1. Stability in the time of COVID-19: implications for the Sahel

Abstract:
Since the early 2010s, increased volatility in the Sahel has aroused widespread concern, spurring the establishment of regional and international groupings to deal with the many security and governance challenges that have undermined stability in the region. Among those efforts were the creation of the G5 Sahel cooperation framework (2014), the G5 Sahel Joint Force (2017), the Sahel Alliance (2017) – and more recently, in June 2020, the International Coalition for the Sahel, to tackle instability in Burkina Faso, Chad, Mali, Mauritania and Niger. Those five countries are the focus of this paper.

Abstract:
It may come as a surprise to many readers, but since 2005, Lake Chad has stopped shrinking; in fact, it has actually stabilized in the last two decades, reaching more than 13,000 square kilometers today. The conflict surrounding Lake Chad continues to be one of the world’s most challenging conflict-traps (a cycle of economic deterioration and repeat conflict), with seasonal migration of people in search of natural resources such as fuelwood, fish, water, and arable land to sustain their livelihoods.

3. Building Blocks and Challenges for the Implementation of the Global Compact on Refugees in Africa

Abstract:
Forced displacement continues to be a major challenge to human security across the globe. According to the United Nations High Commissioner for Refugees (UNHCR), the global population of forcibly displaced people increased by 2.3 million people in 2018, and by the end of the year, more than 70 million individuals were forcibly displaced worldwide (UNHCR 2019a). UNHCR also estimated that, in 2018, 13.6 million people were newly displaced as a result of conflicts and droughts (ibid.). Building on the predicament of global sustainability and the 2030 agenda for sustainable development, the Global Compact on Refugees (GCR) is a framework based on four strategic objectives: to (1) ease pressures on host countries, (2) enhance refugee self-reliance, (3) expand access to third-country solutions, and (4) support conditions in countries of origin for return in safety and dignity (UNHCR 2018; UN General Assembly 2019). The GCR urges the international community to respond comprehensively and innovatively to the plight of refugees, and to make a paradigm shift in global humanitarian aid to emphasize refugee self-reliance and livelihoods. One of the risks of such a nonbinding and thin agreement, however, is that the GCR will give rise to a bureaucratic process that “does not come even close to dependably addressing the operational deficits of the refugee regime” (Hathaway 2019, 594). This article looks closely at the prospects for the GCR in sub-Saharan Africa based on the need to shift from a humanitarian system of “care and maintenance” to comprehensive and effective development responses to refugee crises. It also discusses some of these experiences and best practices to promote a resilience-based development approach. It recognizes that development initiatives implemented or still to be implemented under the normative framework of the GCR and the Comprehensive Refugee Response Framework (CRRF) are subject to a multiyear planning and implementation cycle. Therefore, this article does not intend to evaluate their efficacy or measure progress under the GCR, but rather to identify key challenges and to highlight achievements and promising initiatives in sub-Saharan Africa. It particularly focuses on implementation and rollout of the CRRF in Chad, Djibouti, Ethiopia, Kenya, Rwanda, Somalia, Uganda, and Zambia in Africa.

Abstract:
Crises In 2016, global policymakers came together to confront a critical policy dilemma: what is, or should be, the role of humanitarian action in a world beset by “permanent emergencies” that do not end, in which the root causes are overwhelmingly structural and political? One major outcome of the summit was the commitment to a “new way of working” based on linking the “triple nexus” of humanitarian, development, and peacebuilding (HDP) efforts. Our new report shares the results of a major independent review of the implementation of this process.

5. An Honourable Exit for MINURCAT?

After only two years of deployment, the UN Mission in the Central African Republic and Chad (MINURCAT) will, at the request of the Government of Chad, start its drawdown and exit by 31 December this year. MINURCAT will hand over its main tasks to Chad and the UN agencies present. These responsibilities include security of refugees, IDPs and humanitarian workers in eastern Chad, and continued support to the 850-strong Chadian police/gendarme force, the Détachment Intégré de Securité (DIS), established to provide physical protection in eastern Chad, so far trained and mentored by MINURCAT. Will Chad be able to provide necessary security and take on the wider responsibility of protection, to prevent relapse into conflict and, most crucially, enable IDPs to return? On the whole, the new mandate would seem to be a bad deal for the international community. It will continue to finance MINURCAT with 1900 troops in Chad who mostly stay in their camps and civilian sections without access to IDP returnee areas, due to the limited capacity for escorts and patrols of the host government. There is a high risk that eastern Chad, which was on its way to early recovery, may again become a humanitarian crisis. The key benchmark – the return of a critical mass of IDPs – had been within striking distance. It now seems an elusive goal.
