131. Re-thinking Coalitions: The United States in a World of Great Power Competition

Abstract:
In 2018, the United States government released The National Security Strategy of the United States and its related National Defense Strategy.1 Each document identified key changes in the national security environment, focusing on the emergence of “great power competition” with both Russia and China. President Biden’s interim national security guidance, issued in March 2021, is more circumspect. The guidance avoids the term “great power competition” but points out China’s increased assertiveness and its potential to mount a challenge to the current international system, as well as Russia’s continued interest in expanding global influence.2 The US-China competition, in particular, is regularly compared to the Cold War between the United States and the Soviet Union.3 The Cold War analogy should be used with great caution. It is relatively anomalous in the history of international relations – the result of a unique combination of catastrophic war, which destroyed most of the then great powers, and fundamentally incompatible ideological positions of the two remaining great powers. Similarly, efforts to compare the U.S.-China competition to other bipolar competitions should be made cautiously as well.

132. Missile developments in South Asia: a perspective from Pakistan

Abstract:
India and Pakistan continue to develop their missile-delivery systems and associated nuclear inventories, raising concerns of a regional arms race. While Indian doctrine appears intended to fight a ‘two-front war’ against Pakistan and China, the extent to which India’s missile inventory is balanced, or otherwise, is a cause of disquiet in Islamabad. Many of the new missile systems being added to India’s inventory appear to be more suited to target Pakistan than China. This disconnect between India’s threat perception and missile developments not only risks eroding the credibility of its deterrence posture vis-à-vis China, but also courts an action–reaction dynamic with Pakistan. Islamabad, in response to how it views Indian developments, is in turn making qualitative improvements to its missile arsenal, with the intention of deterring limited conflict to an all-out war. The resultant arms race in the missile arena, however, is moving on two different trajectories. This paper discusses ongoing missile developments in South Asia, and how India and Pakistan have used different delivery systems as signalling mechanisms during past crises in an attempt to achieve their respective military or political objectives. It is also useful to examine Pakistan’s posture of Full-Spectrum Deterrence (FSD) in the context of India’s Cold Start doctrine, introduced in 2004 and apparently intended to allow India to explore options for a limited war in cases where there is a risk of crossing the nuclear threshold. The paper also reviews whether doctrinal ambiguities can be discerned in India’s declaratory nuclear policies, especially New Delhi’s claim of maintaining a credible minimum deterrence (CMD) and how this can be squared with the goal of being able to cope with a ‘two-front war’.

133. Defence diplomatic relations between Poland and China and how they can be improved

Abstract:
The main purpose of the article is to examine diplomatic relations between China (official name: the People’s Republic of China) and Poland with a special focus on defence. It also gives an overall assessment of the relations between the armed forces of the two countries and evaluates what has been achieved so far and possible involvements that the countries (especially Poland) should take. A comparative analysis and a historical approach were used whilst investigating the facts. Qualitative research, including participant observation, archival resources, analysis and selection of studies, reports and expertise were the methods employed for collecting research material. Comparative studies were used to analyse other countries’ relations with China to help come to a conclusion. Based on the research, the author recommends an intensification of defence diplomacy between Poland and China which would bring a number of defence and economic benefit to both Warsaw and Beijing. The latest changes in the global balance of power, especially economic, political and military, should be taken into account in the process of developing and implementing a comprehensive and long-term strategic programme in the field of defence diplomacy between Poland and China.

Abstract:
After a few years of increases, U.S. defence spending is likely to stagnate. At the same time, the needs related to the U.S. priority of deterring China will grow. The effect will be that the U.S. will continue to call for a greater contribution of NATO members to their own defence, even given the softening of transatlantic tensions and positive signals regarding the U.S. military presence in Europe.

135. The Crisis After the Crisis: How Ladakh Will Shape India’s Competition with China

Abstract:
In May 2020, China launched several near-simultaneous incursions across the Line of Actual Control (LAC) in Ladakh, into territory hitherto controlled by India. Both sides reinforced their positions with tens of thousands of troops, engaged in a deadly skirmish, and reportedly came close to war. An agreement to disengage troops was announced in February 2021, but implementation has been halting. Regardless of how disengagement progresses, the crisis poses significant challenges for India’s long-term strategic competition with China. As a result of the Ladakh crisis, India faces a new strategic reality in which China is a clear and abiding adversary. For India, the political relationship is now defined by hostility and distrust, and the LAC will remain more heavily militarised and violence-prone. Given this new reality, India is likely to further defer military modernisation and maritime expansion into the Indian Ocean. In the face of unremitting Chinese naval expansion, India risks losing significant political and military leverage in the Indian Ocean. At the same time, China appears to have escaped significant harm. Its better-resourced military could better absorb the material costs of the mobilisation. It may have been more concerned by the prospect of an increasingly hostile India, but the disengagement agreement has limited even those modest political costs. The central policy challenge for India is balancing the heightened Chinese military threat on the northern border with the rapidly growing Chinese military presence in the Indian Ocean. It can manage this challenge by focusing on military strategies of denial rather than punishment, focusing on imposing political rather than material costs on China, and accepting more risk at the LAC in exchange for long-term leverage in the Indian Ocean region. How India responds will shape not only its strategic competition with China, but also the interests of likeminded partners including Australia, which depend on an increasingly capable and active India.

