Abstract:
South Asian governments are becoming increasingly discontent with Belt and Road Initiative projects. In August, Pakistan’s new government expressed interest in reviewing the CPEC contracts that they perceive to be over-priced, unnecessary, or excessively in the favor of PRC companies (Dawn, September 11). Similar sentiments have been expressed by the new Maldivian government, which is reviewing BRI contracts signed during the rule of former President Abdulla Yameen (Economic Times, November 26). Such actions raise questions as to whether South Asian states might scale down or even cancel BRI projects.

Abstract:
At its 15th meeting, the China Analysis Group promoted insightful discussions on global environmental challenges shared by Brazil and China, highlighting priority topics for bilateral cooperation in the short-, medium- and long-term, within and beyond the 2030 Agenda for Sustainable Development. Despite the huge potential for bilateral cooperation in areas ranging from the bio-economy to climate-resilient cities, participants consensually noted a lack of bilateral frameworks dedicated to sustainable development between China and Brazil – for instance, the absence of a sub-committee aimed at environmental cooperation within the Sino-Brazilian High-Level Coordination and Cooperation Committee (COSBAN). Ultimately, better exploring the co-benefits associated to bilateral cooperation on shared environmental challenges – including but not restricted to climate change – could contribute to strengthening multilateral frameworks and global environmental cooperation. The speakers at the 15th meeting were CEBRI Trustee Izabella Teixeira; Vice-President of the Institute of Science and Development (ISD) of the Chinese Academy of Sciences (CAS) Wang Yi; Professor of Contemporary Chinese Politics at the University of Tokyo Akio Takahara; Head of the Environment Division II at the Ministry of Foreign Affairs Marco Túlio Scarpelli Cabral; and China Programme Manager at Climate Bonds Initiative Wenhong Xie. The event's commentator was CEBRI Senior Fellow Ana Toni, and the coordinator was Senior Fellow Tatiana Rosito.

143. Determinants of Developing Countries' Export Upgrading: The Role of China and Productive Investment

Abstract:
This paper explores the determinants of developing countries' export upgrading measured by export sophistication. In particular, as a response to the recent debate on China's impact on developing countries' industrialisation, we examine a new hypothesis that the considerable growth in developing countries' trade with China may serve as a source of productive investment for their export upgrading. Dynamic panel estimations based on HS 6-digit export data on 62 developing countries during 1995-2014 show the positive effects of human capital, productive investment, and absolute gains from trade with China measured by income terms of trade vis-à-vis China. Mediation analysis finds that the positive effect of trade with China on export upgrading takes effect largely through its enhancing effect on productive investment, which supports our hypothesis. By contrast, China's direct export-downgrading impact is minor. Our findings suggest that, for developing countries, China serves more as a stimulator of capital accumulation for industrial development than a competitor in manufacturing market or a predator of natural resources. This provides an alternative to the widespread argument of China's crowding-out and re- primarisation impact on developing countries. The priority for developing countries is therefore the appropriate use of the gains from trade for productive purposes.

Abstract:
The purpose of this article is to analyze the relationship between development and global power of China. And, more specifically, how the Made in China 2025 policy is designed to deepen China’s development by driving strategic sectors of smart manufacturing and other innovations. To do so, it needs to understand how China has taken advantage of systemic changes since the 1970s to unleash a cycle of comprehensive reforms mobilizing industrial, commercial and technological (ICT) policies. That is, without state emulation there is no economic complexity or expansion of the country’s presence in the world. The proposed argument is that the interweaving between the internal and international dimensions compose the key of the rise of the powers - imperative underestimated by the narratives of liberal globalization - whose epicenter remains the national development.

145. Chinese Leadership and the Future of BRI: What Key Decisions Lie Ahead?

It’s 2028. The Belt and Road Initiative (BRI) has been underway for 15 years, but the initial enthusiasm and momentum behind BRI has vanished. Many of the governments that initially joined the initiative have publicly withdrawn or quietly wound down their participation. China’s staunchest allies remain engaged but even they have reservations about the wisdom of the initiative. They are saddled with unproductive public investment projects and struggling to service their debts. Domestic public sentiment towards China has soured, and they have come to view their participation in BRI as more of a political liability than an asset. But they worry about the consequences of alienating their most important patron and creditor. China has also assumed a defensive posture. Lacking the goodwill that it possessed at the beginning of BRI, it is now using inducements and threats to prevent its remaining clients from abandoning the initiative. Western donors and lenders watch from the sidelines with a sense of bemusement. They encouraged China to “multilateralize” BRI by establishing a common set of project appraisal standards, procurement guidelines, fiduciary controls, and social and environmental safeguards that other aid agencies and development banks could support. But Beijing chose to go it alone. It opted not to embrace the use of economic rate-of-return analysis to vet project proposals; resisted efforts to harmonize its environmental, social, and fiduciary safeguards with those used by aid agencies and development banks outside of China; and pushed back on the “Western” suggestion that it modernize its monitoring and evaluation practices. China bet that its fast and flexible approach to infrastructure finance would prove to be so compelling that traditional donors and lenders would eventually jump on the bandwagon and co-finance BRI projects. But it miscalculated. Its model was insufficiently attractive on its merits to enlist the participation and support of the other major players in the bilateral and multilateral development finance market. Nor was it sufficiently appealing to sustain elite and public support in partner countries.

