Although China has been engaged in Uganda’s agriculture for more than 40 years, the recent jostle for agricultural land by private Chinese investors is Pystifying and Mustifes the need to conduct a scientifc study to provide clear evidence before the issue gets bundled into the messy anecdotal media inquiry. 7he priPary oEMective of this study was to profle &hinese investPents in Uganda’s agriculture sector and establish their socio-economic effects on the environment and local livelihoods. The analysis was done on the basis of the 6ustainaEle 5ural /ivelihood $pproach 6858/$ which uses fve key criteria for the analysis of sustainable livelihoods i.e. gainful employment; poverty reduction; well-being and capabilities; livelihood adaptation, vulnerability and resilience; and natural resource base sustainability.

Abstract:
Since the turn of the century, China’s influence on world development has increased enormously. This paper seeks to analyse major attributes of the influence of China’s “going out”, centring on the argument that the influence has been in the main conducive to the rest of the developing world. Specifically, this paper offers a critique of relevant, popular theses such as “China’s neoliberalization crowds out world development”, “China under-cuts the conditions of the world’s working class”, and “China exhibits a tendency towards imperialism”, etc. It is argued that, in the context of a neoliberal world economy that is increasingly speculation-oriented, China’s production-oriented activities can be seen as an important countervailing force. Whether this China influence is to continue to be conducive to world development in the future, or to turn to become detrimental, depends critically on the broader political-economic context.

Abstract:
Democratic Progressive Party (DPP) Chairperson Tsai Ing-wen was elected president on Jan. 16 by a decisive margin, and for the first time the DPP won a majority in the Legislative Yuan (LY) election. This outcome has set Taiwan on a new course. Since then, Tsai has adhered to her pledge to maintain the status quo and peace in the Taiwan Strait and has taken steps to continue reaching out to Beijing. Beijing reacted calmly to the election and has repeatedly said the election will not change the basic framework of its peaceful development policy toward Taiwan. However, Beijing is waging a focused campaign to press Tsai to accept the 1992 Consensus in her inaugural address on May 20. Even if she does not fully meet Beijing’s demands, as is expected, it will be in the interest of both sides to avoid confrontation after May 20 in what is likely to be a strained relationship.

Senior US and Chinese officials publicly emphasized positive developments in the bilateral relationship at the eighth US-China Strategic and Economic Dialogue, while privately raising concerns. The second US-China Cybercrime and Related Issues High-Level Joint Dialogue convened a week later. The South China Sea persisted as a major area of tension as an UNCLOS Tribunal ruled in favor of the Philippines in its case against China. National Security Adviser Susan Rice traveled to Beijing in late July to prepare for the US participation in the G20 Summit in Hangzhou and what is likely to be the last meeting between Xi Jinping and President Obama. Bilateral military ties maintained an active pace with a visit by the US chief of naval operations to China in July, a port visit by a US guided-missile destroyer to Qingdao in August, and Chinese participation in the Rim of the Pacific (RIMPAC) military exercises in Hawaii.

Abstract:
In the 2015 government work report, Premier Li Keqiang has mentioned twice the concept of “mass entrepreneurship and innovation”. He stresses that along with greater supplies of public goods and services, these will become the twin engines to drive the development and upgrade of China’s economy. At the same time, innovation is a critical impetus to revolutionize traditional industries and build new economic engine. Innovation and entrepreneurship oriented incubator, as an important carrier of new innovation service platform that meets the need to establish maker space in the network age, has attracted more and more public attention. Since its birth in the late 1950s, innovation and entrepreneurship oriented incubator has been a strong impetus to the economic prosperity of different countries and regions in the world and also plays a prominent role in nurturing small and medium enterprises and creating jobs. As the birthplace of the incubator, the United States has established a relatively mature incubator industry operation mechanism after experiencing the four stages of initial creation, multi-functional development, high-speed growth and innovative transformation. The US has become the global leader in the field of Innovation and entrepreneurship oriented incubator with its innovative incubator model featuring “business accelerator” and “virtual incubator”. Despite its later start than the US in this field, Germany has formed its own shareholding incubator model centered on interest chain and incubator model linked by intermediary service agency as well as international expansion model featuring overseas incubator, which shows a tendency to surpass the US. In France, many incubator models such as the ones funded by the government, the ones comprehensively and the ones established by enterprises have gained fairly good results. Israel, which used to be a small developing country with a low population and poor resource, has now became a developed country with its high-tech industries significantly promoted by incubator.

Abstract:
In discussions on Myanmar's political reforms since the installation of a civilianised military regime in 2011, most analysts have focused on the bedevilment of bilateral ties between Beijing and Naypyidaw. To be sure, China has since become more attuned to the concerns of non-state actors with the opening up of Myanmar's political space as well as recalibrated its strategies in the face of renewed diplomatic competition from other countries in vying for the affections of the Burmese leadership. In acknowledging the corrections China‘s Myanmar policy has undergone, this article argues that Beijing‘s factoring in of Burmese national interests and development needs can help enhance its prospects. While a return to the previous robust bilateral relationship may appear inconceivable in the near future, this article concludes that there is still hope for Beijing in overcoming the challenges posed by Naypyidaw's political transition should it be able to keep up with the latter's evolution over the longer term.

Abstract:
China and Central Europe have experienced similar transitions over time and have a constructive role to play in the international system, taking on responsibility for development. Cooperation between China and Central and Eastern European Countries is conducted via the “16+1” mechanism, the Silk Road Economic Belt and 21st century maritime Silk Road, known as the “Belt and Road initiative.” Central European countries are EU member states and emerging economies. They are located at a geographically strategic juncture and form part of the East Asia–Transatlantic value chain. The 16+1 mechanism is helping China and Central European countries establish high level annual meetings and is encouraging the private sector, business, people-to-people exchanges. The Belt and Road initiative is providing new financing facilities, and a dialogue with the European Commission on investment plans is being launched. Studies and working groups are emerging to help set strategies, build mechanisms, allocate resources and implement policies. This article argues that the Chinese approach, i.e. the 16+1 mechanism and Belt and Road initiative, is platforms paving the way for China–Central Europe cooperation.

Abstract:
China is increasingly perceived in Central and Eastern Europe as a country which could bring economic success to the countries of the region through the development of trade relations and the growing inflow of Chinese investment. Within the region, Hungary is regarded as occupying a prominent position by Chinese people and the government for several reasons. Chinese relations have historically been good: over the past decade Hungarian governments have committed themselves to developing the relationship. This trend was further confirmed after the global economic crisis of 2008, when Hungary started looking for new opportunities in its recovery from recession. The “Eastern opening” policy was initiated after the crisis and partly because of it. Officially, this policy puts more emphasis on further developing Chinese–Hungarian relations than was previously the case, including increasing trade and investment. However, the outcomes of the policy – such as the construction of the Budapest–Belgrade railway line – can be evaluated in different ways.

180. Migration from China to Slovakia

Abstract:
While numerous specialist studies about Chinese communities have been published in other countries in the region, this is not the case in Slovakia. Therefore there is a general lack of information about the Chinese community in Slovakia. The objective of this study is, at least partially, to fill this gap. While in many cases, i.e. in Central and Eastern Europe, businesses run by Chinese migrants have contributed to the economic stabilization of the region, including in Slovakia. It should be noted that the number of Chinese people in Slovakia has in the last ten years decreased as a percentage of the foreigners living legally in Slovakia. One could assess this as being a consequence of Slovakia’s EU membership and its adoption of European legislation. The Slovak government has adopted policies to try to change the nature of Chinese migration to Slovakia and attract more educated people and businessmen.
