Abstract:
Xi Jinping’s New Year’s speech hinted at weaknesses in the People’s Republic of China. The speech emphasized the many hardships that people are currently facing at home while acknowledging fears about a turbulent external environment. Xi did not mention “national rejuvenation” and he conceded that the “China dream” was far from being realized. Doubling down on the ideology of struggle, a hard work ethic, and enforcing nationalist sentiment as crucial factors for escaping the current malaise, Xi’s speech suggested a shortage of tangible solutions for the country’s problems.

On December 29, 2023, Chinese Communist Party (CCP) General Secretary Xi Jinping addressed a gathering of People’s Republic of China (PRC) diplomatic personnel in Beijing’s Great Hall of the People. He instructed his audience to compose a “diplomatic iron army (外交铁军)” representing China’s interests. Notably, Xi emphasized the need for correct political thinking: asserting that they must “persist in our revolution (坚持自我革命),” “be steadfast in political conviction (政治信念坚定),” and “build a sturdy ideological line of defense (筑牢思想防线)” about themselves in the performance of their work (Yang Guang Wang, December 30, 2023). These comments are the latest example of an extensive series of efforts by the CCP leadership in late 2023 to reinforce ideological regimentation within the Party. On October 16, 2023, the CCP Central Committee promulgated a new document titled the National Cadre Education and Training Plan (2023-2027) [全国干部教育培训规划 (2023-2027年)] (hereafter “2023 Cadre Plan”), which laid out extensive new requirements for ideological study on the part of CCP officials (PRC Government, October 16, 2023). This move had been signaled at a CCP Politburo meeting at the end of August, which was reportedly convened to deliberate on new draft documents related to ideological training for Party members. The official coverage of the August meeting emphasized that forthcoming Party directives would further scrutinize “political judgment (政治判断力)”—signifying loyalty and obedience to the central Party leadership—and “strengthen political gatekeeping (加强政治把关)” for cadre reliability (PRC Government, August 31, 2023).

Abstract:
On New Year’s Eve, a prerecorded address from Chinese President Xi Jinping was broadcast across the Party’s global network of official media outlets (Youtube, December 31, 2023). The speech is an annual tradition, delivered from behind a wooden desk in rhetoric that is at once paternalistic and triumphalist, in which Xi surveys the high points of the outgoing year and looks to the year ahead. The form of this year’s set-piece was no different, but the content departed from previous years in ways that are indicative of Xi’s shifting priorities, and the Party’s growing concerns about the state of the nation. The most significant section of the speech addressed the economic difficulties that China has weathered in the last year: “On the road ahead, trials and hardships [lit. ‘wind and rain’] will be the norm. Some enterprises are facing pressures, some of the masses are encountering difficulties finding jobs and meeting basic needs, and some places have hit by floods, typhoons, earthquakes, or other natural disasters (有风有雨是常态 。一些企业面临经营压力，一些群众就业、生活遇到困难，一些地方发生洪涝、台风、地震等自然灾害).”

Abstract:
Multiple crises have shaken the foundations of the global economy, and the resulting instability has yet to recover. Instead, it has led to increasing fragmentation along political and ideological lines. The current geoeconomic order is increasingly defined by the use of advanced trade defense and economic security tools, such as tariffs, trade barriers, sanctions, and export restrictions, which have become more sophisticated. Major economies are adapting to this new reality by shaping their own definitions of economic security, particularly to safeguard critical and high-tech sectors. The EU, the US, and China are each calibrating their economic security strategies, seeking a balance between openness and protection that maximizes their respective advantages. 5. A New Approach: Countering China’s War Without Rules

Abstract:
To counter Unrestricted Warfare, the West must recognize that Chinese doctrine is no longer confined to accepted parameters, but encompasses the whole of society. This more closely reflects politics, economics, finance, and the media. This also resembles Mao’s conception of the Protracted People’s War, in which political indoctrination and the support of the people became the paramount objective versus military prowess. The idea embraced victory achieved through the wearing down of the enemy. Thus, the doctrine of Unrestricted Warfare seeks to break all the established rules and to weaken from within, using the enemy’s openness to corrupt their political system. Success encourages other nations to adopt rule-breaking to stay competitive. The rule makers will be defeated by their own adherence to the system they built. An effective counter doctrine begins with an acknowledgement that the accepted rules do not apply to the CCP regime.