China’s top annual economic policy gathering, the Central Economic Work Conference (中央经济工作会议, Zhongyang jingji gongzuo huiyi), or CEWC, was held between December 10 and 12 in Beijing. This year’s CEWC focused on the theme of “achieving developmental progress on the basis of first ensuring stability” (稳字当头, 稳中求进 / wen zi dangtou, wen zhong qiu jin) (Xinhua, December 12)—thereby continuing a theme stressed during the meeting of the National People’s Congress in March of this year (China Brief, March 22). Given increasing economic risks and political challenges, both domestic and international, the party-state’s focus on the supremacy of stability is unsurprising. Importantly, the CEWC reiterates that the goal of achieving a “moderately prosperous society” (小康社会, xiaokang shehui) by the end of 2020 is “a priority among priorities” (重中之重, zhong zhong zhi zhong). This article examines the key outcomes of the 2019 CEWC, which set the overall direction of China’s economic policy agenda for 2020. In doing so, we highlight a central underlying tension: on the one hand, the Chinese Communist Party (CCP) wants to keep a steady ship at a time of economic and strategic flux; on the other, maintaining strong economic growth requires ambitious developmental goals and economic reform imperatives, which have added pressure for bold policy actions. How well Chinese policymakers can navigate this tension in 2020 has important ramifications for both China’s national development and the CCP’s political legitimacy.

Abstract:
Economic development aims at building a healthy community which in turn strengthens institutions of a state. Economic Development can also be reflected through soft power, which is not only a diplomatic tool but also a booster for a state's economy. Chinese economic development is a synthesis of two ideologies: attributed to Mao Zedong and the other to Deng Xiaoping. Mao and Deng have contributed to Chinese economic development by initiating compatible economic policies in their respective eras. Their economic policies are influenced by Karl Marx and Adam Smith respectively. Mao, a staunch supporter of centralization of economy, opted for the theory of Marxism; ic level. On the other hand, Deng Xiaoping is associated with liberalizing of Chinese economy. The ideas of free trade and facilitation of foreign investors is the mainstay of Deng’s economic policy. In the process of liberalizing the Chinese economy, Deng initiated a paradigm shift from curtailed to liberal approach; he followed the footsteps of Adam Smith, the pioneer of free market economy. Privatization, establishment of exclusive economic zones, introduction of new flexible economic policies are the reforms introduced by Deng under the theory of free market economy. Hence, the modern China we see today is a product of the economic policies envisioned by these two great Chinese leaders. This descriptive research looks into the contribution and implication of these economic policies on the Chinese economic system.

148. The Rise of China as a Cybersecurity Industrial Power: Principles, Drivers, Policies, and International Implications

This paper examines China’s cybersecurity industrial development over the past two decades since the arrival of the internet in that country. This analysis takes place from a primarily security and technology perspective because the national security apparatus occupies a powerful presence in China’s cyber affairs. Moreover, the development of the cybersecurity industry is significantly driven by the development of technological capabilities. Key issues explored include: 1) Chinese decision-making and thinking on cybersecurity development within the context of the Chinese leadership’s general approach to development, national security, and technology advancement; 2) the nature and characteristics of recent Chinese cybersecurityrelated development strategies and plans; 3) the drivers behind the development of China’s cybersecurity industry, looking especially at market failures, national security rationales, and government intervention; 4) the proliferation of principal actors and coalitions in the Chinese cybersecurity industry and how this influences its development; and 5) the nature of the relationship between the state and cybersecurity firms, in particular examining four types of interactions: the state as a customer; state hiring of talent; the state’s direct regulatory power, and the state as an investor. The paper concludes by considering the international implications of China’s rise as an increasingly capable and confident cybersecurity power.

Abstract:
The launch of a vision document for Asia-Africa Growth Corridor (AAGC) at the African Development Bank meeting in Gujarat in 2017 reveals an important aspect to grasp the awkening of a strategy to face China’s rise. This conference of the African Development Bank (AfDB) is a landmark for this initiative. This bank is a mechanism for economic and social development with the participation of non-African members (e.g. China, India, Brazil, the United States, and Japan). The main contributors to the African Development Fund -linked to this bank -are the United Kingdom, the USA and Japan. Beijing does not figure among the most influent members of this organization. Thus, it was an opportunity for think tanks, supported by India and Japan, to introduce the idea of a corridor aimed to link Asia to Africa in order to increase co-operation in agriculture, social development and technology sharing.

150. China's Engagement in Pakistan, Afghanistan and Xinjiang: Will China's Root Cause Model provide regional stability and security?

Abstract:
In the latest policy report in DIIS’s Defence and Security Studies series, Lars Erslev Andersen and Yang Jiang discuss the potential of China’s approach to stabilising security conditions in Pakistan and Afghanistan through development. The report explores China’s westward policy by analysing the opportunities and obstacles related to its flagship Belt and Road Initiative (BRI) in South Asia, in particular the China–Pakistan Economic Corridor (CPEC). One aspect of the philosophy behind the CPEC is that lifting people out of poverty by providing them with better opportunities for jobs and incomes and hence improved living conditions will reduce the attractions of violent extremism and the inclination to indulge in it, thereby enhancing stability. This so-called Root Cause model draws on China’s experience of successfully lifting more than 600 million of its own citizens out of poverty due to the reform policy that has changed China rapidly over the past forty years, especially in the big cities in eastern China. However, the model has had mixed results in western China, especially in Xinjiang province. As this issue can shed light on the kinds of problems that China will face in Afghanistan and Pakistan, the report explores the situation in Xinjiang by investigating how it is conducting its policy there. The report outlines this development, which brings the Root Cause model into question to some extent, thus identifying some of the challenges that China will face in trying to stabilise conflict-torn parts of Pakistan and Afghanistan ‘the Chinese way’. Following these observations, the report takes a closer look at China’s economic diplomacy in Afghanistan. The last section discusses China’s increasing role in mediating between Afghanistan, Pakistan and the Taliban. Whether the Chinese approach to the situation in Pakistan and Afghanistan proves to be a sustainable way of providing stability and achieving results is the question addressed in the report’s conclusion.
