11. How China and Pakistan Negotiate

Abstract:
Since being officially launched in April 2015, the China-Pakistan Economic Corridor (CPEC) has been one of the most watched set of projects under the aegis of Chinese President Xi Jinping’s signature Belt and Road Initiative (BRI). Having already injected around $25 billion into Pakistan, the CPEC not only has been dubbed the “flagship project” of the BRI, but it also holds a central role in Beijing’s global ambitions.1 While much has been said about the geopolitical implications of the CPEC, including for both India and the United States, less attention has been devoted to providing in-depth insights into the mechanics of how the BRI is unfolding on the ground in Pakistan. How do China and Pakistan negotiate the terms of CPEC deals? To what extent has Islamabad managed to exert agency in its dealings with Beijing? How does China adapt to the contexts it operates in? By now, the CPEC has been subject to much media, academic, and policy scrutiny, but these questions have not been answered. The power asymmetry between the two partners—coupled with the impression that the BRI represents a unidirectional Chinese endeavor, not just in Pakistan but also globally—has contributed to the erroneous representation that Beijing is merely imposing the CPEC on its all-weather partners in Islamabad. On the contrary, this study highlights China’s adaptive strategies in dealing with a host of Pakistani actors (including political parties, local communities, and the military) against the backdrop of Pakistan’s evolving political landscape and change in leadership following the country’s 2018 elections. In filling this gap, this paper foregrounds the importance of adopting a relational approach to studying how the BRI unfolds on the ground. This entails looking at how Pakistan and China have negotiated the CPEC’s energy, infrastructure, and industrial cooperation projects. The analysis is based on semi-structured elite interviews conducted by the two authors during three rounds of fieldwork in 2015, 2018, and 2020–2021 triangulated with a host of official reports, statements, and newspaper articles. Examining the domestic contours of the CPEC shows that Pakistani actors have wielded agency in important ways throughout the process, while Chinese actors at times have accommodated key Pakistani demands.

12. Submarine Collision Highlights Turbulent South China Sea

Abstract:
Navigating through or under the water can be very trying when the area that one is transiting or operating is not well surveyed and charted. A vast area in the Spratly and Paracel island chain in the South China Sea is covered with corals and seamounts which could grow or pop up after a seismic disturbance. It is believed that there are vast areas of oil and gas deposits and precious metal in its depth, and it is also a rich fishing ground for these states bordering the South China Sea. For the past two decades or so, six littoral parties (China, The Philippines, Malaysia, Vietnam, Brunei and Taiwan) have staked claims over this body of water. In recent years, the United States has been challenging China’s legitimacy to the claim by conducting freedom of navigation operations (FONOPs) through China’s claimed areas. Why the US employed a submarine-like USS Connecticut to the South China Sea and for what purpose is anyone’s guess. Whatever task the submarine had undertaken, if it had operated within the confine of the gazetted sea lanes, it would not have run into this incident. The most likely situation was it operated “outside the normal” operational area when the incident occurred. It is believed that China’s underwater technology has improved over the last decades. This incident, in a way, has hyped up military activities in the South China Sea. The turbulence will not subside but will result in further escalation of tension which all the countries in this region would not want it to happen. To manage and mitigate tension, confidence-building and dialogues among all parties concerned are necessary to set aside differences, have mutual respect, and achieve the common goal of enhancing safe navigation and protecting the environment, instead of creating doubts and suspicions.

Abstract:
There is no credible emissions pathway towards limiting global warming to 1.5°C without significant movements from China over the next decade to accelerate its energy transition and decarbonisation. China aims to become carbon-neutral by 2060. Yet Beijing is hedging in the near term, in part due to an uncertain global macro and geopolitical environment, and in part due to domestic threats of social instability and economic stagnation. China’s negotiating position at COP26 in Glasgow stands to benefit from support from many developing countries — unless the United States and other rich countries make an effective alternative appeal to the Global South with respect to climate finance, mitigation and adaptation.

14. Getting to 30-60: How China’s Biggest Coal Power, Cement, and Steel Corporations Are Responding to National Decarbonization Pledges

In September 2020, China announced its intentions to peak carbon emissions by 2030 and achieve carbon neutrality by 2060. The neutrality goal in particular was a breakthrough for global climate ambitions: a net-zero target from the world’s largest emitter, responsible for around one-quarter of global greenhouse gas (GHG) emissions. The two new goals—referred to in Chinese policy discourse as the “30-60” goals—are not China’s first public targets on GHG reduction. They are, however, the centerpieces of a new Chinese climate policy in which GHG cuts are a standalone goal rather than an ancillary benefit of more immediate priorities like energy efficiency and industrial upgrading. Prior approaches had required little engagement from firms in carbon management. Indeed, none of the largest Chinese firms in the coal power, cement, and steel sectors had publicized quantitative targets for reducing or controlling carbon emissions before the government announced the 30-60 goals. They faced little pressure to do so; authorities pressed firms in climate-adjacent areas like reducing air pollution rather than carbon management. The 30-60 announcement appears to mark a break from this era, forcing firms to adjust accordingly. This report, part of the China Energy and Climate Program at Columbia University’s Center on Global Energy Policy, assesses how China’s high-emitting industries have responded to the 30-60 targets and the accompanying elevation of climate within national policy priorities. It focuses on corporate and sectoral emissions reduction targets through June 2021 among 30 major firms in three of China’s largest sources of direct emissions: coal power generation, cement, and steel.

