Abstract:
Developments at both the doctrinal and operational level suggest that the 'post-modernisation' of China's PLA Navy (PLAN) has started. Issues such as the maritime disputes in the East and South China Seas and how to create a network of bases or 'footholds' outside Asia might slow down or temporarily halt this process. However, as China's economic presence expands on a global scale, its security interests and those of the international community will overlap increasingly with one another. Consequently, once its transformation has been completed, the PLAN is likely to become a global and cooperative force.

62. Internationalization of the Renminbi: Developments, Problems and Influences

Abstract:
Due to the 2008-2009 global financial crisis, the Chinese government began to promote renminbi (RMB) internationalization in order to raise its international status, decrease reliance on the US dollar (USD) and advance domestic structural reform. RMB internationalization has achieved progress not only in cross-border trade settlement, but also in the offshore RMB markets. However, the rampant cross-border arbitrage and the relatively slow development of RMB invoicing compared to RMB settlement are becoming increasingly problematic. RMB internationalization has exerted significant influence on not only the Chinese economy but also other emerging market economies. RMB internationalization complicates domestic monetary policy, exacerbates the currency mismatch on China's international balance sheet and increases both the scale and volatility of short-term capital flows. It offers emerging economies another alternative for pricing domestic currency and investing foreign exchange reserves. Its overall impact on the international monetary system's stability will depend on how the capital account is liberalized and the consistency and transparency of Chinese monetary policy. This paper concludes with five recommendations for Chinese policy makers to promote RMB internationalization in a sustainable way that is conducive to international stability.

Abstract:
The China (Shanghai) Pilot Free Trade Zone (SPFTZ) founded in September 2013, is a trial for China's new round of “reform and opening up” (China.org.cn 2008). The SPFTZ has promised liberalization on capital account and trade facilitation as its main objectives. This paper discusses reasons why China needs such a pilot zone after three decades of economic development, examines the differences between the SPFTZ and other free trade zones (FTZs) and highlights the developments of the SPFTZ since its inception. The SPFTZ's initial impressions are assessed, especially its impact on the opening of China's capital account and financial liberalization. The hope is that the success of the SPFTZ, and more pilot policies replicated in China, will give rise to a more balanced Chinese economy in the following decade.

Abstract:
The volume under review publishes the proceedings of a colloquium held at the University of Paris in July 2010. The aim of this colloquium was to fill a lacuna that characterizes the contemporary francophone international legal scholarship. Indeed, as noted by the editors in their foreword to the book, after a prolific period during the 1970s and 1980s, French and francophone scholars have gradually lost interest in Third World-related issues and ignored this topic in their research and teachings. This trend is regrettable and unfortunate because despite some progress and improvements, international relations are still marked by significant inequalities and disparities between rich and poor countries, while several regions of the world remain in a situation of extreme poverty. Therefore, there is an urgent need to renew and revive the reflection of French-speaking international lawyers on their discipline by inciting them to critically question the present existence and effects of the rules of international law relating to the Third World in the current globalized context. To achieve this goal, Mark Toufayan, Emmanuelle TourmeJouannet and Hélène Ruiz Fabri had the idea of bringing together, in Paris, francophone and anglophone scholars and prominent representatives of the critical Third World Approaches to International Law (TWAIL). TWAIL scholars were invited to expose their ideas and thoughts, and their French-speaking counterparts were asked to react and comment on these thoughts.

