Abstract:
The state of the U.S.-India relationship is strong, but two critical developments in 2020 have created a new inflection point for the relationship. Growing apprehension in both New Delhi and Washington about Chinese aggression has created the strategic convergence long sought by a U.S. defense establishment eager to enlist India to balance China. On the other hand, devastated by the Covid-19 global pandemic, the United States and India face challenging economic recoveries amid growing protectionist sentiments at home that could diminish the relationship’s promise. Having won the U.S. presidential election, Joe Biden has an opportunity to consolidate and accelerate the relationship by creating a substantive and broad partnership with India, which can undergird U.S. policy in Asia and support U.S. global interests for decades to come. this paper provides a blueprint for how the Biden administration can actualize what previous presidents have deemed a “natural partnership.”

Since the conclusion of the Treaty on Good-Neighbourliness and Friendly Cooperation in 2001, the balance of power between China and Russia has appreciably shifted in favour of the former, but their common definition of the enemy and the complementarity of their core interests remains as strong as it ever was. If the China-Russia relationship is not an alliance, then what is it, and what are its limits? In the Xi-Putin era, apprehension and ambition have transformed the ‘axis of convenience’ into an axis of necessity. But will ‘strategic partnership’ prove important or irrelevant to potential conflicts in Taiwan, Belarus or Ukraine? How much should be made of divergences of approach in Central Asia and the Arctic, where China’s rise leaves no stone unturned? To what extent will Russia continue to welcome the growth of China’s power — to the point of nuclear parity with the United States and, by extension with Russia itself?

The last several years have seen a worrisome increase in tensions in the Mediterranean involving age-old rivals such as Turkey, Greece, and Cyprus, as well as increased involvement from newer players like Egypt, the United Arab Emirates, Saudi Arabia, and China, or returning players in the case of Russia. Many analysts have noted an increase in power struggles between some of these actors in the region. It is against this backdrop of competition that observers have questioned whether the Mediterranean will become a new arena for increased collaboration between China and Russia. In the last several years, the two countries have increased their presence and influence in the Mediterranean, creating opportunities for growing cooperation at odds with U.S. interests and objectives in the region. As the authors have argued in previous CNAS research, the increasing depth of Russia and China’s partnership creates challenges for U.S. interests and increases the risk that both countries pose to the United States. For this reason, the United States should not write off Russia-China relations as just an uncomfortable or unnatural partnership. But nor should Washington seek to counter their cooperation in every dimension of their partnership or compete intensely in every region.1 The alignment between Russia and China presents a comprehensive challenge; addressing it will require policymakers to prioritize and address their cooperation in the areas likely to pose the greatest threats to U.S. interests, and conversely, avoid focusing on areas of lesser concern. The Mediterranean is a region where U.S. policymakers should not overstate the potential for Russia-China cooperation, nor the significance of the implications of their partnership. As Russia and China have increased their activities in the Mediterranean, they have done so largely through parallel and complementary efforts, rather than explicit cooperation. Russia and China share an interest in dividing the European Union and NATO and increasing their own image and influence in the region, especially at the expense of the United States’ influence. However, the Mediterranean is not a priority for Russia or China; the two countries have divergent priorities in the region, and they pursue these priorities differently, limiting the common ground for active engagement between them. Russia has prioritized its security presence and relationships, while Beijing is focused on advancing its economic interests.

Ties between China and Russia have grown. In virtually every dimension of their relationship—from the diplomatic to defense and economic to informational realms—cooperation between Beijing and Moscow has increased. Political observers in Washington and beyond have noted their alignment, yet they remain divided over what these growing ties portend. Perhaps the most concerning—and least understood—aspect of the Russia-China partnership is the synergy their actions will generate. Analysts understand well the challenges that Russia and China each pose to the United States. But little thought has been given to how their actions will combine, amplifying the impact of both actors. As this report highlights, the impact of Russia-China alignment is likely to be far greater than the sum of its parts, putting U.S. interests at risk globally. The synergy between Russia and China will be most problematic in the way that it increases the challenge that China poses to the United States. Already, Beijing is working with Moscow to fill gaps in its military capabilities, accelerate its technological innovation, and complement its efforts to undermine U.S. global leadership. Simply put, Russia is amplifying America’s China challenge.

