1. China’s Digital Silk Road: Outlines and Implications for Europe

Abstract:
The Digital Silk Road (DSR) is part of China’s Belt and Road Initiative (BRI) that encompasses infrastructure projects, trade and financial agreements, and cultural and defence cooperation with over 140 countries worldwide. Bringing the digital component into the BRI seamlessly advanced Beijing’s ambition of taking a leadership position in the technology sector. The DSR not only speaks across regions but also goes beyond the technology infrastructure, which raises two critical concerns by giving China leverage to advance the digital authoritarian governance model and jeopardizing data privacy. To mitigate these risks and reduce reliance on China, the EU must find alternatives by collaborating with trusted partners and diversifying supply chains. First, the EU can expand its technological landscape and engage nations in the Global South and the Indo-Pacific. Second, it must develop and enforce regulatory mechanisms to prevent Chinese state agencies from misusing sensitive data.

Abstract:
China’s Belt and Road Initiative (BRI) has entered the twilight zone in the old continent, following a deterioration of bilateral relations between the EU member states and China over the last years. Italy’s official exit from the BRI at the end of 2023 was a further blow to Chinese President Xi Jinping’s signature foreign policy. Yet, the BRI in Europe is being reconfigured rather than being terminated. In Western Europe, the BRI is moving away from physical infrastructure projects and investment in industrial assets – the latter being increasingly protected from Chinese takeovers by both national and EU legislation – to financial and monetary connectivity. This shift is welcomed by various European actors, including some policymakers at the national level, eurozone institutions and major banks. Concurrently, most of Eastern European countries continue to promote BRI projects and seek to attract Chinese investments, suggesting that there is a two-speed Europe when it comes to China, both in terms of geography and sectors.

Abstract:
Space is a contested domain for its very nature and today it is evidently becoming an increasingly important enabler of economic and military power. An increasing number of actors, infrastructures and technologies deployed in space also raises concerns for safety and security, especially in cyberspace. Many countries are striving to achieve space capabilities and autonomous access to space, and this is having a tremendous geopolitical impact, especially since space is emerging as an increasingly critical military and strategic domain. The development of the new space economy, which is increasingly involving the private sector and many industrial actors and services, will also be a game changer for the international economy. The space race likewise implies disruptive technologies that could contribute massively to the energy and digital transitions, accelerating solutions that could benefit humanity. A new international governance system for space is therefore needed urgently, considering that the current rules are no longer able to respond to a sector evolving at such a rapid pace. Which actors are leading the race? Which economic sectors could benefit the most and what could the new space economy mean for the world? How is space emerging as a military domain against a backdrop of increasing international tensions? What would a new system of global governance for space look like?

A series of engagements in 2023 organized by the Asia Society Policy Institute (ASPI) brought together key stakeholders to strategize on enhancing China's role in the region's shift towards renewable energy, focusing on targeted investments and policy synergy with regional initiatives. This policy report, China’s Cooperation with Southeast Asia to Support More Ambitious Clean Energy Transition by 2030, introduces the "Clean Prosperity Plan," a blueprint advocating socio-economic and climate resilience through joint China-Southeast Asia efforts. The plan highlights project-specific recommendations, green industrialization, and renewable energy projects expedited by policy support, poised to catalyze investment and job creation, thereby sparking a positive feedback loop that could amplify regional clean energy ambitions.

5. Infrastructures, energy and digitalisation: pillars for the sustainable development of transport in the Western Mediterranean

Abstract:
With the Russian aggression on Ukraine and the war in Gaza being prolonged over time the Mediterranean region at large is in total turmoil. The Policy Study entitled “Infrastructures, energy and digitalisation, pillars for the sustainable development of transport in the Western Mediterranean” aims at contributing with shared reflections and formulation of policy proposals to the challenges and strategies that the region faces in the field of promoting sustainable development in the transport sector. To this end, the Policy Study delves into this topic from these three cross-cutting dimensions in the Western Mediterranean: infrastructures, energy and environment, and digitalisation. The European Institute of the Mediterranean (IEMed) and the Centre for Transportation Studies for the Western Mediterranean (CETMO) have taken on this stimulating task by continuing for a third year the preparation of a Policy Study that involves various authors who are experts in the field, while also unveiling some recommendations of public policy addressed to the Presidency of the Group of Transport Ministers for the Western Mediterranean (GTMO 5+5). Indeed, this publication released as a Policy Study comes within the framework of the Med Think 5+5 network of Western Mediterranean think tanks, a multidisciplinary platform of exchange associated with the 5+5 Dialogue, which brings together policymakers, practitioners and academics from the Western Mediterranean area. Considering transport and logistics as one of the most relevant sectors to foster socio-economic development and regional integration in the Western Mediterranean, the Med Think 5+5 network has been committed to promoting debate and knowledge-sharing on the issue, building upon support and expertise of the CETMO as Technical Secretariat of the Group of Transport Ministers for the Western Mediterranean (GTMO 5+5). As a matter of fact, the Med Think 5+5 convened seminars (2018, 2021) dedicated to the analysis of trends in the Western Mediterranean transport and logistics sectors, organised back-to-back with the GTMO 5+5. In this context, this Policy Study, which is part of the work programme of GTMO 5+5 under the Maltese presidency, aims at giving response to the challenges posed by climate change in the region and how the transport sector can counter it and adapt to it through digitalisation, the transformation and connection of transport with infrastructures and energy.

