Abstract:
In October 1988, a national plebiscite to extend the military rule of then-Chilean President Augusto Pinochet was voted down by 56 percent of the electorate. This transformational event has been re-imagined 24 years later in a film named after the “No” coalition of 16 political parties that led the opposition campaign.No is the third and final work in a cinematic depiction of the period of Pinochet's rule (1973–1989) by Chilean director Pablo Larraín, 36. The first two were Tony Manero (2008) and Post Mortem (2010). The 110-minute film, starring Mexican actor Gael García Bernal, is based on Plebiscito, an unproduced play by Chilean novelist Antonio Skármeta about René Saavedra, a young advertising executive who spearheaded the “No” campaign and managed to outflank the pro-Pinochet forces, who were outspending the opposition 30-to-1, with a shrewd messaging strategy that mobilized almost 4 million supporters.

Abstract:
On January 26 and 27, representatives from 61 nations, including 43 heads of state, gathered in Santiago, Chile for the 7th bi-regional summit of EU-LAC Heads of State and Government. It was one of the largest summits ever held in South America, and the first time that the Community of Latin American and Caribbean States (CELAC), launched in 2010, participated as the EU's institutional counterpart.

Dispatches: El Alto, Bolivia BY JORGE DERPIC AND SARA SHAHRIARI The former settlement on a plateau above La Paz is becoming a city unto itself, due in no small part to onetime protest leader and now favorite son, President Evo Morales. Blazing sun, freezing nights, roads clogged with traffic, and a vast maze of adobe houses populated by nearly a million people. This is the Bolivian city of El Alto. Once an outlying neighborhood on the high plains above La Paz, El Alto has today surpassed its population. Matching El Alto's growing profile, the city is also about to host some major public projects. President Evo Morales has promised a multi-million dollar soccer stadium and—perhaps most important—the government is installing natural gas connections to tens of thousands of homes. El Alto's new look also underlines its newfound political influence. Just a decade ago, in October 2003, demonstrators filled the streets to protest the Bolivian government's plans to export natural gas through Chile, turning the city into a battlefield. Those bloody days of conflict—known as the “gas war”—left more than 60 civilians dead in clashes with police and soldiers. The conflict set the stage for the rise of Morales, who in 2006 became Bolivia's first Indigenous president.

Abstract:
This article applies the debate on the recent emergence of outsider candidates in Latin America to independent presidential candidate Marco Enríquez-Ominami (ME-O) in Chile in 2009. We test five competing hypotheses to explain his electoral success. First, his support is explained by the consolidation of democracy, reflected by the disposition of voters to disregard the authoritarian/democratic-aligned candidates. Second, his support is explained by the decline of ideological identification, reflected by the disposition of voters to prefer nontraditional candidates. Third, his support is explained by the resurgence of the Left, reflected by the disposition of voters to identify with anti-Washington Consensus candidates. Fourth, his support is explained by the demand for quick government action, reflected in the predisposition of voters to consider candidates who will solve problems fast even if they do not ask voters for their opinions. Fifth, his support is explained by the declining support for established parties, reflected by the predisposition of voters to favor antisystemic candidates. We use survey data to test these hypotheses. We find no evidence to support the claims that ME-O fits any of the explanations. Though he was widely referred to as an outsider, his success seems to respond to national affairs rather than to a regional pattern.

Abstract:
Peru's new Minister of Mines and Energy, Carlos Herrera, announced yesterday that authorities from the country's Comité de Operación Económica del Sistema—the national agency responsible for energy oversight—would begin rationing energy in Peru's major northern cities Trujillo and Cajamarca. Although the likely need for electricity rationing in 2011 was predicted last year by former Mines and Energy Minister Pedro Sánchez, the implementation of cuts highlights Peru's infrastructural shortcomings in the energy sector. According to the government statement, hydroelectric facilities in Peru's central regions produce sufficient energy to fulfill demand, but the country “does not have the capacity to transport sufficient electricity to the north.” Power will initially be cut only during nighttime hours in the affected areas and the government has voiced support for plans to import electricity from Ecuador, Colombia and Chile in the near future.

Abstract:
Argentina, Bolivia, Brazil, Chile, Ecuador, Nicaragua, Uruguay and Venezuela are currently ruled by governments that are typically considered to be on the left of the political spectrum due to their progressive, reformist stances. Together, these states account for almost two thirds of Latin America's population and roughly half of its combined GDP. In the 2006 presidential election in Mexico, the candidate who shared the political views of the aforementioned states was defeated by less than percent in a contested turnout.

Abstract:
This article identifies and proposes a framework to explain the responses of Latin America's Roman Catholic churches to a new strategic dilemma posed by religious and political pluralism. Because the church's goals of defending institutional interests, evangelizing, promoting public morality, and grounding public policy in Catholic social teaching cut across existing political cleavages, Church leaders must make strategic choices about which to emphasize in their messages to the faithful, investment of pastoral resources, and alliances. I develop a typology of Episcopal responses based on the cases of Argentina, Chile, Brazil, and Mexico, and explain strategic choices by the church's capacity to mobilize civil society, its degree of religious hegemony, and the ideological orientations of Catholics. The analysis draws from 620 Episcopal documents issued since 2000.

El presente trabajo analiza, desde una perspectiva comparada, las percepciones de las elites parlamentarias de los países miembros del MERCOSUR respecto a las Fuerzas Armadas y a cuestiones de seguridad y defensa. Ante la creciente cooperación en materia de seguridad, se indaga en el plano de los valores y convicciones de las elites políticas para buscar indicios relacionados con el desarrollo de una comunidad regional de seguridad en el sur de América Latina. A partir de los resultados de dos proyectos de investigación empírica sobre los sectores parlamentarios, el artículo identifica semejanzas y discrepancias entre las percepciones de los diputados y senadores de Argentina, Brasil, Chile, Paraguay y Uruguay, y discute las posibles consecuencias con miras a una profundización de la cooperación en materia de seguridad.
