51. Smart Money on Chinese Advances in AI

Abstract:
Few countries have embraced the vision of an AI-powered future as fervently as China. Unlike the United States, the Chinese government is dedicating significant resources and attention to AI development and creating a supportive policy environment to facilitate innovation and experimentation and proactively manage risk. However, numerous misconceptions and competing narratives around China’s innovation economy have made it difficult for U.S. policymakers to understand the AI ecosystem in China and its links to AI innovation in the United States. This report seeks to improve this understanding by examining China’s progress toward achieving its four strategic goals. We find that while China’s progress towards AI leadership remains uneven, its commitment to building domestic innovation capacity could allow the country to become a world-leading AI power in the coming decades. China’s progress in AI can complement and accelerate U.S. AI development, and policymakers should avoid responding to China’s advances with counterproductive policies that undermine the U.S. innovative capacity to little or no gain. Instead, the United States should focus on developing a positive agenda for driving its own AI development.

52. Does Canada’s Foreign Trade Policy Give Innovating Canadian Firms a Competitive Edge Internationally?

Abstract:
In recent years, Canada has adopted the Comprehensive Economic and Trade Agreement (CETA), the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Canada-United States-Mexico Agreement (CUSMA). Like other modern international trade agreements, CETA, the CPTPP and the CUSMA include protections for innovators’ profits and technologies in the form of intellectual property rights (IPRs) regulations. These trade agreements will have a first-order impact on the volume and composition of trade in goods and innovation with sensitive intellectual property (IP) in Canada, as well as having an impact on global welfare distribution. But is Canada’s membership in these agreements good for Canadian firms looking to compete globally? This paper begins with a review of the IP protections instituted through recent trade deals involving Canada. It discusses the nature and scope of Canada’s IP obligations under CETA, the CPTPP and the CUSMA and explains how these obligations fit within the current Canadian legal framework. The changes in the standards of IPRs under these agreements will have a first-order impact on the volume and composition of trade in IP-sensitive goods, innovation and global welfare distribution and so deserve thorough debate. The paper then proceeds with a broader discussion of the reasons to include IP provisions in international trade agreements and the rationale for international coordination of the IPRs policy. Next, the paper discusses how IP provisions in trade agreements limit the freedom to use IP policy to promote national interests, while acknowledging that the various IP obligations are counterbalanced by several flexibilities, including the right to establish local exhaustion policies. The paper concludes with policy recommendations.

Abstract:
At its 13th meeting, CEBRI’s China Analysis Group promoted in-depth discussions on the main features of the Chinese national innovation system, addressing the underpinnings of the digital economy in China and current challenges in the process of transitioning from technological catching-up to an innovation-driven economy. First of all, as an illustration of the overall prosperity of the Chinese digital economy, participants highlighted the fast transformation of Shenzhen into a global hub for entrepreneurship and innovation, becoming a reference for business models in Silicon Valley itself. Notably, the recent establishment of a pilot demonstration zone for socialism with Chinese characteristics in Shenzhen illustrates the city’s key role in Chinese innovation and industrial development policy. The speakers at the event were the Director of Marketing, Sustainability and New Business at BYD Brasil Adalberto Maluf; the Director of the International Cooperation Department of the Tus-Clean Energy Group Jiao Jiwen; and Researcher at the Chinese Academy of Science and Technology for Development (CASTED) Li Yan. Comments were made by CEBRI Trustee, Anna Jaguaribe; the Vice-President of the Private Sector of the Development Bank of Latin America (CAF) Jorge Arbache; and Professor at Peking University Pan Wei. The event was coordinated by the Senior Fellow of CEBRI Tatiana Rosito.

Abstract:
At its seventh meeting, CEBRI’s China Analysis Group Meeting promoted insightful discussions on the characteristics of Chinese policymaking in science and technology, with particular emphasis on the formulation, implementation and global implications of the Made in China 2025 Plan. As such, in the context of the Fourth Industrial Revolution, discussions encompassed the global trend towards digitization and informatization in manufacturing, as reflected in Chinese efforts towards upgrading its industry. Ultimately, this would respond to the Chinese goal of advancing to higher stages in global technological value chains and ensuring self-sufficiency in high-tech sectors.

56. Environmental Regulations and Competitiveness: Evidence based on Chinese firm data

Abstract:
This paper provides empirical evidence in support of the Porter hypothesis that tighter environmental regulations can increase productivity under certain circumstances. It builds on a theoretical model in which environmental regulations induce firms to adopt more efficient technologies. Using Chinese firm-level data covering a ten-year period, the empirical study examines the effects of two specific policy instruments - the pollution levy and regulatory standards - on firm productivity. It finds a bell-shaped relationship between pollution levies and the total factor productivity of firms, indicating that an increase in the pollution levy rate can be associated with higher productivity. In addition, the study investigates the effect of pollution emission standards on firm productivity and identifies an initial negative effect which diminishes after a period of two to three years.

In the 2015 government work report, Premier Li Keqiang has mentioned twice the concept of “mass entrepreneurship and innovation”. He stresses that along with greater supplies of public goods and services, these will become the twin engines to drive the development and upgrade of China’s economy. At the same time, innovation is a critical impetus to revolutionize traditional industries and build new economic engine. Innovation and entrepreneurship oriented incubator, as an important carrier of new innovation service platform that meets the need to establish maker space in the network age, has attracted more and more public attention. Since its birth in the late 1950s, innovation and entrepreneurship oriented incubator has been a strong impetus to the economic prosperity of different countries and regions in the world and also plays a prominent role in nurturing small and medium enterprises and creating jobs. As the birthplace of the incubator, the United States has established a relatively mature incubator industry operation mechanism after experiencing the four stages of initial creation, multi-functional development, high-speed growth and innovative transformation. The US has become the global leader in the field of Innovation and entrepreneurship oriented incubator with its innovative incubator model featuring “business accelerator” and “virtual incubator”. Despite its later start than the US in this field, Germany has formed its own shareholding incubator model centered on interest chain and incubator model linked by intermediary service agency as well as international expansion model featuring overseas incubator, which shows a tendency to surpass the US. In France, many incubator models such as the ones funded by the government, the ones comprehensively and the ones established by enterprises have gained fairly good results. Israel, which used to be a small developing country with a low population and poor resource, has now became a developed country with its high-tech industries significantly promoted by incubator.

58. Government Connections and Financial Constraints: Evidence from a Large Representative Sample of Chinese Firms

Abstract:
We examine the role of firms’ government connections, defined by government intervention in CEO appointment and the status of state ownership, in determining the severity of financial constraints faced by Chinese firms. We demonstrate that government connections are associated with substantially less severe financial constraints (i.e., less reliance on internal cash flows to fund investment), and that the sensitivity of investment to internal cash flows is higher for firms that report greater obstacles to obtaining external funds. We also find that those large non-state firms with weak government connections, likely the engine for innovation in the coming years in China, are especially financially constrained, due perhaps to the formidable hold that their state rivals have on financial resources after the ‘grabbing-the-big-and-letting-go-the-small’ privatization program in China. Our empirical results suggest that government connections play an important role in explaining Chinese firms’ financing conditions, and provide further evidence on the nature of the misallocation of credit by China’s dominant state-owned banks.
