31. North Korean Succession and the Risks of Instability

Abstract:
Transitions often present risks to authoritarian regimes, but the succession in North Korea has apparently passed with few problems. With no opposition from the military and China's clear support, there are no signs to suggest that Kim Jŏng-ŭn, the young leader who replaced his father, Kim Jong-il, following his death in December 2011, is anything but in charge in his own right. Far from creating a regency of older family members or generals, the North Korean system has maintained its focus on a single leader and projected an image of stability and unity as it celebrates the centenary of the birth of its founder, Kim Il-sung. While that image appears to be accurate, there is nothing to suggest that the new leader is or will become inclined to take measures that would either improve the lot of the country's citizens or reduce the regional frictions that Pyongyang is at the centre of.

32. NATO and India: The politics of strategic convergence

In this article, I argue that after having experienced a distinctly cool relationship throughout most of the post-war period and for the 10 years following the end of the Cold War, India and North Atlantic Organization (NATO) are now gradually moving towards each other. Indeed, during the past decade, NATO's 'out-of-area' operations have taken it eastwards from the Mediterranean, while India's 'extended neighbourhood' framework has brought it westwards from the Indian subcontinent. This has created a geopolitical overlap between these two actors, most notably in Afghanistan but also elsewhere in the Indian Ocean. Common advocacy of liberal democracy and overt concerns over jihadist destabilization have brought these two actors together. In NATO's post-Cold War search for relevance and India's post-Soviet search for partners, they have found each other. Unstated potential concerns over China are also a feature in this strategic convergence. However, while NATO has adopted a flexible range of 'Partnership' frameworks, India's sensitivity on retaining 'strategic autonomy' will limit their cooperation to informal ad hoc arrangements.

33. Malaysia's China Policy in the Post-Mahathir Era: A Neoclassical Realist Explanation

Malaysia's China policy in the post-Cold War era – as an instance of a smaller state's strategy toward a proximate and rising great power – has been characterized by three patterns. First, there was a shift from hostility and guarded rapprochement during the Cold War to cordiality and maturing partnership in the post-Cold War era. Second, despite the overall positive development, Malaysia's China policy has remained, in essence, a hedging approach that is driven by both a pragmatic desire to maximize benefits from a closer relationship with the neighboring giant and a contingent calculation to guard against any long-term strategic risks in the uncertain regional environment. Third, such a two-pronged approach, which took shape since the 1990s under Mahathir Mohamad, has endured beyond the Mahathir era. Indeed, under his successors Abdullah Ahmad Badawi and Najib Tun Razak, Malaysia has continued to pursue a policy of dualism vis-à-vis China. What explains the enduring continuity of the hedging approach in Malaysia's China policy? This paper adopts a neoclassical realist perspective, arguing that the continuity is attributed to both structural and domestic factors. Domestically, the changing bases of political legitimation in the multi-ethnic country, which highlight the increasing salience of economic performance and political inclusiveness as key sources of moral authority to the UMNO-led coalition government, have necessitated the succeeding leaders to continue pursuing a pragmatic policy aimed at ensuring a stable and productive relationship with China, not least to gain from the steadily growing bilateral trade and the giant's growing outward investment. Structurally, Malaysia's position as a smaller state has compelled it to be constantly vigilant about the uncertainty of state intentions and inter-great power relations, which in turn demands it adopts contingent measures to hedge against longer-term risks. It is such structural and domestic determinants that have fundamentally shaped the country's policy towards China in general and the South China Sea issue in particular, which characteristically bears the mark of a delicate dualism, i.e. an explicit preference for engaging China through bilateral and multilateral diplomacy, but one that is backed by a low-key practice of maintaining and strengthening its traditional military links with its Western security partners.

This article argues that Japan matters crucially in the evolving East Asian security order because it is embedded both in the structural transition and the ongoing regional strategies to manage it. The post-Cold War East Asian order transition centres on the disintegration of the post-Second World War Great Power bargain that saw Japan subjecting itself to extraordinary strategic constraint under the US alliance, leaving the conundrum of how to negotiate a new bargain that would keep the peace between Japan and China. To manage the uncertainties of this transition, East Asian states have adopted a three-pronged strategy of: maintaining US military preponderance; socializing China as a responsible regional great power; and cultivating regionalism as the basis for a long-term East Asian security community. Japan provides essential public goods for each of these three elements: it keeps the US anchored in East Asia with its security treaty; it is the one major regional power that can and has helped to constrain the potential excesses of growing Chinese power while at the same time crucially engaging with and helping to socialize China; and its economic and political participation is critical for meaningful regionalism and regional integration. It does not need to be a fully fledged, 'normal' Great Power in order to carry out these roles. As the region tries to mediate the growing security dilemma among the three great powers, Japan's importance to regional security will only grow.

The Cambridge history of the Cold War is a three-volume work by 75 contributors, mostly from the United States and the United Kingdom, and is intended as 'a substantial work of reference' on the subject. The bulk of the text deals, in frequently overlapping chapters, with the main protagonists of the conflict—viz. the United States, the Soviet Union and the People's Republic of China—and the areas in which they clashed. At the same time, it aims to go 'far beyond the narrow boundaries of diplomatic affairs', although it is not always successful in doing so. In analysing the origins of the Cold War, the contributors pay perhaps too much attention to ideology as opposed to geopolitics, a flaw which is made easier by the absence of sufficient historical background. On the other hand, the duration of the conflict and the failure of various attempts at détente is more successfully explained in terms of the zero-sum game nature of the conflict and its progressive extension from Europe across the rest of the world. When it comes to the end of the Cold War, the overall conclusion is that this came about through both a shift in the international balance of power following the Sino-Soviet split and the political and economic problems of the Soviet bloc. It is generally agreed that Mikhail Gorbachev's willingness to abandon old shibboleths both at home and abroad was a major factor in bringing about the end of the conflict. The three volumes, while not always an easy read, are the outcome of considerable research and expertise in both primary and secondary sources and will repay careful study.

