Abstract:
In addition to being the largest country outside of the trading bloc, Russia has also recently achieved another undesirable distinction in the annals of the World Trade Organization (WTO): the longest candidacy bid at over sixteen years, surpassing China's previous record. Russian leaders have notably fluctuated in their desire for entry and their demands along the WTO accession journey, leading to serious uncertainty about where the entire process is headed. Rising interest in regional organizations such as the Shanghai Cooperation Organization and the Eurasian Economic Community may even herald the decline of the supremacy of Western institutions, at least among many states in Eurasia. Deciphering how post-Soviet states determine their policies in the international arena is a treacherous affair, but an important one for the economic order.

Abstract:
In the current era, the most striking development is the appearance of rising powers. These include Brazil, Russia, India, and China but also South Africa, Mexico, and South Korea. No longer can a small group of advanced states, the Group of Seven (G-7), manage the world economy. The G-7 has for all practical purposes been replaced by the G-20, which includes China, India, South Korea, Indonesia, and Australia. The emerging powers in Asia account for a growing share of the world's global domestic product. These powers are spending more on their military—India already has an aircraft carrier and plans to procure two more. China's growing navy is a major concern to the United States military.

Abstract:
Ensuring security in the Indo-Pacific region will be the primary foreign policy challenge for the United States and liberal nations over the next generation. Doing so successfully will provide the greatest economic and political opportunities for the next quarter century. Conversely, a failure to maintain stability, support liberal regimes, create cooperative regional relations, and uphold norms and standards of international behavior will lead to a region, and world, of greater uncertainty, insecurity, and instability. Due to its economic strength, military power, and political dynamism, the Indo-Pacific will be the world's most important region in coming decades, and its significance will be felt throughout the globe. Since the end of World War II, it has transformed itself into the world's economic powerhouse, yet has also witnessed a struggle between tides of liberalism, authoritarianism, and even totalitarianism. It remains riven by distrust, territorial disputes, ethnic tensions, and painful historical memories. The Indo-Pacific's unique geography makes the balance of regional security most vulnerable in its "commons": the open seas, air lanes, and cyber networks that link the region together and to the world.

1975. Perverse Incentives in the Chinese Health System and Assessment of the April 2009 Reform

Abstract:
Since 1978, China has been primarily market-focused in its provision of health care and social services. The market-driven health care system has been characterized by perverse incentives for individual providers, patients, and hospitals that are inducing improper provision of care: overprescription of pharmaceuticals and hightech testing, lack of effective primary care and gatekeeping, and competition for patients instead of referral. The national health care reform document that was made public in April 2009 recognizes this failure of the market in health care in China. The document suggests potential policies for improvement on the current system that are focused primarily on a targeted increase in government funding and an increased, changing role for the government. We assess the potential of this national health care reform to achieve the stated goals, and conclude that the reform as designed is necessary but insufficient. For the reform to meet its goals, the promised increase in funding should be accompanied by improved data collection, regional piloting, and a strong regulatory and purchasing role for the government in aligning incentives for individual and institutional payers, providers, and patients.

Abstract:
Many Chinese express dissatisfaction with their healthcare system with the popular phrase Kan bing nan, kan bing gui ("medical treatment is difficult to access and expensive"). Critics have cited inefficiencies in delivery and poor quality of services. Determining the pattern of patient satisfaction with health services in China-and the causes of patient dissatisfaction-may help to improve health care not only in China but in countries in similar predicaments throughout the world.

Abstract:
In contemporary China a cacophony of voices urges decision makers to pursue a variety of foreign policies. The continuing pluralization of Chinese society and China's growing interdependence with the international order have made decision-making processes more complex. These changes, taking place at a time when China's cooperation is increasingly vital to the resolution of key global issues, present a challenge to foreign policy makers. Effective engagement of China in the international arena requires an understanding of the interplay within and between not only the Communist Party of China (CPC), the Chinese Government and the People's Liberation Army (PLA) but also new foreign policy actors on the margins of the traditional power structure. These new actors include resource companies, financial institutions, local governments, research organizations, the media and netizens.

