1. Palestine: Public Opinion Report 2023, Part 2

Abstract:
Palestinians see the Israeli occupation as the most critical threat facing Palestine and their most preferred countries are Turkey, Qatar, and China. In a comparison between China's and U.S. foreign policies, the Palestinian public views China's policies more positively than those of the U.S. on all issues at hand. Wide-ranging opposition to Arab normalization with Israel remains as strong as it was two years ago, but most express optimism about the world's solidarity with the Palestinians, and the vast majority expresses opposition to Russia's invasion of Ukraine. These are the results of the latest wave of the Arab Barometer (AB) poll in Palestine, the 8th to be conducted since the start of these polls in the Arab World. The poll was conducted by the Palestinian Center for Policy and Survey Research (PSR) in the West Bank and the Gaza Strip essentially during the period immediately before the start of the October the 7th war in the Gaza Strip and its envelop on the Israeli side. The period leading up to the poll witnessed a number of important developments, including the 30th anniversary of the signing of the Oslo Accords. The period saw a rise in the number of Israeli incursions into Palestinian cities and refugee camps, particularly in the northern parts of the West Bank. During this period, Palestinian factional leaders met in City of El Alamein in Egypt in the presence of President Abbas but failed to agree on a joint statement. During this period, settler terrorist acts in Palestinian areas of the West Bank increased, as did armed attacks by Palestinians against settlers and Israelis. Finally, there have been press reports that there are US-Saudi negotiations to reach an agreement to normalize SaudiIsraeli relations and that Palestinian-Saudi and Palestinian-American meetings have been held to set Palestinian conditions for this normalization agreement. This report is the second in a series of reports that cover the findings of the current wave of AB. It addresses one important issues covered by AB8: Palestinian perception of various international and regional actors and other international relations issues. While the focus is placed on the findings of AB8 regarding these topics, the report sets to compare these findings with those obtained by PSR in AB7, conducted two years earlier, and one poll conducted after AB8.

Abstract:
The Chinese Communist Party’s (CCP’s) embrace of large-scale online influence operations and spreading of disinformation on Western social-media platforms has escalated since the first major attribution from Silicon Valley companies in 2019. While Chinese public diplomacy may have shifted to a softer tone in 2023 after many years of wolf-warrior online rhetoric, the Chinese Government continues to conduct global covert cyber-enabled influence operations. Those operations are now more frequent, increasingly sophisticated and increasingly effective in supporting the CCP’s strategic goals. They focus on disrupting the domestic, foreign, security and defence policies of foreign countries, and most of all they target democracies. Currently—in targeted democracies—most political leaders, policymakers, businesses, civil society groups and publics have little understanding of how the CCP currently engages in clandestine activities online in their countries, even though this activity is escalating and evolving quickly. The stakes are high for democracies, given the indispensability of the internet and their reliance on open online spaces, free from interference. Despite years of monitoring covert CCP cyber-enabled influence operations by social-media platforms, governments, and research institutes such as ASPI, definitive public attribution of the actors driving these activities is rare. Covert online operations, by design, are difficult to detect and attribute to state actors. Social-media platforms and governments struggle to devote adequate resources to identifying, preventing and deterring increasing levels of malicious activity, and sometimes they don’t want to name and shame the Chinese Government for political, economic and/or commercial reasons.

5. Countering United Front Work: Taiwan’s Political Warfare System

This strategic update introduces the challenges posed by China’s united front work, which has significantly expanded due to unprecedented institutional elevation and support under Xi Jinping. Mariah argues that Taiwan—a country that has effectively resisted China’s united front activities for several decades—can serve as an instructive case for other democratic countries in institutionalising counter-interference operations. The briefing initially explores the origins of Taiwan’s political warfare system, its evolution from the martial law era to democratisation in the 1990s, and how this history informs the institution’s modern structure and operations. The information presented in this report was compiled during a period of fieldwork in Taiwan from late September to early November 2022, in which she interviewed dozens of political warfare officers as well as Taiwanese defence and security experts–a majority of whom have chosen to remain anonymous. In the conclusion, Mariah offers broad policy recommendations based on these findings that may be applicable to other countries experiencing united front work activities and or seeking to institutionalise counter-interference operations.

Abstract:
Amid the deepening U.S.-China strategic competition, East Asia Institute (EAI) conducted a public opinion poll to discern the Korean people’s perception of China and ROK-China relations. EAI presents the survey results in chart form in the “EAI Public Opinion Briefing.” Despite predominantly negative impressions of China and President Xi Jinping, over 80 percent of respondents believe that Korea-China relations is crucial for Korea. The survey results unveiled public opinion that separately recognizes the favorability and significance of China.

The Netflix television hit Black Mirror postulates a world in which personal mobile devices and other forms of interconnected infosphere technology produce alarming and increasingly animalistic human behavior. In the episode titled “Nosedive,” the main protagonist struggles to boost her social credit score – an algorithmic rating of all daily social interactions – to enhance her socio-economic status, earn special privileges, and sustain access to basic human resources through mostly contrived and inauthentic behavior. At first, this Twilight Zone-type plot seems unbelievable until realizing that a social credit system now exists in the People’s Republic of China (PRC).

8. Chinese Trust in Government: A Response Pattern Approach

Abstract:
Chinese citizens have high trust in their government is well documented. Recent data show that this remains true during the COVID-19 crisis. Nonetheless, a long-standing debate is whether Chinese trust in government is genuine or simply a reflection of political fear. To offer further insights, in this article I adopt a response pattern approach that shifts the focus from how much people trust (the level of trust) to how people trust (the pattern of trust). Analyzing data from multiple sources, I consider the homogeneity and heterogeneity in how political trust is expressed among diverse populations (e.g., children vs adults) and in different situations (e.g., taped vs. not taped). I identify ten specific patterns that consistently suggest Chinese trust in government may not be simply reduced to a misrepresentation out of political fear. This study illustrates that examining the often-overlooked patterns of how people express their attitudes within different segments of the population and in different contexts provides a means to test whether the expressed attitudes are fake or genuine. 9. Public responses to foreign protectionism: Evidence from the US-China trade war

Abstract:
America's recent turn toward protectionism has raised concerns about the future viability of the liberal international trading system. This study examines how and why public attitudes toward international trade change when one's country is targeted by protectionist measures from abroad. To address this question, the authors fielded three original survey experiments in the country most affected by US protectionism: China. First, they find consistent evidence that US protectionism reduces Chinese citizens' support for trade. This finding is replicated in parallel experiments on technology cooperation, and further validated outside of the China context with a survey experiment in Argentina. Second, they show that responses to US protectionism reflect both a "direct reciprocity" logic—citizens want to retaliate against the United States specifically—and a "generalized reciprocity" logic that reduces support for trade on a broader, systemic basis.

JOSHUA BYUN, D.G. KIM, and SICHEN LI examine the impact of the COVID-19 pandemic on the Chinese public’s foreign policy attitudes. Drawing on original surveys fielded in China during the first six months of the global pandemic, they find that ordinary Chinese citizens are optimistic about China’s future global position, and that this optimism corresponds with the widespread perception that the COVID-19 pandemic is accelerating China’s rise relative to the United States.
