It discusses how China's foreign policy principles both provide opportunities and exert constraints on China's presence in Afghanistan and beyond; it explores China's policy options in Afghanistan and evaluates Afghanistan's own preferences vis-à-vis China; it highlights China's close relations with Pakistan and how these are part of an evolving strategic landscape; and considers the indirect contribution of the Shanghai Cooperation Organisation to alleviating Afghanistan's security predicament.

Abstract:
Indigenous innovation has become the greatest immediate source of economic friction between the United States and China. This trend is not unique to these two countries; policy makers globally are actively trying to stimulate domestic innovation. The burgeoning markets for biotech and environment-related products and services and, potentially even more important, countries' efforts to emerge from the global economic slowdown all reinforce this trend. Mindful of this global scene, China has made indigenous innovation one of the core elements of its attempt to make a structural shift up the industrial value chain.

Abstract:
International cooperation in the area of high technology—in design and development, manufacturing, and distribution—is one of the most important features of the current state of innovation around the world. Outsourcing, the ability to search for talent globally, the lowering of costs by transferring production facilities to developing countries, the evolution of global supply chains, venture capitalists' tireless search for fresh ideas all over the world—all these and numerous other processes combine to shape the reality of modern highly internationalized, collaborative, and interconnected activities involved in developing innovative new technologies. Even during the recent global economic crisis, these trends persisted. In spite of the fact that Western multinational corporations (MNCs) dominate the market and still are key players in these processes, companies from China and other developing nations are actively joining the game. Russia, which has declared its intention to regain (on a new footing) its former leader- ship role in science and technology, is also looking at international cooperation in the area of high technology as a powerful and important instrument for the development of national networks of innovation and a strong innovative economy, in hopes of securing a significant future market share in global sales of high-technology goods and services. But unlike many other nations, Russia's path, strategies, and modes of cooperation are still in transition, and are affected not only by the logic of the globalized economy, but also by different political and economic challenges inherited from previous decades, as well as by the political visions of different groups of national elites.

Fifteen years ago, international aid agencies interested in doing development projects in China would begin their efforts with a fairly predictable series of meetings. A delegation from the organization would arrive in Beijing to meet with embassy officials, Chinese ministry officials, and the same small band of Chinese and foreign development experts who pioneered work in the late 1980s and 1990s in areas such as commercial law reform and rural development.

2025. Civil-Military Relations in China: Assessing the PLA's Role in Elite Politics

Abstract:
This study reviews the last 20 years of academic literature on the role of the People's Liberation Army (PLA) in Chinese elite politics. It examines the PLA's willingness to support the continued rule of the Chinese Communist Party (CCP) and to obey directives from top party leaders, the PLA's influence on the selection of China's top civilian leaders, and the PLA's ability to shape the domestic political environment. Over the last two decades the discussion of these three issues has largely been shaped by five trends identified in the literature: increasing PLA professionalism, bifurcation of civil and military elites, a reduced PLA role in political institutions, reduced emphasis on political work within the PLA, and increased military budgets. Together, these trends are largely responsible for the markedly reduced role of the PLA in Chinese elite politics.

2026. Fresh sanctions on Iran : Will these help?

Abstract:
By all reckoning, the latest round of UN sanctions on Iran (Resolution 1929, 9th June 2010), backed up by further extension and expansion of the scope of US sanctions (June 2010) and imposition of EU sanctions on 26th July 2010, should make life very difficult for the Islamic Republic. The continued tightening of the sanctions regime indicates the serious concerns that Tehran have aroused over the development of its nuclear programme. Iran professes its commitment to only a civilian nuclear programme in conformity with its obligations under the Nuclear Non Proliferation Treaty (NPT); a large number of states of the international community suspect Iran of developing a military programme behind the cover of its legitimate civilian one. Tehran's protestations of innocence of the charge have regularly been dismissed by most of its neighbours, and even the International Atomic Energy Agency (IAEA) has not been fully satisfied on this point by Tehran. The issue has generated a set of proposed responses from various members of the international community, ranging from extreme options of surgical strikes against Iran's nuclear facilities (favoured by Israel, and under consideration in some segments of the US administration), through moderate options of international sanctions regime (favoured by most of the states, including USA and the EU) to the softer options of persuasion by continued and growing diplomatic engagement (China and Russia). Over the past two years, international opinion has steadily drifted towards a tight sanctions regime, reflected in the UN Resolution in June 2010 and that of the EU in July. Valid questions are, however, being raised about the efficacy of the international sanctions regime.

Speaking in China on November 16, 2009, President Barack Obama said, “I think that the more freely information flows, the stronger the society becomes, because then citizens of countries around the world can hold their own governments accountable. They can begin to think for themselves” [video—transcript]. Secretary of State Hillary Clinton quoted most of the same phrase two months later in her own ringing endorsement of Internet freedom, delivered in a speech at the Washington, DC, Newseum on January 21, 2010.

Dr. Fingar made the comment above to highlight the challenges that “the explosive growth of the amount of information that is out there” now present to the analytic and policymaker communities—as illustrated by the fact that official People's Republic of China (PRC) statistics from 2003, the last year they were published, put the number of China's periodicals at 11,193. However, although Fingar did not say so, there is some chance that his project thirty-one years before may have been driven, in part at least, by the intelligence community's recognition that there was already too much information.

Since the beginning of the twenty-first century, China's defense science, technology, and innovation (DSTI) system has been vigorously developing a comprehensive set of innovation capabilities that will eventually allow it to join the world's top tier of military technological powers. Ample access to financial, human, and research resources; strong political support; inflows of foreign technologies and know-how; and the introduction of advanced modes of governance, market competition, and management are producing significant progress, although from a low base. But long-term success is far from assured as daunting structural bottlenecks stand in the way, not the least of which is the struggle to overcome a long history of debilitating Socialist central planning.