1978. Powerplay: Origins of the U.S. Alliance System in Asia

Abstract:
In East Asia the United States cultivated a "hub and spokes" system of discrete, exclusive alliances with the Republic of Korea, the Republic of China, and Japan, a system that was distinct from the multilateral security alliances it preferred in Europe. Bilateralism emerged in East Asia as the dominant security structure because of the "powerplay" rationale behind U.S. postwar planning in the region. "Powerplay" refers to the construction of an asymmetric alliance designed to exert maximum control over the smaller ally's actions. The United States created a series of bilateral alliances in East Asia to contain the Soviet threat, but a congruent rationale was to constrain "rogue allies"- that is, rabidly anticommunist dictators who might start wars for reasons of domestic legitimacy and entrap the United States in an unwanted larger war. Underscoring the U.S. desire to avoid such an outcome was a belief in the domino theory, which held that the fall of one small country in Asia could trigger a chain of countries falling to communism. The administrations of Harry Truman and Dwight Eisenhower calculated that they could best restrain East Asia's pro-West dictators through tight bilateral alliances rather than through a regionwide multilateral mechanism. East Asia's security bilateralism today is therefore a historical artifact of this choice.

Abstract:
The contemporary politics of China reflect an ongoing effort by the ruling Chinese Communist Party (CCP) to claim the right to rule in light of the consequences of economic development, international pressures, and historical change. China stands out within the Asian region for the success the regime has achieved in this effort. By focusing on the changes in China elite discourse during the reform period and particularly during the last decade, this paper aims to elaborate on the relative importance of various sources of legitimacy as they shift over time, as well as on their inherent dilemmas and limitations. There is evidence of an agile, responsive, and creative party effort to relegitimate the post-revolutionary regime through economic performance, nationalism, ideology, culture, governance, and democracy. At the same time, the paper identifies a clear shift in emphasis from an earlier economic‐nationalistic approach to a more ideological-institutional approach.

1980. Empty Promises? Obama's Hesitant Embrace of Human Rights

After eight years of the Bush administration, with its torture of suspected terrorists and disregard for international law, Barack Obama's victory in the November 2008 U.S. presidential election seemed a breath of fresh air to human rights activists. Obama took office at a moment when the world desperately needed renewed U.S. leadership. In his inaugural address, Obama immediately signaled that, unlike Bush, he would reject as false "the choice between our safety and our ideals." Obama faces the challenge of restoring the United States' credibility at a time when repressive governments -- emboldened by the increasing influence of authoritarian powers such as China and Russia -- seek to undermine the enforcement of international human rights standards. As he put it when accepting the Nobel Peace Prize, the United States cannot "insist that others follow the rules of the road if we refuse to follow them ourselves." His Nobel speech in Oslo also affirmed the U.S. government's respect for the Geneva Conventions. "Even as we confront a vicious adversary that abides by no rules," Obama argued, "I believe the United States of America must remain a standard bearer in the conduct of war. That is what makes us different from those whom we fight. That is a source of our strength." When it comes to promoting human rights at home and abroad, there has undoubtedly been a marked improvement in presidential rhetoric. However, the translation of those words into deeds remains incomplete. AN INCOMPLETE REVERSAL Obama moved rapidly to reverse the most abusive aspects of the Bush administration's approach to fighting terrorism. Two days after taking office, he insisted that all U.S. interrogators, including those from the CIA, abide by the stringent standards adopted by the U.S. military in the wake of the Abu Ghraib debacle. He also ordered the shuttering of all secret CIA detention facilities, where many suspects "disappeared" and were tortured between 2001 and 2008. Finally, he promised to close the detention center at Guantánamo Bay, Cuba, within a year.