45. Positive Visions, Powerful Partnerships: The Keys to Competing with China in a Post-Pandemic Indo-Pacific

The United States was losing ground to China in the Indo-Pacific when the COVID-19 crisis began. China’s growing economic might, military modernization, and aggressive diplomatic efforts were already eroding America’s competitive advantage and shifting the regional balance of power. A year after the virus first spread, it is possible to identify where the pandemic is affecting diplomatic, economic, and defense trends in ways that could accelerate declines for the United States, but also might create opportunities to reverse or mitigate some of them. Restoring U.S. alliances and partnerships in the Indo-Pacific is critical to competing effectively against China, and President Joe Biden has made this a top foreign policy priority. In particular, his administration is making the Quadrilateral Security Dialogue—a strategic forum commonly known as the Quad, which is comprised of the United States, Japan, Australia, and India—a core component of its approach to the Indo-Pacific. Chinese post-outbreak behavior has driven increased cooperation among these four countries in the diplomatic, economic, and defense domains to address shared challenges from China. Seizing the opportunities this cooperation creates is critical for the United States. While expanding U.S. cooperation with Quad countries, the United States cannot neglect Southeast Asia, where competition with China for influence is fiercest. Southeast Asia is at the heart of U.S. and Japanese efforts to promote a free and open Indo-Pacific, and is a region where Australia has played a traditional leadership role. Competing effectively with China requires offering Southeast Asian countries a positive alternative vision to the one Beijing promotes. Whether the United States and its fellow Quad democracies can help Southeast Asian countries recover from the COVID-19 crisis will be a key litmus test of their ability to deliver on such an agenda. This report offers recommendations for the United States to take unilaterally and in close cooperation—bilaterally, trilaterally, and through the Quad—with Japan, Australia, and India to address challenges and seize opportunities created by the COVID-19 crisis along three lines of effort: diplomatic, economic, and defense.

46. The Local Roots of Chinese Engagement in Pakistan

Abstract:
China has deepened its economic engagement with Pakistan through elite-centered negotiations over the routes and projects of the China-Pakistan Economic Corridor (CPEC). But elites are not the whole story: China has made inroads beyond Pakistan’s political elites with a broader array of local stakeholders in the country’s education, media, and energy sectors. Pull factors in each of these areas are giving local Pakistani actors incentives to develop closer relationships with Chinese actors. In education, China’s status as a rising global power and the promise of future economic returns have driven ever more Pakistanis to learn Mandarin and opt to study abroad in China. In the media sector, the financial pressures facing Pakistan’s private media houses have contributed to increasing domestic buy-in for news sharing agreements with Chinese media organizations. In the power sector, the lack of alternative sources of external funding for local Pakistani conglomerates has resulted in the emergence of joint ventures on electricity generation projects with large Chinese state-owned enterprises (SOEs). At the same time, Chinese government policies are serving as push factors to incentivize Chinese actors to expand their interactions in different segments of Pakistani society. For example, China has opened and sponsors Confucius Institutes and classrooms across Pakistan, while also offering scholarships to Pakistani students interested in studying in China. As Chinese firms have expanded their presence in Pakistan, they have worked with local universities to adapt to local customs and cultural and religious values. In media circles, stakeholders like China’s Xinhua News Agency have worked with local Pakistani media outlets to localize information dissemination and shape Pakistani public opinion on important international issues in ways that are in sync with Beijing’s worldview. And Chinese investment in Pakistan’s power sector is aligned with Chinese SOEs’ Go Global strategy and the expansion of these firms’ operations in overseas markets as part of the BRI. China’s engagement with Pakistani political, social, and economic institutions comes in response to local conditions. By adapting to these conditions and working through local institutions and actors, a host of Chinese actors are poised to continue deepening their interactions with different parts of Pakistani society.

Abstract:
The advent of the Biden administration brings with it an opportunity for the United States to take a fresh look at the Pacific Islands Region (PIR) in the face of new geopolitical realities. Since the end of the Cold War, the PIR has largely been viewed by the United States as a tranquil backwater with little need for attention. Traditionally, the attention Washington did give to the region was exclusively focused on Micronesia—a region which contains both the Freely Associated States (FAS) and US territories such as Guam. The remainder of the PIR, the sub–regions of Melanesia and Polynesia, were often left to close US partners such as Australia and New Zealand. Washington’s strategic neglect of the PIR—coupled with a clear prioritisation of the FAS over other regional states—has overlapped with a gradual encroachment by non–traditional partners in an area where the United States has traditionally been the principal external power. These non–traditional partners range from US friends and allies such as Taiwan, South Korea, and Japan to strategic competitors such as Russia and China. Of these non–traditional partners, China has distinguished itself as the most significant in the PIR.

