal order, and the track record of southern unconventional threats dividing the Allies on matters such as counter-terrorism, immigration control, stabilization and development. The Allies seem to be hesitating on the West-East axis and paralyzed as a collective on southern issues, which leads the report to sketch three NATO futures.

14. Russia and China: “axis of convenience” or “stable strategic partnership”?

s the growing relationship between Russia and China a short term “axis of convenience” as some have suggest- ed or rather a “stable strategic partnership” described by China’s former vice Foreign Minister, Fu Ying”.1 Based on current events, it is still too early to tell how substan- tive this relationship will develop. On the one hand, there are impressive achievements in cooperation with clear sig- nals from Moscow and Beijing of their future aspirations, which are serious and long-term. On the other hand, there are indications that things could fall apart quickly consid- ering a contentious history that is still in living memory, lingering distrust and socio-cultural obstacles. Although both countries have finally agreed on a mutually recog- nized border, growing Chinese influence and the sheer disparity of populations in the border region raise con- cerns that even Russian leadership privately acknowledge. For the time being, however, the forces bringing both countries together are enough to overcome these obsta- cles. Although the current direction of bilateral relations is towards cooperation, it is still a fragile sort. Because co- operation requires the participation of Russian and Chi- nese leadership, it could recede without their active pro- motion. In the long term much will depend on how the leadership navigates through the phases of cooperation, both military and economic. For NATO, this underscores the need to incorporate Far East developments into its strategic awareness of the Eastern Flank, particularly with respect to the convergence of political, military and eco- nomic forces.

Abstract:
Many countries engage in public diplomacy—diplomatic instruments used to influence the perceptions, preferences, and actions of citizens and leaders in another country—as a means to win over foreign publics and advance national interests. In a new study and report published by AidData, in collaboration with the Asia Society Policy Institute, and the Center for Strategic and International Studies, the authors look at the past two decades of China’s relationship cultivation—including efforts to balance negative perceptions of its growing military and economic strength—within its greater periphery, specifically the 13 countries of South and Central Asia. This study collected an unprecedented amount of qualitative and quantitative data on Beijing’s public diplomacy in the South and Central Asian region from 2000 through 2018. In the report Silk Road Diplomacy, the authors analyze this data to illuminate which tools Beijing deploys, with whom, and to what effects within this subregion.

Abstract:
On May 30, Narendra Modi was sworn in for a second term as India’s Prime Minister. Conspicuous by their absence at the inauguration ceremony were Imran Khan, the Prime Minister of Pakistan; Lobsang Sangay, President of the Central Tibetan Authority (CTA), more commonly known as the Tibetan government-in-exile; and Tien Chung-Kwang, Taiwan’s trade representative to India. While Khan was not invited on account of the serious deterioration in India-Pakistan relations since early this year, the absence of Sangay and Tien can be attributed to the Modi government adopting a more cautious approach to China in its second term. Modi’s administration seems keen to avoid needling the People’s Republic of China (PRC), especially at a time when Sino-Indian relations are improving (Deccan Herald, May 29). This caution on the part of India notwithstanding, Sino-Indian relations during Modi’s second term (scheduled to run through May 2024) are unlikely to be tension-free.

Abstract:
The article is intended to find out the geopolitical implications, regional constraints and benefits of China-Pakistan Economic Corridor. Researcher reviewed both published research articles and books to find out geopolitical implication, regional constraints and benefits of China-Pakistan Economic Corridor. For this purpose, researcher also reviewed newspapers articles and published reports by government and non-governmental stakeholders working on CPEC. Review of the articles and reports indicated that CPEC had enormous benefits not only for China and Pakistan but also for the whole region. But different internal and external stakeholders are not in favor of successful completion of this project. Extremism, sense of deprivation, lack of political consensus, political instability are some of the internal constraints. On the other hand, Afghanistan, India, Iran, UAE and USA are posing constraints to halt the successful completion of CPEC.

Abstract:
China-Pakistan Economic Corridor (CPEC) is a set of projects under China‟s Belt and Road initiative, marks a new era of economic ties in a bilateral relationship between the two traditional friends. The multi-dimensional project will not only reform Pakistan economy but it will serve for people‟s prosperity and will help to revive the country economy of both countries. The visions of project partners are clear and the goals of the short term, mid-term and long-term plans of CPEC have been identified. So, the CPEC is not just a transit route for China and Pakistan‟s exports but it will transform Pakistan‟s economy and overcome its problems such as unemployment, energy, underdevelopment, and overall external economic dependency by building capacity in all necessary sectors. Therefore, CPEC could promote economic development and growth which will open new avenues and investment to the country which is based on shared partnership of cooperation, mutual benefits and sustainability. Thus, the CPEC is a grand porgramme and will deliver the economic gains to both China-Pakistan and it can be executed more efficiently and in a balanced way to serve the interests of both the countries. The project of CPEC is also important to China‟s energy and strategic security with reference to South China Sea and other regional and global players. Thus, CPEC could bring economic avenues to Pakistan and can improve regional economic and trade activities for greater development and prosperity. It has perceived that the project will not only foster socio-economic development but it will also reduce the level of political humidity and will be source of peace and harmony between the traditional adversaries. It has also assumed that regional economic integration through CPEC could be a harbinger to resolve the political differences by economic cooperation and regional economic connection could make 21st century the Asian century setting aside the perennial political issues to start a new beginning. Thus, in a longer perspective the CPEC can foster an economic community in the entire region of Asia and beyond if its vision is materialized in its true sense. The time will prove that the CPEC reap its fruits and will be advantages for not only Pakistan and China but for the entire region.

In October 2019, The Carter Center was invited to participate in “China, US and Latin America Relations in a Transforming International Order,” organized by the Shanghai Institute of International Studies. There the Center presented a paper arguing that today instead of trilateral mechanisms, several existing regional multilateral frameworks could be used to promote constructive U.S.-China interaction in LAC. The paper provides a macro analysis and recommendations based on a comparative analysis of U.S. and Chinese strategy documents for LAC and existing regional multilateral development policy frameworks.

It has been more than three years since President Xi Jinping put forward the Belt and Road Initiative, which has been actively promoted by the Chinese government. China and India are both emerging countries and are the inseparable neighbors to each other, which constitutes one of the preconditions for the smooth promotion of the BRI. As the scheduled Summit is around the corner, it has become a paramount subject to test the strategic wisdom of the leaders of the two countries and governments on how to create conditions for India to fully engage in the joint construction, how to effectively resolve the issue of “misalignment of strategic thinking”, how to promote common development via bilateral and regional cooperation, how to manage mutual strategic suspicion via win-win cooperation, how to construct the real strategic partner relations as well as on how to jointly explore the new modality of joint development between major developing countries.