15. Green Giants? China’s National Oil Companies Prepare for the Energy Transition

Abstract:
On September 22, 2020, China’s leader, Xi Jinping, made a surprise announcement about China’s climate ambitions during remarks to the United Nations General Assembly. He stated that China, the world’s largest emitter of greenhouse gases (GHGs), aims to achieve carbon neutrality before 2060. Xi also said that China’s GHG emissions would peak before 2030, a slight revision to China’s pledge under the Paris Climate Agreement to peak emissions around 2030. China’s new climate targets spurred the country’s three major national oil companies (NOCs)—China National Petroleum Corporation (CNPC), China Petrochemical Corporation (Sinopec Group), and China National Offshore Oil Corporation (CNOOC)—to strengthen their climate ambitions. PetroChina (the flagship subsidiary of CNPC), which had already set a goal of achieving near-zero emissions by 2050, intends to peak its carbon emissions by 2025. Sinopec Corp. (the flagship subsidiary of Sinopec Group) also aims to peak its carbon emissions by 2025 and to achieve carbon neutrality by 2050. CNOOC Ltd. (the flagship subsidiary of CNOOC) plans to reduce its GHG emissions by 16 percent between 2020 and 2025 and aims to peak its carbon emissions before 2030 and achieve carbon neutrality before 2060. This report, part of the China Energy and Climate Program at Columbia University’s Center on Global Energy Policy, provides a baseline for understanding how China’s NOCs are responding to climate change. It examines the activities the three companies identified as part of their emerging energy transition strategies before Xi unveiled the carbon peaking and carbon neutrality targets, and why they didn’t do more. The report then assesses the implications of China’s new climate ambitions for its NOCs and lays out their preparations to date for supporting Xi’s 2030 and 2060 pledges.

16. Understanding Quality Energy-Related Infrastructure Development in the Mekong Subregion: Key Drivers and Policy Implications

Abstract:
Many players have supported infrastructure development in the Mekong Subregion, bridging the missing links in Southeast Asia. While the influx of energy-related infrastructure development investments to the region has improved the livelihoods of millions of people on the one hand, it has brought about a myriad of challenges to the wider region in guiding investments for quality infrastructure and for promoting a low-carbon economy, and energy access and affordability, on the other hand. Besides reviewing key regional initiatives for infrastructure investment and development, this paper examines energy demand and supply, and forecasts energy consumption in the subregion during 2017–2050 using energy modelling scenario analysis. The study found that to satisfy growing energy demand in the subregion, huge power generation infrastructure investment, estimated at around $190 billion–$220 billion, is necessary between 2017 and 2050 and that such an investment will need to be guided by appropriate policy. We argue that without redesigning energy policy towards high-quality energy infrastructure, it is very likely that the increasing use of coal upon which the region greatly depends will lead to the widespread construction of coal-fired power plants, which could result in increased greenhouse gas and carbon dioxide emissions.

Abstract:
The move toward a global energy transition is underpinned by the collective need to limit the most severe impacts of climate change as well as to foster more sustainable economic growth. Floating photovoltaic power stations on Chinese lakes, integrated carbon capture technology on large-scale power plants in Canada, and decentralized urban wind turbines on Singaporean rooftops are just a few examples of how radical innovations in clean energy technology are fueling the global energy transition.1 Bringing cutting-edge technology from the lab to the global energy market requires a supportive ecosystem. Innovation must be matched by market readiness to adopt disruptive technologies, local capacities to scale up new energy projects, energy policies with climate objectives, technological development, and sufficient and “aligned” investment capital.

Abstract:
China’s dramatic economic growth in the 21st century has made it not only the second largest economy in the world but also a powerhouse in the global energy system. Now, as the top energy consumer and the biggest emitter of greenhouse gases, China is being closely watched and judged as its impact on energy markets and climate grows more profound. Looking forward, many issues are expected to shape the evolution of China’s energy sector, not least of which is its development status. While China’s economic might makes it a superpower alongside the United States, it still faces many of the major challenges of a typical developing country, such as widespread energy poverty, including 400 million people without access to clean cooking, significant air pollution, and dependence on increasing energy use to fuel future economic growth. Its modest income per capita qualifies it as a middle-income developing country. Evaluating China’s development status is not just an academic exercise. How China views itself and its challenges and how the international community classifies it carry real-world consequences that can significantly impact how the country manages its energy needs going forward, what fuels it uses, how it interacts with energy and other partners, and the level of its contributions and commitment to climate change mitigation and adaptation efforts worldwide. Understanding the nature and implications of China’s development situation can help in designing energy policies and fostering an international framework that better promote sustainable growth both within the country and globally. This paper examines how the usual criteria employed by international organizations to determine a country’s development standing have become increasingly difficult to apply to China, given the dramatic changes it has undergone over the past several decades, notably from an energy perspective. The paper finds that China combines significant characteristics of both developing and developed countries and examines the energy and environmental implications of this hybrid status.