6. CCP Ideological Indoctrination, Part 1: The PRC’s New “Patriotic Education Law”

On October 24, the People’s Republic of China (PRC) National People’s Congress (NPC) Standing Committee (全国人民代表大会常务委) officially codified the country’s existing initiatives for “patriotic education (PE; 爱国主义教育)” by promulgating the People’s Republic of China Patriotic Education Law (中华人民共和国爱国主义教育法). This mandates indoctrination in state-directed ideological content throughout all sectors of society (PRC Government, October 25). While CCP policy documents are always more important than formal PRC law, the Party-state does use formal laws passed by the National People’s Congress (全国人民代表大会) to codify and emphasize Party policies. This law appears to be no exception. [1] The unveiling of the new Patriotic Education Law has been accompanied by a campaign of predictably laudatory coverage in PRC state media. For example, the CCP mouthpiece People’s Daily ran a flowery editorial that quoted a professor from the China University of Political Science and Law as stating that “implementing the patriotic education law will enhance the daily practice of patriotic spirit” among the Chinese people. The editorial itself opined that the NPC had, “on the basis of the rule of law, promoted and guaranteed New Era patriotic education, inspiring the nation’s spirit, concentrating the people’s strength, advancing the building of a strong country [and] national revival with extremely significant and profound meaning” (People’s Daily, November 23). Such coverage has appeared alongside other official messaging emphasizing the need for enhanced focus on ideological instruction. For example, the mid-October issue of the CCP’s official journal Qiushi (求实) was a themed issue focused on ideology. It featured a lead article under Xi’s name titled “Open New Frontiers for the Sinicization and Modernization of Marxism.” It also included a list of articles on supporting themes, such as a Central Party School article titled “In the New Era and New Journey, Unceasingly Advance the Party’s Innovations in Theory” (Qiushi, October 16).

Abstract:
Zhang Feng is an influential blogger and bookstore owner from Chengdu, who closely observes trends among urban youth. In his city, there is far more independent thought and activism among young people than is generally recognized in the outside world. The "White Paper Movement" that occurred last November to protest strict Covid-19 lockdown measures was a rare public manifestation of deeper and longer trends. Young people are resisting the politicization, ideological rigidity, and organizational rigidity of Chinese life, and pursue their own lifestyles with an emphasis on aesthetics. The fact that they worked out ways to support friends who were arrested for the White Paper Movement is a sign of how urban culture is evolving. Zhang Feng will describe the mood among middle class citizens and youth in Chengdu during and after the Covid lockdown in that city

Abstract:
This article compares the foreign policy of the governments of Mauricio Macri in Argentina and Jair Bolsonaro in Brazil, based on the positions of the presidents and their representatives on three issues: 1) relations with the United States, 2) with China and 3) regional integration. We suggest that the Macri government has had to adapt its positions and discursive practices throughout its administration to national and international pressures. We understand that Jair Bolsonaro has adopted a similar stance in his foreign agenda and that his discourses, although strongly ideological, are opposed to more pragmatic actions, especially in the Brazilian economic and trade agendas, as in Argentina. The methodology used in this study is content analysis of speeches and reports from the Brazilian and Argentine foreign ministries, and the theoretical contributions of foreign policy analysis.

9. CCP Ideology, 1976-1980: From the “Two Whatevers,” to the “Criterion of Truth,” to the “Four Cardinal Principles,” and beyond

Abstract:
This Working Paper is a draft chapter for a book on the poorly understood CCP elite politics of the early post-Mao period, tentatively entitled Hua Guofeng, Deng Xiaoping, and the Dismantling of Maoism. Nowhere is this period more misunderstood than in the area of ideology and its notional centrality to an imagined Hua-Deng power struggle. In the accepted narrative, a critical feature of this struggle is the February 1977 “two whatevers” editorial notionally requiring support for all of Mao’s decisions, that allegedly sought to prevent Deng’s return to work and to enforce a rigid ideological framework preventing significant change from Mao’s practices. In fact, Deng’s return to high office had been decided at the start of January, and more importantly, from the earliest days of Hua’s leadership, the task was to move away from Mao’s Cultural Revolution but to maintain regime stability and unity by expressing fealty to a leader still deeply worshipped in major sections of the population and respected by Party leaders, notably those of the revolutionary generation. Claims that “whateverists” engaged in an intense struggle with reformers seeking a pragmatic approach under the slogan “practice is the sole criterion of truth” beginning in May 1978 are not totally amiss, but they exaggerate the situation and do not adequately account for the fact that the conflict was largely among lower-level figures on the theoretical front who did not deeply engage the top leadership. There were nuanced differences between Hua and Deng on the “criterion of truth” question but nothing fundamental, and neither wanted ideological issues to disrupt the economic agenda of the fall 1978 pre-Third Plenum work conference. At the conference, however, arguments initiated by progressive theorists resulted in official acceptance of the criterion position, although there was high-level concern, most prominently expressed by Deng, for proceeding with caution, particularly as it related to Mao’s prestige. More broadly, in Party ranks many felt the plenum’s policies had gone too far and were leading to disruption in society. At the end of March 1979, Deng reacted with his “four cardinal principles” speech that demanded adherence to the political practice of Mao’s pre-Cultural Revolution period. This not only alarmed progressives but it also created leadership concern that the practical focus of the Third Plenum policies was being undermined. Deng then sought to bolster those policies, but at the time of the 30th anniversary of the PRC, he still gave priority to the “four principles” and defence of Mao. Indeed, he explicitly affirmed a lavish claim concerning Mao’s essential role in the Party’s successes, the same claim that had appeared in the “two whatevers” editorial more than two and a half years earlier.