Abstract:
The United States and China are locked in strategic competition over the future of the Indo-Pacific—the most populous, dynamic, and consequential region in the world. At stake are competing visions for the rules, norms, and institutions that will govern international relations in the decades to come.1 The U.S. government aspires toward a “free and open” Indo-Pacific, defined by respect for sovereignty and the independence of nations, peaceful resolution of disputes, free and fair trade, adherence to international law, and greater transparency and good governance.2 For the United States, successful realization of this regional order would include strong U.S. alliances and security partnerships; a military able to operate throughout the region, consistent with international law; U.S. firms with access to leading markets, and benefiting from updated technology standards, investment rules, and trade agreements; U.S. participation in effective regional and international institutions; and the spread of democracy and individual freedoms in the context of an open information environment and vibrant civil society.3 By contrast, China is driving toward a more closed and illiberal future for the Indo-Pacific, core aspects of which would undermine vital U.S. interests.4 Key features of China-led order would include the People’s Liberation Army controlling the South and East China Seas; regional countries sufficiently coerced into acquiescing to China’s preferences on military, economic, and diplomatic matters; an economic order in which Beijing sets trade and investment rules in its favor, with dominance over leading technologies, data, and standards; and Beijing with de facto rule over Taiwan and agenda-setting power over regional institutions. The order would be further characterized by weak civil society, a dearth of independent media, and the gradual spread of authoritarianism, reinforced by the proliferation of China’s high-tech surveillance state. The net result would be a less secure, less prosperous United States that is less able to exert power and influence in the world.5 Ultimately, the competition between the United States and China in the Indo-Pacific is a contest over which of these futures will come closer to fruition, even as neither is likely to attain in its entirety. In the two years since the 2017 National Security Strategy and 2018 National Defense Strategy aptly identified this competition over the regional order in Asia, the U.S. government has taken initial steps toward its goal of a free and open region. On balance, however, critical areas of U.S. policy remain inconsistent, uncoordinated, underresourced, and—to be blunt—uncompetitive and counterproductive to advancing U.S. values and interests. This independent assessment—mandated by the U.S. Congress in the 2019 National Defense Authorization Act—is intended to help close the considerable gap between the current administration’s stated aspirations for a free and open Indo-Pacific and the actual implementation of policies to advance that vision. Specifically, Congress called for “an assessment of the geopolitical conditions in the Indo-Pacific region that are necessary for the successful implementation of the National Defense Strategy,” with a particular focus on how to “support United States military requirements for forward defense, assured access, extensive forward basing, and alliance and partnership formation and strengthening in such region.”6 This report examines how the U.S. government as a whole, not just the Department of Defense, can realize these outcomes. Although the focus of this assessment is on the Indo-Pacific, it is critical to underscore that the China challenge is a global phenomenon, and many of the actions recommended in this report should be taken to bolster U.S. competitiveness beyond the region. Consistent with the bipartisan mission of the Center for a New American Security, the report’s authors have collectively served on both sides of the aisle in Congress and in the administrations of Presidents George W. Bush, Barack Obama, and Donald Trump at the White House, State Department, Defense Department, Treasury Department, Central Intelligence Agency, and Office of the U.S. Trade Representative. Included herein are nearly a hundred specific and actionable policy recommendations across critical vectors of American competitiveness in the Indo-Pacific. Before turning to these recommendations, the remainder of this section describes six core principles that undergird the assessment and should form the foundations of U.S. strategy in the Indo-Pacific region.

Abstract:
India and Australia have successfully managed to overcome prior inhibitions about security cooperation. Since 2000, the two countries have significantly improved their strategic coordination, military interoperability, and maritime cooperation, motivated by China’s rise and behaviour, faltering regional security institutions, and uncertainty about the United States’ role. Today, India–Australia security relations comprise regular military exercises, professional exchanges, operational coordination, and nascent defence technology cooperation. But the two countries’ different capabilities, priorities, and strategic circumstances will have to be overcome if relations are to deepen. Future priorities should include institutionalising bilateral and multilateral coordination mechanisms, improving military interoperability, deepening defence technology collaboration, and broadening relations to give ballast to the security relationship.
