31. Lost in Trans-nation: Tubu and Other Armed Groups and Smugglers along Libya's Southern Border

Abstract:
Southern Libya after the fall of Qaddafi has become synonymous with lawlessness. For centuries, the area has been home to a shifting sea of ethnic groups who see the border as an imposition but not a barrier. The Tubu (or Teda) are one such group, whose presence stretches across southern Libya, Chad, and Niger. In Lost in Trans-Nation: Tubu and Other Armed Groups and Smugglers along Libya’s Southern Border, the Small Arms Survey explores the role of Tubu militias before and since the fall of the Qaddafi regime; the roles and alliances of Chadian and Sudanese combatants in the border area; the Agadez–Fezzan corridor, placing particular weight on recent changes in migrant smuggling and drug trafficking; and data and analysis of regional weapons flows. Authored by researchers Jérôme Tubiana and Claudio Gramizzi, Lost in Trans-Nation is a joint publication of the Small Arms Survey’s Security Assessment in North Africa (SANA) and Human Security Baseline Assessment (HSBA) projects, in cooperation with Conflict Armament Research, and builds on the 2017 report Tubu Trouble: State and Statelessness in the Chad–Sudan–Libya Triangle by the same authors and organizations.

Abstract:
This paper seeks to identify the main characteristics and outcomes of local content frameworks (LCFs) in African oil and gas producing countries. This research is based on the hypothesis that the more specifi c the /CFs, the Eetter the outcomes. 7he study adopts a comparative case study approach based on experiences in seven African countries (Angola, Chad, Equatorial Guinea, Ghana, Nigeria, Tanzania and Uganda) with aim of understanding the broader context and trends. To achieve this objective, a reJional cataloJue of /CFs and practices is developed in order to fi ll the NnoZledJe gap about local content experiences in Africa. The cases of Angola and Chad are explored in greater detail in order to identify additional factors that may shape the outcomes of LCFs. 7he research reveals tZo main fi ndinJs. First, all seven countries in the study have implemented LCFs to promote local employment, skills development and national industry participation. However, only Angola, Ghana and Nigeria have developed specifi c local content policy, leJislation and contracts for the oil and Jas sector. 6econd, there appears to Ee a direct correlation EetZeen specifi city of /CFs and the outcomes achieved. 33. Macroeconomic Impact of Capital Flight in Sub-Saharan Africa

Abstract:
This paper assesses the impact of capital flight on growth in thirty-one sub-Saharan African countries. It first considers the “macro fundamentals” hypothesis that capital flight would be lower in a country whose government adhered to “sound” macroeconomic policies. Analytical considerations fail to support this hypothesis. Second, it develops a growth estimating equation derived from the Harrod-Domar framework. The growth estimations support the conclusion that capital flight had a major impact on growth over the last three decades, 1980–2010. The negative impact was greatest for the petroleum-exporting countries and those affected by internal conflict, but it was also substantial for the other countries, with a few exceptions.

Abstract:
On 11 January 2013, France initiated an intervention in Mali in order to stop rebel and Islamist fighters marching towards the capital Bamako. Exactly one month later, on 11 February, French President François Hollande claimed victory against Islamist insurgents. On 18 February, a group of seven tourists was kidnapped in Cameroon, near the Nigerian border, by Ansaru, a militant group loosely affiliated to the Nigerian group Boko Haram. One day later, a French soldier was killed in a clash with Islamist fighters in the mountainous region in Northern Mali. France originally planned to leave Mali in March 2013, but has since extended its commitment.

35. Analysing the Crisis in the Sahel

On 22 March 2012, disaffected soldiers took control of Bamako and reversed the regime of President Amadou Toumani Touré, known as ATT, an act that exacerbated Mali's descent into chaos and accelerated a disaster that has propelled the West African nation and the Sahel region to the front pages of newspapers across the world. Something of a consensus narrative of events has since coalesced. The demise of Libya's Muammar Qaddafi un - leashed weapons and warriors into the Sahel, where they mixed with terrorists and rebels who seized Mali's North by routing its military, sparking the coup but eventually provoking intervention by a French and African coalition that has reclaimed Northern cities and is now hunting down rebels in remote refuges. One year after the army rebellion, it may be useful to step back from this narrative and to analyze the Mali Crisis, responses to the crisis and ways to enhance those responses the Mali crisis are global, ethnic, governmental and environmental in nature. For each facet, the past year has provided spectacular examples, all of which are symptoms of much deeper and more persistent problems.

36. An Honourable Exit for MINURCAT?

Abstract:
After only two years of deployment, the UN Mission in the Central African Republic and Chad (MINURCAT) will, at the request of the Government of Chad, start its drawdown and exit by 31 December this year. MINURCAT will hand over its main tasks to Chad and the UN agencies present. These responsibilities include security of refugees, IDPs and humanitarian workers in eastern Chad, and continued support to the 850-strong Chadian police/gendarme force, the Détachment Intégré de Securité (DIS), established to provide physical protection in eastern Chad, so far trained and mentored by MINURCAT. Will Chad be able to provide necessary security and take on the wider responsibility of protection, to prevent relapse into conflict and, most crucially, enable IDPs to return? On the whole, the new mandate would seem to be a bad deal for the international community. It will continue to finance MINURCAT with 1900 troops in Chad who mostly stay in their camps and civilian sections without access to IDP returnee areas, due to the limited capacity for escorts and patrols of the host government. There is a high risk that eastern Chad, which was on its way to early recovery, may again become a humanitarian crisis. The key benchmark – the return of a critical mass of IDPs – had been within striking distance. It now seems an elusive goal.

37. Mission incomplete: why civilians remain at risk in eastern Chad

Abstract:
The international community took an important step in deploying the UN and EUFOR mission to volatile and insecure eastern Chad. However, one year on, this mission is not capable of adequately protecting civilians and requires urgent reform. EUFOR has made many civilians feel safer, but as a military force is ill suited to an environment of lawlessness and banditry. A year on the policing elements of the mission are yet to be deployed. Finally, without a comprehensive political solution to the internal crisis in Chad, there will be no hope of long-term security for the civilians who are currently at risk.

Abstract:
The political and security crisis Chad faces is internal, and has been exacerbated rather than caused by the meddling of its Sudanese neighbours. Power has been monopolised by a Zaghawa military clan with President Idriss Déby at the top since 1990, leading to increased violence in political and social relations, ethnic tensions and distribution of the spoils of government on the basis of clan favouritism. Neither return to a multi-party system in 1990, enhanced government revenues from newly exploited oil reserves since 2004, nor elections backed by Chad's Western allies have brought democracy or improved governance. The international community must press for an internal reconciliation process focused on reforming the Chadian state, particularly its administration and security sector, and ending the armed insurgency. At the same time, a regional process must be revived to address longstanding disputes between Chad and Sudan and eliminate the pattern of proxy war and support for each other's rebels.
