111. Chinese Energy Security: The Myth of the PLAN's Frontline Status

Abstract:
This monograph examines the dynamics of China's energy security dilemma and the role of the People's Liberation Army Navy (PLAN). Following this, PLAN development is discussed, and its future role in regional security is hypothesized. This report argues that it is domestic market inefficiencies and poor management practices that pose the greatest threat to China's energy security. Further, less and less of Chinese energy imports are making their way to the country by sea; thus the PLAN actually has a minimal role to play. Given these realities, Chinese fears of a naval blockade that deprives it of energy supplies as well as American confidence that this is a realistic strategic option in the event of hostilities are implausible. In addition, Beijing's desire to develop aircraft carriers and other high-tech naval capabilities combined with its contribution to the anti-piracy mission in the Gulf of Aden have led many analysts to erroneously conclude that China seeks to engage in global power projection like the United States. However, the focus of the PLAN will remain regional and on asymmetric capabilities, namely, the effective use of submarines and other undersea devices that ultimately seek to deter American and possible Japanese involvement in a conflict over Taiwan and/or in the South China Sea, such as the Spratly Islands, which China views as inalienable parts of its territory. Although China's interests are expanding and becoming more international in nature, recovering from the century of humiliation and ensuring domestic legitimacy remain the top priorities of China's leadership.

Abstract:
If governments are to respond effectively to the challenge of climate change, they will need to ramp up their support for innovation in low-carbon technologies and make sure that the resulting developments are diffused and adopted quickly. Yet for the United States, there is a tension inherent in these goals: the country's interests in encouraging the spread of technology can clash with its efforts to strengthen its own economy of particular importance is the spread of low-carbon technologies from the United States to the major emerging economies—China, India, and Brazil. Washington's strategy to promote the spread of low-carbon technologies to these countries must combine efforts to grow and open markets for low-carbon technologies with active support for accelerating the innovation and diffusion of these technologies. Its strategy will also need to reflect the unique challenges presented by each of the three countries.

Abstract:
The demand for coal is set to increase over the coming years, especially among developing countries. However, while coal may be a cheap source of energy to facilitate economic development, it is costly in terms of the implications for human security. Coal mining has been seen to adversely impact local communities and cause sociopolitical instability. Long-term environmental sustainability is also negatively affected. This NTS Insight seeks to examine the extent to which governance mechanisms have been successful in mitigating these socioeconomic and environmental costs, with a focus on China and Indonesia. The paper will also assess the effectiveness of current initiatives designed to address the various forms of human insecurities stemming from coal mining in the two countries.

114. Global Prospects for Utility-Scale Solar Power: Toward Spatially Explicit Modeling of Renewable Energy Systems

Abstract:
This paper provides high-resolution estimates of the global potential and cost of utility-scale photovoltaic and concentrating solar power technologies and uses a spatially explicit model to identify deployment patterns that minimize the cost of greenhouse gas abatement. A global simulation is run with the goal of providing 2,000 TWh of solar power (-7% of total consumption) in 2030, taking into account least-cost siting of facilities and transmission lines and the effect of diurnal variation on project profitability and required subsidies. The American southwest, Tibetan Plateau, Sahel, and Middle East are identified as major supply areas. Solar power consumption concentrates in the United States over the next decade, diversifying to Europe and India by the early 2020's, and focusing in China in the second half of the decade—often relying upon long-distance, highvoltage transmission lines. Cost estimates suggest deployment on this scale is likely to be competitive with other prominent abatement options in the energy sector. Further development of spatially explicit energy models could help guide infrastructure planning and financing strategies both nationally and globally, elucidating a range of important questions related to renewable energy policy.

Abstract:
Over the past decade, the six BRIMCS countries— Brazil, Russia, India, Mexico, China, and South Africa—have become important global players in political and economic domains. In 2007, they were collectively responsible for a third of the world's energy consumption, driven by China's growing energy use. Despite their increasing significance in the world's energy sector, very little systematic analysis of their energy investments, innovation institutions, and energy innovation policies has taken place. The International Energy Agency (IEA) is one of the few agencies that have been collecting data on ERD investments, but none of the BRIMCS countries are members.

Abstract:
The People's Republic of China with a visibly booming economy in the last decades created its own economic spheres of influence and came to affect the overall balances in the world. The consequences of its economic advance and ever growing energy consumption are emerging as significant variables capable of shaping international political developments. With the expanding military build-up, China is also generating concerns beyond its immediate neighborhood. Clarifying the rapid growth of China and worldwide implications of this process constitute the first major motivation b ehind p ublishing this study. Benefited of the opportunities of the globalization in the post- Cold War period, China has a progressively more integrated economy with the global markets. China with its increasing economic and military capacities is turning in to a robust power base in the eastern hemisphere. With a thriving position in world politic s and ability to influence events and to protect its own interests at global scale, Beijing has the potential to be a superpower. The other major motivation thus appeared from the necessity to question whether China will achieve to be a superpower in t he near future.

Abstract:
In the first decade of the 21st Century there has been increasing awareness of environmental issues and recognition that these are now global in scope. This has occurred for many reasons and is perhaps best epitomized in the global warming discussion. The dramatic rise of China and India, in particular, has reoriented the debate about the sustainability of the current trajectory of fossil fuel usage and environmental degradation. Put quite simply, if the economic growth of China, initially, and then India were to follow the historical trajectory of fossil fuel energy usage and resource consumption that Japan, Taiwan, and Korea followed, the environmental impacts would be nothing short of monumental.

Abstract:
The Clean Development Mechanism (CDM)-established by the Kyoto Protocol of the U.N. Framework Convention on Climate Change-is an emissions offset program that allows industrialized countries to receive credits for funding emissions reduction projects in developing countries. The program is intended to provide a cost-effective way for industrialized countries to reduce greenhouse gas emissions, while at the same time supporting sustainable development in developing countries. However, the CDM has been criticized for its lengthy and expensive project approval procedures, its exclusion of many categories of potentially important mitigation activities, and its methodologies for calculating whether projects actually reduce greenhouse gas emissions. In response to these problems, this Issue Brief presents a variety of options for reforming the CDM.

119. On China's Commercial Reprocessing Policy

Abstract:
China is currently operating eleven nuclear power reactors with installed capacity of 9 GWe, and it plans to increase its total nuclear capacity to 40 GWe by 2020. China is seeking to reprocess the civilian spent fuel, and to recycle the plutonium in MOX fuel for its light water reactors (LWRs) and fast breeder reactors (FBRs). A pilot reprocessing plant with a capacity of 50-100 THM/a is ready to operate now. A larger commercial reprocessing plant and a MOX fabrication plant are expected to be in commission around the year 2020. Also, the China Experimental Fast Reactor (CEFR), capable of producing 25 MWe of power, will be operating soon. Furthermore, larger commercial FBRs are planned to be commissioned around 2030-2035. This paper will first discuss the status of China's nuclear power reactors, breeders, and civilian reprocessing programs. In addition, this paper will examine whether the breeders and civilian reprocessing programs make sense for China, taking into account costs, proliferation risks, energy security tradeoffs, health and environmental risks, and spent fuel management issues.