6. Protecting Undersea Infrastructure in the North American Arctic

Abstract:
In response to recent incidents damaging undersea energy infrastructure and communication cables in the Baltic Sea and High North, NATO countries have intensified their focus on critical undersea infrastructure (CUI) protection on the national, bilateral, and multilateral levels. Allies in the North American Arctic can build on important NATO initiatives but, given distances and the unique operating environment in this theater, the responsibility for protecting CUI assets in territorial waters will fall primarily to the United States, Canada, and the Kingdom of Denmark. CUI in the North American Arctic is currently limited. But climate change, the green energy transition, and greater reliance on artificial intelligence (AI) will increase the demand and opportunity to expand communication cables and energy infrastructure in the region. At the same time, increased traffic and resource exploration heighten the vulnerability of these assets, especially to deliberate attack from Russia and the People’s Republic of China (PRC). Both powers rely on dual-use assets that increase plausible deniability, and they continue to develop undersea warfare capabilities. To enhance resilience and protect CUI in the North American Arctic, the United States and its NATO allies are strongly encouraged to: • urgently upgrade US as well as NATO allies’ situational awareness and presence in the air, space, and undersea domain, cooperating closely with the private sector • prioritize and upgrade the role of NATO’s Allied Maritime Command (MARCOM) to conduct CUI threat assessments and identify assets that are especially vulnerable due to their strategic importance, location, complicated ownership structure, or symbolic value • expand US and NATO response options to counter hybrid threats and deter CUI attacks; consider establishing an additional maritime high-readiness force • increase NATO’s presence to protect and defend nearby assets during and after Russian and PRC naval maneuvers • build on NATO’s Digital Oceans Initiative to enhance and integrate unmanned systems and AI information processing tools into exercises and operations • identify counterparts in other national governments to ensure quick and seamless information sharing following CUI incidents • deepen public-private cooperation as well as government oversight over privately owned CUI to incentivize the private sector’s CUI resilience (e.g. fortifying cables, integrating monitoring capabilities, and ensuring adequate repair capabilities) • clarify responsibilities of CUI protection and defense across the civil, military, and private sectors, including the transition of responsibilities from the Department of Homeland Security to the Department of Defense in crisis situations • train and exercise crisis decision-making processes with the involvement of all relevant actors (including the private sector and state and local authorities) on the national, bilateral (Canada and the Kingdom of Denmark), minilateral, and multilateral levels • clarify and enhance legal frameworks to respond to CUI incidents in territorial and international waters, and share best practices across all sectors • use pro-active strategic communication to outline legal and military authority in responding to CUI incidents, attributing attacks, and enhancing deterrence against future threats.

China’s growing presence in Africa has been the subject of significant criticism. The popular understanding in the US of China’s role on the continent has been that the People’s Republic, via the Belt and Road Initiative, has offered African countries a raw deal: shoddy infrastructure projects in exchange for loans they know their partners cannot repay. The approach is commonly described as debt-trap diplomacy, garnering unfavorable comparisons to organized crime behavior. But the reality of China’s presence in Africa is more nuanced.

Abstract:
To examine the challenges and risks arising from the Belt and Road Initiative, this article, in its initial section undertakes a case study of Venezuela in explaining the probable debt-trap situation arising in the Latin American region. Following it, the next section examines the risks arising from BRI from the perspective of dependency theory. It is observed that the US has taken the Latin American region for granted. However, China appears to encroach into what the US considers as its backyard. With this hindsight, China’s increasing involvement in the region is dichotomously analyzed to ponder whether it is a strategy to gain influence or an extension of peaceful rise in the third section. China’s post-pandemic investments in LAC have been analyzed to enhance the argument of a tussle between the US and China. This provides a clear picture of how the two global economic giants are scrambling their money to sustain their influence over LAC. Finally, digital geopolitics has also been considered in explaining the risks and challenges of BRI. It is observed that without any data regulation regime currently across the world, would end up LAC states into what we call data-trap. As all the above is considered, it cannot be ignored that the future of geopolitics is no more validly explained through hegemonic stability theory or hierarchical structures. It is either going to be a horizontally varied power poles anchored to the regional institutions or going back to the idea of sovereignty as the main concept

China is expanding its potential to project power abroad. It includes legal changes, expansion of military infrastructure in other countries, and cooperation with partners in the Pacific. An example of their activity in the field of security is the operations of Chinese security companies, mainly in the Middle East and Africa. This should encourage NATO to further deepen cooperation with its members and partners, including with Pacific countries, as well as to strengthen the coordination of EU and U.S. policy towards developing countries.

Abstract:
The Biden administration is increasing the U.S. capabilities in countering the effects of climate change in the Arctic, an aim overlapping the rivalry with Russia and China in this region. The U.S. announced increasing investments in infrastructure projects and defence, for example, modernising the Coast Guard’s Arctic fleet. The planned measures provide an opportunity for closer American cooperation with their allies and may mark the beginning of a regional division of labour in the area of shared defence.
