Abstract:
With the collapse of the Soviet Union and the demise of East-West and Sino-Soviet competition for influence in the Korean peninsula after the cold war, Beijing adjusted Chinese relations to take advantage of economic and other opportunities with South Korea, while sustaining a leading international position in relations with North Korea. In contrast with steady Chinese efforts to use post cold war conditions in order to advance China's relations with South Korea, Chinese foreign policy toward North Korea has been characterized by reactive moves in response to abrupt and often provocative behavior of North Korea, and, to a lesser degree, the United States.

Abstract:
Few things have changed China's foreign policy toward the United States more subtly than the issue of a nuclear Democratic People's Republic of Korea, commonly known as North Korea. The catalysts of these events were, on the one hand, the July 5, 2006, long-range missile test and the October 9, 2006, nuclear weapon test. On the other hand, the Six Party Talks that had been designed perhaps to prevent these very events have also been a catalyst to changes in US-China relations. In part these changes in Chinese foreign policy toward the US are because of changes within China itself. Partly these changes in Chinese foreign policy toward the US reflect China's changing role in the international system. And partly they are in response to US policy toward China. The nexus of these three elements has been a more respectful and open relationship between the two powers, but one still fraught with nuances and complexities.

Abstract:
At China's invitation, The Carter Center sent a seven-person, international team led by Dr. Robert Pastor, a Carter Center Fellow and expert on elections, to observe the village electoral process in Fujian and Hebei provinces. The delegation also held discussions with officials in Beijing on election issues and on future areas of cooperation between The Carter Center and China. The delegation concluded that the village elections are a serious and positive development in empowering China's 900 million villagers, even though many parts of the country might not have fully implemented the election rules yet.

Abstract:
Established in 2001 with China, the Russian Federation, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan as members, the Shanghai Cooperation Organization (SCO) has remained one of the world's least-known and least-analysed multilateral groups. It makes little effort itself for transparency and is only patchily institutionalized in any case. Such useful research materials as are available on it are often in Chinese or Russian. Outside its participant countries, the SCO has attracted mainly sceptical and negative comment: some questioning whether it has anything more than symbolic substance, others criticizing the lack of democratic credentials of its members and questioning the legitimacy of their various policies. These points have been made especially strongly by commentators in the United States following the inclusion of Iran—along with India, Pakistan and Mongolia—as an SCO observer state and hints that it may attain full membership.

Abstract:
This paper examines the strategic convergence between Russia and China. Strategic convergence is understood as the overlap of key objectives and interests with regard to long-term developments in world politics, which provides the basis for extensive tactical co-operation between two or more states. The paper focuses on the compatibility of Russia and China in terms of complementary economies, location and political outlook. The match between Russian natural resources and Chinese markets is examined in particular. The paper concludes that a closer relationship between the two countries in many ways would be of mutual advantage, but that it is far from certain that an alliance will develop.

L'émergence de la Chine et de l'Inde suscite depuis peu de nombreux débats scientifiques. Caractérisé par le développement de la croissance, des échanges commerciaux et des dépenses militaires, par la possession d'un arsenal nucléaire et par la revendication d'ambitions diplomatiques mondiales, l'essor des deux géants asiatiques suscite la fascination et l'inquiétude. Entre les lieux communs, l'imaginaire collectif et les travaux scientifiques, l'air du temps est aux interrogations quant à l'avenir de l'Asie et à l'évolution des puissances indienne et chinoise. Après avoir brièvement décrit leur émergence concrète sur la scène internationale, nous essaierons d'analyser la montée en puissance des deux géants et leur éventuelle trajectoire de collision au regard d'un concept peu développé dans les relations internationales, celui de « rivalité ». L'étude de ce phénomène, qui s'est constitué en objet de recherche théorique dans les années 1990, nous permettra de voir si l'Inde et la Chine peuvent se concevoir comme des « puissances rivales ».

Abstract:
This paper assesses China's role in Asia as an independent engine of growth, as a conduit of demand from the industrial countries, and as a competitor for export markets. We provide both macroeconomic and microeconomic evidence. The macroeconomic analysis focuses on the impact of U.S. and Chinese demand on the output of the Asian economies by estimating growth comovements and VARs. The results suggest an increasing role of China as an independent source of growth. The microeconomic analysis decomposes trade into basic products, parts and components, and finished goods. We find a large role for parts and components trade consistent with China playing an important and increasing role as a conduit. We also estimate some regressions that show that China's increasing presence in export markets has had a negative effect on exports of some products for some other Asian economies, but not for other products, including those of the important electronic high-technology industry.

Abstract:
The White House has recently taken important steps to ensure that the tenets of the Bush Doctrine endure beyond the end of President George W. Bush's administration, including a new strategy in Iraq and an increase in the size of U.S. land forces. But as time grows short, the president needs to attend closely to three matters. The first of these—a surge in U.S. efforts in Afghanistan—was discussed in the February 2007 edition of National Security Outlook, is a need as obvious and pressing as Iraq and an important factor in the urgency of rebuilding land forces, especially the Army. The second and third factors are less frequently discussed but essential for the long-term viability of the Bush Doctrine and the continuation of the Pax Americana: articulating a strategy for the “Long War” in the greater Middle East and devising a genuinely global response to the rise of China. This issue of National Security Outlook is devoted to the second factor, the strategy for winning the Long War in the Middle East.

With the recent announcements of a new strategy for Iraq and a commitment to begin increasing the size of U.S. land forces, the White House has taken two important steps to ensure that the tenets of the Bush Doctrine endure beyond the end of President George W. Bush's administration. Since 9/11 and indeed since the beginning of this administration, strategy has been made by an odd combination of ad hoc improvisation and expansive rhetoric. The day-to-day business of fitting means to ends and filling in the policy blanks has either been delegated to subordinates, left to the bureaucracy, or put in the “too hard” box. As time grows short, Bush needs to attend closely to three further matters. The first is as obvious and pressing as Iraq and an important factor in the need to rebuild land forces, especially the Army: a surge in U.S. efforts in Afghanistan. The second and third factors are less frequently discussed but essential for the long-term viability of the Bush Doctrine and the continuity of the Pax Americana: articulate a strategy for the “long war” in the greater Middle East and devise a genuinely global response to the rise of China. 2610. Regional Monetary Arrangements in ASEAN+3 as Insurance through Reserve Accumulation and Swaps

Abstract:
East Asia is witnessing the emergence of an informal monetary system which focuses on self-insurance through own reserve accumulation and co-insurance through swaps. The former is concentrated in a small number of large countries (China, Japan, and Korea), while the latter involves informal monetary cooperation among monetary authorities in a large number of countries. The origins of this system lie in the Asian financial crises, and reflect concerns both to avoid repetition of similar events and any spread of further crises through contagion effects. This paper first characterizes and documents this emerging system describing how it works and what its objectives are, and then discusses its performance, its incompleteness, and assesses the system's ability to move towards deeper integration without adopting a single monetary authority as well as the impediments it faces. What is clear is that this type of system among individual countries is incomplete and falls well short of complete monetary integration, but at present it performs well even if it experiences a number of deficiencies. Most countries seem better off with partial reserve pooling, while incremental gains from higher degrees of pooling in the region tend to be small.