37. Institutions and the great power bargain in East Asia: ASEAN's limited 'brokerage' role

This article argues that in the post-Cold War strategic transition in East Asia, ASEAN has helped to create a minimalist normative bargain among the great powers in the region. The regional norms propagated through the 'ASEAN way', emphasizing sovereignty, non-intervention, consensus, inclusion, and informality were extremely important in the initial stages of bringing the great powers – especially China and the United States – to the table in the immediate post-Cold War period. During this time, ASEAN helped to institutionalize power relations legitimizing the role of the great powers as well as the 'voice' of smaller states in regional security management. But the process of institutionalizing great power relations contains further steps, and what ASEAN has achieved is well short of the kind of sustained cooperation on the part of the great powers that is so necessary to the creation of a new stable regional society of states. Moreover, ASEAN has provided the great powers with a minimalist normative position from which to resist the more difficult processes of negotiating common understanding on key strategic norms. At the same time, ASEAN's model of 'comfortable' regionalism allows the great powers to treat regional institutions as instruments of so-called 'soft' balancing, more than as sites for negotiating and institutionalizing regional 'rules of the game' that would contribute to a sustainable modus vivendi among the great powers. As such, ASEAN's role is limited in, and limiting of, the great power bargain that must underpin the negotiation of the new regional order. This is a task that the regional great powers (the United States, China, and Japan) must themselves undertake.

Gideon Rachman has an intriguing notion. The broad assumptions of most analyses of world politics since 1989—that the major and middle powers of the world are agreed on a set of shared interests, that globalization has created a positive-sum context in which all can benefit at the same time, that a sort of modern alliance of likeminded states opposed to major conflict and other annoyances such as terrorism and environmental degradation will work to preserve stability—may be breaking down. The “international political system has . . . entered a period of dangerous instability and profound change,” he writes, which will fracture the foundations of the positive-sum, like-minded-powers world.

39. Weibo and “Iron Curtain 2.0” in China: Who Is Winning the Cat-and-Mouse Game?

At the 2008 Chinese Internet Research Conference, Lokman Tsui, in his paper titled “The Great Firewall as Iron Curtain 2.0,” argued that the Great Firewall metaphor obscures and limits our understanding of Internet censorship in China. The term, combining “great wall” and “firewall,” is used to describe the Chinese government’s efforts to control the Internet while at the same time drawing on the Cold War term “iron curtain.” Yet the phrase “Great Firewall of China” gives outsiders the wrong impression, suggesting that in order to bring freedom of speech to the Chinese people, the wall should be pulled down to enable all good things, such as democracy, from the outside to get in. The reality, however, is much more complicated. The Chinese Internet censorship system that filters or blocks external websites from internal view is only one part of a complex set of mechanisms. The Chinese government also uses cyber police and legal regulations to censor online content, and implements various types of surveillance and punitive actions to bring about self-censorship. Most entities in the private sector in China employ people to read and censor content manually, and can be warned or shut down by the Chinese government if they violate rules of acceptable content. There are also Chinese blogs, emails, social networks, and text messaging services that have opened up new forums for exchanging ideas, and these have created new targets for censorship. Since China has never had mechanisms to accurately detect and reflect public opinion, blogs and BBS (bulletin board system) have become an effective route to form and communicate society’s public opinion. We should not underestimate the extensive consequences that the Internet has brought to every realm of global affairs. The Internet has enhanced the capabilities of traditional actors such as the state and firms, but these technologies have also empowered less privileged groups by providing information and facilitating participation in policy-making procedures. The Internet and other networking technologies have facilitated change in the dynamic between the Beijing regime and the people in China. Who is winning the cat-and-mouse game? I argue that the Internet, more specifically Weibo (微博), the Chinese version of Twitter, and the microblogging system, have strengthened both the government and the people in China. Weibo has more functions than Twitter, such as commenting on others’ posts, turning a message into a conversation, and transmitting photographs and other files with posts. More recently, a great deal of politically sensitive material survives in the Chinese blogosphere provided by blog service providers such as Sina (新浪), Tencent (腾讯), Sohu (搜狐), and so on. The Chinese government is learning to adapt to these new circumstances, and becoming more responsive. Instead of strictly monitoring every posted comment on the Web, the Chinese government is selectively tolerating Internet expression “to provide a safety valve for the release of public anger” and improve its governance. This article is organized into four sections: a debate concerning the political impact of the Internet in the context of Chinese state-society relations; an examination of how Chinese leaders censor the people’s use of the Internet and Weibo, and how their citizens use Weibo to gather information, exchange views, and organize protests and rallies; and a brief conclusion.

Abstract:
In the past decade, the People's Republic of China has made dramatic inroads on the African continent. Many believe China's recent activities in Africa to be the most significant dynamic in international affairs on the continent since the end of the Cold War. Although China has a centuries long history of ties with Africa, in the decades immediately following the founding of the People's Republic in 1949 these ties were largely motivated by ideology as China moved to support African anti-colonial liberation movements and leaders. In contrast, today's re-emergence of Chinese activities in Africa is driven by economic and political interests.