136. Mitigating the Risk of a China–India Conflict

The Ladakh crisis between China and India seems to have settled into a stalemate, marked by somewhat reduced tactical tensions and continuing fruitless talks on disengagement—but its trajectory could again turn suddenly, even flaring into a limited conventional war. Despite a limited disengagement, both sides continue to make military preparations near the Line of Actual Control (LAC) to increase their readiness for potential conflict. While China proved its revisionist intent with its 2020 incursions, its specific goals and plans remain opaque. The broader political context is marked by distrust and hostility, and bilateral relations are at their lowest ebb in decades. War remains unlikely—both sides can ill-afford the distraction from higher national priorities and have demonstrated a recent keenness to step back from the brink. But, with growing capabilities and unclear intent, and with military operations no longer impaired by winter, the Ladakh crisis may still escalate to conflict. The crisis has been full of surprises. Despite observing major military maneuvers in China, India didn’t anticipate the multiple incursions across the LAC in May 2020. For weeks thereafter, the Indian Army leadership insisted the incursions were nothing out of the ordinary. After both sides agreed to an early disengagement plan, the crisis took a shocking turn with a deadly skirmish in June — the first loss of life on the LAC in 45 years. India also mustered its own surprises, deploying troops to occupy tactically valuable heights in late August, to gain some bargaining leverage. And the crisis also abated with a surprise, with the sudden announcement of disengagement from heavily militarised stand-off sites around Pangong Tso Lake in February 2021. Future surprises may yet occur. This paper argues that the risk of China–India conflict is significant because, even if its likelihood is low, its consequences may be considerable. A limited conventional war would be likely to impose significant costs on India, but, depending on the reactions of its partners, it may also reinforce latent Indian suspicions over the utility and reliability of its strategic partnerships. In that way, even a localized limited war on the LAC may have far-reaching implications, if it incidentally drives a wedge between India and its partners in the Quad. Mitigating that risk will require sound policy settings and astute diplomatic and public messaging from Canberra, Washington, Tokyo, and other like-minded capitals. The remainder of this paper is in three parts: first, why a border war is plausible; second, what costs it would impose on India and how it might stir distrust of India’s Quad partners; and, finally, a framework to mitigate those risks.

Abstract:
The United States (U.S.) must approach the growing assertiveness and revisionism of the People’s Republic of China (PRC) by deemphasizing its importance to U.S. policy formation. Although this will seem counterintuitive to most observers, it is an important first step in placing the very real challenges posed by the PRC in their appropriate context. Neither is this to suggest the intentions and actions of the PRC do not pose a serious threat to the interests of the U.S., for in many areas they do. However, in crafting foreign policy, the U.S. government must first focus on promoting and defending its own interests. By contrast, the popular emphasis on “countering” other states is a second-handed approach that cedes the initiative and allows one’s adversary to control one’s policy. That is not to say that U.S. policy should not, where appropriate, be confrontational. Washington should not feel the need to kowtow or appease an increasingly aggressive Beijing. However, any action—cooperative or confrontational—must be taken in pursuit of a larger, positive purpose. The starting point for any policy towards the PRC, therefore, is a grand strategic approach to the Indo-Pacific as a region. It lies in a positive, provalue orientation towards building the world in which the U.S. wants to live.

Abstract:
In September of this year, Australia, the United Kingdom and the United States announced the creation of a new defense pact in the Asia-Pacific region called AUKUS (which is an abbreviation for the names of the member states: Australia, the United Kingdom and the United States). This paper will discuss the objectives of this new tripartite pact as well as the rationale behind the reactions thereto vis-à-vis leading international players and how it reflects the current balance of power and security prospects in the world. Ongoing processes in the world today, including the creation of AUKUS, indicate that China's power and influence have grown so much that the more or less stabile world order may be radically altered if this is not balanced within the security sphere. The main task of the United States (the dominant power of the existing world order) and its allies is to prevent irreversible changes in world order; in particular, those that will accelerate the formation of Chinese hegemony in the Asia-Pacific region and the world at large.

Abstract:
This report traces the origins and development of China’s current naval strategy: “Near Seas Defense and Far Seas Protection.” Near Seas Defense is a regional, defensive concept concerned with ensuring China’s territorial sovereignty and maritime rights and interests. Its primary focus is preparing to fight and win informatized local wars within the first island chain. Far Seas Protection has both peacetime and wartime elements. In peacetime, the Chinese navy is expected to conduct a range of “non-war military operations” such as participating in international peacekeeping, providing humanitarian assistance and disaster relief, evacuating Chinese citizens from danger, and engaging in joint exercises and naval diplomacy. In wartime, the PLAN could be tasked with securing China’s use of strategic sea lanes and striking important nodes and high-value targets in the enemy’s strategic depth. Nears Seas Defense and Far Seas Protection is rooted in the ideas of Alfred Thayer Mahan and Mao Zedong.
