1. Balancing Natural Resources and Human and Social Capital: Pathways to Economic Diversification in Mongolia

Abstract:
Economic diversification has gained significant attention as a crucial factor for sustainable development worldwide. This paper addresses the risks associated with extreme specialisation and explores the potential benefits of economic diversification for Mongolia. By comparing Mongolia with its designated aspirational and structural peers, the paper aims to shed light on strategies that can foster economic and societal diversification in the country. Although Mongolia possesses favourable levels of human capital compared with its peers, its unusually high ratio of natural capital to human capital highlights the necessity of reducing reliance on natural resources and promoting human capital-intensive economic activities. The paper examines the implications of declining demand for Mongolia's key minerals, primarily coal, resulting from climate change concerns and evolving investor preferences towards sustainability, China's coal consumption reduction goals, and the enduring impact of the COVID-19 pandemic. Through this analysis, the paper offers insights into pathways for Mongolia to diversify its economy and enhance the well-being of its people by striking a balance between natural resources and human and social capital.

Abstract:
El presente Documento de Trabajo tiene por objetivo identificar y analizar los elementos más relevantes del Proceso Constitucional de Chile en 2023, tomando en consideración la mejora de la gobernanza democrática. Se aborda un breve contexto histórico y político sobre el último ciclo constituyente en Chile, desde los gobiernos de la Concertación de Partidos por la Democracia hasta el presente año. Luego, se plantea reconocer y analizar los ejes principales del texto de Nueva Constitución que se plebiscitará el 17 de diciembre de 2023, en cuanto a sus contenidos centrales, mostrando sus consensos y disensos en un amplio campo de materias. Más adelante se identifican los principales partidos y sectores influyentes en el proceso constitucional y en el debate político, además de la evolución de la opinión pública. Finalmente, se exploran algunas perspectivas o escenarios futuros sobre la posibilidad de establecer consensos amplios entre las diversas fuerzas políticas chilenas, destacando la eventual presencia de una hegemonía conservadora en el diseño y contenidos de una nueva Constitución.

3. Social Policy Expansion and Retrenchment After Latin America’s Commodity Boom

Abstract:
The literature on social policy expansion and retrenchment in Latin America is vast, but scholars differ in how they explain the outcomes, arriving at different conclusions about the role of democracy, left parties, favorable economic conditions, and social movements in shaping reform. What can welfare state developments since the end of the commodity boom teach us about the theoretical power of these arguments? This paper engages this question, seeking to explain recent incidents of social policy reform in 10 presidential administrations in Argentina, Brazil, Chile, and Uruguay. Using a combination of crisp-set qualitative comparative analysis (csQCA) and case studies, we identify multiple paths toward social policy expansion and retrenchment that involve the absence and presence of electoral competition, economic resources, party ideology and linkage mechanism, social movement pressure, international pressure, and legacies. The results show that while both parties of the left and right expanded social programs, only the right engaged in retrenchment, yet partisanship alone is insufficient for explaining reform outcomes, as the variable must appear in combination with other factors depending on the party’s linkage mechanism. The results provide new insight into the politics of social policy reform in Latin America, showing the relevance of complex forms of causality.

Abstract:
We show that proximity to military bases during the Pinochet dictatorship in Chile (1973-1990) exposed civilians to more state repression and led to (i) stronger electoral opposition to Pinochet and (ii) a long-lasting strengthening of democratic values. Our empirical strategy exploits the location of military bases during the many decades of democratic rule before the military coup, which we show is unrelated to pre-coup electoral outcomes. We find that residents of counties housing these bases both registered and voted “No” to Pinochet’s continuation in power at higher rates in the crucial 1988 plebiscite that bolstered the democratic transition. These counties also experienced more civilian deaths and forced disappearances during the dictatorship, indicating that increased exposure to repression affected voters’ behavior. After democratization, residents of these counties who were exposed to the military coup report greater support for democracy in surveys, but there are no persistent effects on electoral outcomes.

Abstract:
Democratic representation seems to be increasingly under stress in various established democracies, such as Greece, Spain, and the USA. Chile is also following this trend, but there are a number of partic- ularities that make the Chilean case distinctive. After all, Chile is widely regarded as one of the most consolidated democratic regimes in Latin America and as having solid economic performance. However, citizens have shown decreasing levels of satisfaction with democracy and repre- sentative institutions, and are turning to protest and social mobilization to express their discontent. The paradox that Chile is facing today lies in the mismatch between the attitudes of voters and the overall perfor- mance of the regime. In explaining this intriguing puzzle, most of the literature has emphasized the legacy of institutional arrangements inher- ited from military rule. We argue that institutions are necessary but insuf- ficient for explaining the increasing challenges that democratic represen- tation faces. Thus, we also claim that it is necessary to consider not only the expansion of critical citizens and middle income earners, but also the repoliticization of inequalities.

10. Parties under Stress: Using a Linkage Decay Framework to Analyze the Chilean Party System

Abstract:
Conventional wisdom suggests Chile’s party system is highly institutionalized. However, recent declines in participation and partisan- ship have begun to raise questions about this veneer of stability. This article assesses the current state of the Chilean party system, analyzing its ability to provide linkage. We specify a theoretical framework for identi- fying challenges to linkage and constraints on necessary adaptation. We then use this framework to evaluate linkage in the contemporary Chilean system, emphasizing how its representational profile has changed since the democratic transition. The analysis suggests the two partisan coali- tions no longer present clear policy alternatives and programmatic repre- sentation increasingly depends on policy responsiveness and relics of old ideological divides. Significant institutional constraints impede parties’ ability to incorporate demands from emerging social groups, and clien- telism remains a complementary but not core linkage mechanism. This evidence indicates that while representation in Chile has not yet failed, the system contains serious vulnerabilities.
