81. The Talsinki Tunnel: Channelling Chinese Interests into the Baltic Sea

Abstract:
China’s assertive foreign policy is best known for the Belt and Road Initiative (BRI). In Northern Europe, China is interested in developing the Polar Silk Road which, using the Northeast Passage route, could significantly cut down the transit time between Asia and Europe and provide alternative route to the target European market. The Tallinn–Helsinki connection should be seen as part of this route, which helps explain why the Chinese investor TouchStone Capital and state-owned construction companies have shown interest in building an undersea rail tunnel between Helsinki and Tallinn (the “Talsinki tunnel”). This paper analyses Chinese strategic interests through the BRI initiative in general and the Polar Silk Road in particular. With the focus on the motives of the host countries it tries to find out, how well they resonate with Chinese interests in the region. This analysis looks at the preparations made for the implementation of the project and describes the Chinese state actors involved in it. The final, largest section analyses the security risks involved in the implementation of the tunnel project and highlights the potential security risks that need to be taken into consideration by the host countries.

Abstract:
Russia, China, Iran and ISIS use information operations to undermine the national security objectives of the United States and its allies. However, the US’s international response has been weak. Internal constraints have limited more effective counter-measures. In particular, the lack of a coordinated White House-level strategy, dispersed authorities and little cooperation with private social media companies can be identified as causal factors. Additional steps by the Trump Administration to counter foreign disinformation will aim to protect the 2020 presidential elections rather than to push back on efforts to undermine US leadership abroad.

Russia and China’s relationship is increasingly strengthened by arms sales, joint military exercises, and mutual diplomatic support. With growing frequency, the two countries hare expressing joint concern towards “threatening” U.S. military capabilities and security policies. China’s growing ability to deny foreign navies access to waters and airspace is connected to the sophisticated defense platforms provided by Russia. Vladimir Putin and Xi Jinping are seeking a closer defense partnership, which could take the form of integrated military operations, collaboration on battlefield technology, or a joint missile defense system. Through joint military exercises, China is learning from Russia’s military experience in Crimea, gaining operational knowledge on expeditionary logistics and how to protect military bases in foreign countries. In 2021, the Sino-Russian Treaty of Friendship expires. Its renewal could introduce new dynamics to the China-Russian relationship, and the possible inclusion of collective defense provisions like those between the U.S. and Japan.

This is a study of Eastern Mediterranean security and how the United States and Israel can improve cooperation to protect their common interests. The study’s particular focus is the maritime domain. Few things in world affairs survive for millennia. It’s also true that few are ever really new. In the Eastern Mediterranean, what has endured for thousands of years is the strategic attention of great powers. The region retains it today, commanding interest not only from local and regional actors, but also from global players. As Iran works to extend its reach to the Mediterranean, Russia, as it has for centuries, strives to exert its influence across the Middle East. The United States, on the other hand, has been signaling a desire to reduce its involvement in the region. Remarkably, China too has become a player. Its increasing presence in the Middle East reflects commercial and strategic motives and signifies its rise as a force competing for global economic and military predominance. China is at once a security challenge and a close economic partner. It is the world’s major rising and disruptive power and plays a huge role in global trade and investment.

85. China’s Economic Slowdown: Root Causes, Beijing’s Response and Strategic Implications for the US and Allies

Abstract:
This monograph attempts to argue and/or demonstrate three main points. First, it looks at why there were credible fears about the stability and viability of the Chinese economy — especially the financial and banking system — leading up to the end of the Twelfth Five Year Plan (2011–15), and what these were. To understand why Beijing was so concerned, the monograph draws out the serious structural problems that were leading inevitably to a permanent slowdown from the double-digit growth rates of the first three decades of reform. Second, the monograph looks at what occurred from 2015 to the present, and how China apparently overcame its economic difficulties. In fact, it has not overcome its problems, but deferred them to a future time in ways that only its unique authoritarian political economy is able to do.Third, it is clear the Communist Party is not passively awaiting an unhappy economic fate in connection with its mounting imbalances and domestic economic dysfunction. In many respects, its leaders have been highly creative in seeking solutions that do not entail a weakening of the party’s hold on economic power. On the contrary, the party has been busily shaping and pursuing grand strategic policies such as the Belt and Road Initiative (BRI) and Made in China 2025 (MIC 2025) to solve or alleviate many of its domestic political-economic problems. This monograph argues that these and other outward-focused initiatives stem most fundamentally from Chinese weaknesses and vulnerabilities but are being remade and recast into initiatives that will strengthen the position of the CCP domestically, ensure greater resilience for its political economy, and advance its ambitious strategic and international objectives at the same time. In summary, it is about the Communist Party cleverly transforming domestic vulnerability into grand strategy and using economic approaches to gain pre-eminence and “win without fighting.”

This article analyzes instruments of Chinese cultural diplomacy (2003-2018), such as the media, cinema, and the Confucius Institutes, as well as its potential to overcome barriers between states. China’s cultural soft power was studied in Confucius Institutes in the U.S.. The conclusion is that China increasingly used cultural diplomacy and turned it into a key instrument in its strategy for international insertion.

For the mid- or long-term, no country in the world—and much less Mexico—benefits from a strained environment in which there is no adherence to international trade rules. However, for the short-term, a strained trade environment produces adjustments to the supply chains, which could benefit competitors of those economies that are currently in conflict. Mexico, the second supplier of the United States only behind China, could reassert its position as a credible competitor of the Asian economy in the US. Likewise, in the context of trade friction, or even just the threat of a conflict, Mexico could strengthen its trade positioning in China by replacing part of the US offering. /// En el mediano o largo plazo, a ningún país del mundo, y menos a México, le conviene que exista un clima de tensiones donde no se respeten las reglas del comercio internacional. Multi-level competition is on the rise in the international system and the standoff between the US and China risks becoming a defining feature of international affairs. However, the future is not predestined: the European Union (EU) will play a major role in the development of the international order, whether through its absence or its engagement. This Discussion Paper follows recent European Policy Centre publications and debates dedicated to revamping Europe’s approach to an increasingly challenging international context, which have delivered recommendations to: equip Europe with the tools to govern interdependence and mitigate confrontation; take a strong stance in defence of Europe while not endorsing a zero-sum interpretation of global affairs; turn the EU into a global shaping power by pursuing a ‘rules-first’ strategy; and frame Europe’s strategic autonomy in comprehensive terms, including the economic, technological and security and defence dimensions.