Abstract:
The time has come to openly regard the Republic of Serbia for what it is: A stalwart Russian and Chinese ally run by a semi-authoritarian government that proactively pursues ideologically irredentist territorial expansion in the Western Balkans. Today’s Serbia poses a threat to regional and transatlantic security. Under President Aleksandar Vučić’s Serbian Progressive Party (SNS), the Serbian government is rapidly building its military, overtly backing ultranationalist provocateurs in neighboring states, cementing Belgrade’s ties to Moscow, and consolidating partnerships with the People’s Republic of China (PRC). Integral to its efforts to actualize the “Greater Serbia” ideology, Serbia’s and Russia’s Orthodox Church leadership cooperate closely and in concert with their political counterparts. Without a significant Westward shift in its orientation, Serbia will continue on an authoritarian trajectory aligned with U.S. adversaries. Contemporary Serbia presents a quandary for U.S. and European strategists and policymakers. A genuinely democratic and Euro-Atlantic-oriented Serbia has been sought by Brussels and Washington alike. Yet, decades after Yugoslavia’s violent dissolution and related North Atlantic Treaty Organization (NATO) interventions in the 1990s, most Serbians reject NATO cooperation and are lukewarm towards the European Union (EU). Consequently, the U.S. and its democratic allies in Europe are less able to leverage prospective memberships as a means of transatlantic integration. Further complicating relations with Serbia is Aleksandar Vučić’s overt embrace of Beijing and Moscow. The depth of Serbia’s growing dependence on those powers jeopardizes U.S and European security on multiple fronts. The Vučić government’s enduring endorsement of ultranationalist narratives and their subversive purveyors continues to intensify discord in Bosnia and Herzegovina, Montenegro, and North Macedonia. Its military build-up is gravely disconcerting; Belgrade responds only with specious explanations. The country’s ever-greater reliance on Russian oil and gas as a client and transit state for Gazprom, Russia’s state-owned energy giant, puts it at odds with Brussels, Washington, and several Central-Eastern European capitals. Belgrade and Beijing’s economic, technological, and increasingly military cooperation accelerates as the Chinese Communist Party (CCP) further entrenches itself in southeast Europe. In sum: Serbia’s expanding alignment with authoritarian powers and regional anti-democratic forces reflects its illiberal worldview and disabling narrative of national victimhood. Western policymakers persistently view Belgrade’s government with the misunderstanding that, given the right incentives, Serbia will moderate, democratize, and gradually integrate into transatlantic institutions. This assumption is misguided. It diminishes, if not excludes, the need for a national reckoning among the Serbian people. As with post-war Germany’s Willy Brandt, Serbia needs courageous and sincere leadership to acknowledge past sins and move the nation forward. For example: A genuine Kniefall von Warschau event could spur an honest discussion among Serbian peoples about the atrocities committed during Yugoslavia’s dissolution. Whatever the catalyst, a broad acknowledgment of past crimes against humanity is categorical if Serbia is ever to become a democratic and open society. Without it, Serbs will remain disproportionately susceptible to domestic irredentist forces fed by malign foreign powers set on keeping the Western Balkans removed from the transatlantic community. Until such a national reckoning, Western decision-makers should adopt a more pragmatic approach to relations with a Belgrade government dismissive of genuine transatlantic partnerships. For as long as Pan-Serb ultranationalism is considered by Serbia’s leaders to be acceptable in political discourse, the kind of genuine democratic values and institutions shared within the transatlantic community will remain unrealized. Accordingly, the U.S. and its European allies should encourage Serbia to focus on itself, not its neighbors. In that vein, Western policymakers would be wise to stop expecting a breakthrough in Kosovo-Serbia status negotiations. It has become an empty dialogue that only keeps Kosovo locked outside of international institutions and other benefits of recognized statehood. A revised approach should also discontinue pushing an ineffective EU integration process as the primary means of democratically transforming Serbia.
