The CCP’s development of the ‘social credit’ system is another step in the Party’s long exploration of ways to fuse political control and economic prosperity. The expanding global reach of China’s economy means that social credit’s fusion of social and political control will also be used to bend entities outside China’s borders towards the Party’s political objectives. Dozens of international airlines, including four US airlines, recently discovered what this means in practice.

Abstract:
At its sixth meeting, CEBRI’s China Analysis Group Meeting promoted a wide-ranging debate on the opportunities and challenges emerging for China and Brazil by the new geopolitics of carbon and the ongoing energy transition – characterized, among other trends, by falling costs of renewable sources and by the rise of natural gas as a strategic transition fuel. In this context, participants highlighted the merger between the agendas of energy security and sustainable development worldwide, with implications for both policymaking and investment priorities – since the energy sector accounts for approximately a third of total greenhouse gas emissions globally.

263. The Chinese Perception of the U.S.-China-ROK Triangle

Abstract:
Since being applied to U.S.-Soviet-China trilateral relations after the Sino-American rapprochement in the early 1970s, the notion/theory of “strategic triangles” has been widely used to examine many trilateral relations. The model of “U.S.-China plus one” is popular among students of U.S.-China relations and, consequently, the policy community has witnessed an increasing amount of scholarship on triangles among U.S.-China-India, U.S.-China-Japan, U.S.-China-Russia, and even U.S.-China-Taiwan. Unsurprisingly, this begs the question whether a strategic triangle could be construed and constructed among the United States, China, and South Korea. Generally speaking, despite the trilateral nature of U.S.-China-ROK relations, the Chinese policy community rarely subscribes to the existence of a strategic triangle among the U.S., China, and South Korea. This is not necessarily because South Korea does not carry the same strategic weight as the two great powers, but more importantly is because China does not see South Korea as possessing the strategic autonomy to act as an independent player in the trilateral relations. Although arguably such autonomy might exist in economic and trade relations, on key political and security issues, the Chinese see South Korea as invariably constrained by the U.S.-ROK military alliance and unable to form its own independent national security policy. In writing about the post-Cold War period with an emphasis on geopolitics, Chinese authors do not often treat South Korean policy or Sino-ROK relations as autonomous. Given the great weight given to the U.S. role, it is important, therefore, to take a triangular approach in assessing these writings centered on South Korea. I do so first explaining in more detail why the “strategic triangle” framework does not apply, then examining views on how this triangle has evolved in a period of rising Chinese power relative to U.S. power and fluctuating U.S.-ROK relations as the leadership in Seoul changed hands, and finally returning to the triangular theme to grasp how this shapes China’s understanding of Seoul’s policies with emphasis on the ongoing Moon Jae-in era.

The purpose of this article is to present and compare China’s economic, political and military involvement in Ukraine and Belarus, with particular emphasis on their role in the global expansion of the PRC. China after the opening of the economy to the world in the early 1980s, immediately became one of the most important elements of the global economy. The article will attempt an analysis of Chinese investments on the Dnieper, but also the political and military aspects of this cooperation.

Abstract:
India has long been obsessed with its rivalry with Pakistan, and for many years India viewed Pakistan as its principal security threat. Pakistan continues to support terrorist attacks directed against India and India-controlled Kashmir, and is continually increasing its nuclear arsenal and delivery systems for nuclear warheads. Despite this, Indians have come to feel more self-assured and no longer see Pakistan as the country’s principal security threat.China now occupies this position. India no longer views itself simply as the predominant regional power in South Asia, but as an aspiring world power and is gearing up for what many in India believe is an inevitable conflict with its neighbor the Peoples Republic of China. India has embarked on an outreach program to solidify friendly ties to other Asian nations that feel threatened by China, and is devoting a lot of attention to the ASEAN states (particularly Viet Nam), Taiwan, South Korea, and Japan. There is increasing speculation that this relationship could develop into a formal alliance, especially if the United States becomes less active in Asia.

266. A Chinese Perspective on the Impact of Sanctions

Abstract:
Since the Korean War, North Korea (the DPRK) has endured sanctions imposed by the United States and other western countries, but the sanctions began to acquire a dramatic impact only in 2006 when North Korean ballistic missile blasts invited a punitive reaction from the UN Security Council. In addition to sanctions imposed by individual countries, for the first time, international organizations, notably the Security Council, passed punitive resolutions in an effort to rein in North Korea’s missile and nuclear development. In order to supervise implementation of the sanctions, the Security Council set up a committee established pursuant to resolution 1718 in 2006 (the sanctions committee), which now comprises all 15 members and makes its decisions by consensus. To North Korea’s dismay, as it continues to fight against western countries’ economic sanctions and military embargo, it now has to bear the brunt of sanctions from its traditional allies, China and Russia. Even so, it has been defying international pressure and pressing ahead with its missile and nuclear weapons programs. Despite tougher sanctions, North Korea is poised to possess missiles with nuclear warheads that could hit South Korea, Japan, and the United States. This paper explores the effectiveness of the sanctions, asking whether the North’s steady progress on nuclear and missile weapons demonstrates their failure.

Abstract:
Although we are only into the first months of the Trump administration, many Koreans recognize that the U.S.-led, market-oriented, liberal international order has been severely shaken. In the background, the rapid rise of China and rather successful economic reforms under Xi Jinping have dramatically reduced its vulnerability and sensitivity to the United States. As one power’s grip is shaken and another’s is energized, two different orders are emerging in East Asia. We accordingly witness a “Clash of Titans,” the fallout from which could be fatal to the security and economy of the Republic of Korea.

Abstract:
Officially announced by president Xi Jinping in 2013, the Belt and Road Initiative (BRI) has since become the centrepiece of China’s economic diplomacy. It is a commitment to ease bottlenecks to Eurasian trade by improving and building networks of connectivity across Central and Western Asia, where the BRI aims to act as a bond for the projects of regional cooperation and integration already in progress in Southern Asia. But it also reaches out to the Middle East as well as East and North Africa, a truly strategic area where the Belt joins the Road. Europe, the end-point of the New Silk Roads, both by land and by sea, is the ultimate geographic destination and political partner in the Belt and Road Initiative. Abstract:
In the arena of international politics, South Asian region has been magnetizing greater interests and China is its close neighbor. There is no significant change in China‘s strategic interests since the end of Cold War but her economic capacities and requirements, from natural resources to transit routes have changed the level of influence and interest of her ties with South Asian region. China is continuously expanding economic activities and investing in trade and development in the region. The drive to reinforce economic development through building up transport and infrastructure connections with her neighboring states as Gwadar-Xinjiang route and KunmingChittagong route will have an increasing impact on regional stability and the states across the region. The ongoing and forthcoming projects of China, to use them in future, will surely have an impact on the economies in the region. China‘s South Asia policy is refracted through China‘s ‗all-weather friend‘ in the region; Pakistan. The presence of Uighur extremists in China‘s Xinjiang province and absence of a comprehensive counter-terrorism policy provide other areas of attention to the Chinese government with ramifications for stability in the region. China‘s interests in South Asia include attainment of a matching role against India, containing the terrorist threats and expansion of her economic base in South Asia. China‘s strategic interests can be maintained through her complete approach to move towards the path of progress and managing better ties with South Asian neighbors.
