Abstract:: China now is attempting to expand its control to the southernmost extent of its nine-dash-line claim in the South China Sea, in waters ever closer to Indonesian and Malaysian shores. This area of the South China Sea, spanning from Indonesia’s Natuna Islands to the South Luconia Shoals, has greater strategic importance than the Spratly or Paracel Island chains farther to the north. Whereas the Spratlys have for centuries been regarded as “dangerous ground” and commercial mariners have avoided them, the vital sea lines of communication (SLOCs) connecting the Pacific and Indian Oceans flow through this part of the southern South China Sea. Therefore, these areas are far more vital to international commerce and navigation than the dangerous grounds closer to China’s Spratly Islands outposts.

Abstract:: More than 1 million kilometers of submarine cables traversing the ocean floor, each about as wide as a garden hose, transmit up to 99 percent of international data, underpinning global trade and communication. This vital digital infrastructure faces myriad threats, from earthquakes and typhoons to fishing nets and saboteurs. The United States derives significant advantages from its centrality in Asia’s subsea cables, which contribute up to $169 billion to the U.S. economy annually and could benefit more U.S. workers and businesses as demand for digital products and services grows globally. But realizing those benefits will require the United States to step up its policy engagement on Asia’s cable networks, which are changing with China’s rise, the emergence of new regional hubs, and new transpacific routes designed to reduce risks and increase network resiliency.

Abstract:: The recently enacted revisions to China’s Anti-Monopoly Law, and its extensive provisions for regulating China’s “platform economy” – i.e., fintech and ecommerce platforms – are consequential for foreign investors in China, bearing both upside and downside risks. On the one hand, they reinforce the trend of increasing state intervention in China’s economy and commercial markets and raise concerns about a more confined and controlled play-space for the private sector in China, a cohort which includes foreign multinational companies and financial investors.

Abstract:: This article begins by asking how African traders learn to adjust to the foreign world of Guangzhou, China, and suggests that African logistics agents and middlemen serve as cultural brokers for these traders. After defining “cultural broker” and discussing why these brokers are not usually Chinese, it explores this role as played by ten logistics agents/middlemen from Kenya, Nigeria, Ghana and the Democratic Republic of the Congo. As logistics agents, these people help their customers in practically adjusting to Chinese life, and as middlemen they serve to grease the wheels of commerce be- tween African customers and Chinese suppliers. This is despite their own ambivalent views of China as a place to live. They play an essen- tial role in enabling harmonious relations between Africans and Chi- nese in Guangzhou, even though they see themselves not as cultural brokers but simply as businessmen.