In the 2015 government work report, Premier Li Keqiang has mentioned twice the concept of “mass entrepreneurship and innovation”. He stresses that along with greater supplies of public goods and services, these will become the twin engines to drive the development and upgrade of China’s economy. At the same time, innovation is a critical impetus to revolutionize traditional industries and build new economic engine. Innovation and entrepreneurship oriented incubator, as an important carrier of new innovation service platform that meets the need to establish maker space in the network age, has attracted more and more public attention. Since its birth in the late 1950s, innovation and entrepreneurship oriented incubator has been a strong impetus to the economic prosperity of different countries and regions in the world and also plays a prominent role in nurturing small and medium enterprises and creating jobs. As the birthplace of the incubator, the United States has established a relatively mature incubator industry operation mechanism after experiencing the four stages of initial creation, multi-functional development, high-speed growth and innovative transformation. The US has become the global leader in the field of Innovation and entrepreneurship oriented incubator with its innovative incubator model featuring “business accelerator” and “virtual incubator”. Despite its later start than the US in this field, Germany has formed its own shareholding incubator model centered on interest chain and incubator model linked by intermediary service agency as well as international expansion model featuring overseas incubator, which shows a tendency to surpass the US. In France, many incubator models such as the ones funded by the government, the ones comprehensively and the ones established by enterprises have gained fairly good results. Israel, which used to be a small developing country with a low population and poor resource, has now became a developed country with its high-tech industries significantly promoted by incubator.

China is poised to become a major strategic rival to the United States. Whether or not Beijing intends to challenge Washington's primacy, its economic boom and growing national ambitions make competition inevitable. And as China rises, American power will diminish in relative terms, threatening the foundations of the U.S.-backed global order that has engendered unprecedented prosperity worldwide. To avoid this costly outcome, Washington needs a novel strategy to balance China without containing it.

Abstract:
New data published in the American Enterprise Institute-Heritage Foundation China Global Investment Tracker show that China continues to invest heavily around the world. Outward investment excluding bonds stood at $85 billion in 2013 and is likely to reach $100 billion annually by 2015. Energy, metals, and real estate are the prime targets. The United States in particular received a record of more than $14 billion in Chinese investment in 2013. Although China has shown a pattern of focusing on one region for a time then moving on to the next, the United States could prove to be a viable long-term investment location. The economic benefits of this investment flow are notable, but US policymakers (and those in other countries) should consider national security, the treatment of state-owned enterprises, and reciprocity when deciding to encourage or limit future Chinese investment.

Abstract:
In the past decade, China's expanding engagement with Latin America has captivated the attention of the region and the United States. Most of the focus, however, has been on whether the new trade and investment is good for the region's long-term development, and whether particular Chinese activities, such as military sales and loans to Venezuela and Ecuador, threaten U.S. interests in the region. Lost are the details and dynamics of how Chinese companies and the Chinese government have adapted to doing business in the region. China's new physical presence in Latin America is the product of a fast-growing commercial and investment presence. But as a consequence of that deepening relationship, Chinese companies and China's diplomatic apparatus have become increasingly immersed in the business, social and political conditions in those countries—and in some cases are even shaping those conditions to suit their interests.

China's rapidly increasing investment, trade and loans in Latin America may be entrenching high-carbon development pathways in the region, a trend scarcely mentioned in policy circles. High-carbon activities include the extraction of fossil fuels and other natural resources, expansion of large-scale agriculture and the energy-intensive stages of processing natural resources into intermediate goods. This paper addresses three examples, including Chinese investments in Venezuela's oil sector and a Costa Rican oil refinery, and Chinese investment in and purchases of Brazilian soybeans. We pose the question of whether there is a tie between China's role in opening up vast resources in Latin America and the way those nations make national climate policy and how they behave at the United Nations Framework Convention on Climate Change (UNFCCC) negotiations. We focus on the period between the 2009 Copenhagen round of negotiations and the run-up to the Paris negotiations scheduled for 2015, when the UNFCCC will attempt to finalize a successor agreement to the Kyoto Protocol.

Abstract:
P. Chidambaram, India's Minister of Finance, claimed that "FDI worked wonders in China and can do so in India." However, China's example may also point to the limitations of foreign direct investment (FDI) liberalization in promoting the host country's economic development. FDI in China is heavily concentrated in the coastal areas, and previous studies have suggested that this has contributed to the increasing disparity in regional income and growth since the late 1970s.
