71. Keeping the momentum in European defence collaboration: An early assessment of PESCO implementation

Abstract:
Between March and November 2018, the 25 participating member states launched 34 projects, with the core aim of addressing the EU’s capability shortfalls. In May 2019, a call for a third round of project proposals will be launched. The IISS undertook an early assessment of how PESCO projects are carried out, to assess whether the momentum on the ground has continued since the projects were announced at the political level. A strong pace of implementation would require detailed timelines, deadlines and financial plans, as well as clear links with EU capability requirements. Questionnaires were sent to the projects’ country leads, and were complemented by interviews and secondary-source research. We looked at various dimensions of implementation: timelines, financial commitments, stakeholder involvement and the projects’ relation to strategic autonomy. The results are mixed. Abstract:
Viennese popular culture at the turn of the twentieth century was the product of the city’s Jewish and non-Jewish residents alike. While these two communities interacted in a variety of ways to their mutual benefit, Jewish culture was also inevitably shaped by the city’s persistent bouts of antisemitism. This fascinating study explores how Jewish artists, performers, and impresarios reacted to prejudice, showing how they articulated identity through performative engagement rather than anchoring it in origin and descent. In this way, they attempted to transcend a racialized identity even as they indelibly inscribed their Jewish existence into the cultural history of the era.

Launched in 2016, the Three Seas Initiative (3SI) is designed to build cooperation and interconnectivity between 12 CEE countries through new cross-border infrastructures. Abstract:
Integration policies and trends have made international affairs increasingly complex over the course of last few decades. We are witnessing the development of a number of sub-regional, regional, European and global institutions and organisations. This directly influences decision- making at the multilateral level, increasing European integration, policy-making powers and processes have been transferred from the national to the supranational/European level. In this context, while some policies were made at the national level and others were transferred to the European one, there were numerous issues ‘in between’ where coordinated policies the number of layers and stakeholders in wereneeded.Thegapswerefilledwithdifferent the process, thus giving broader diversity sub-regional and regional initiatives, covering and multidimensionality to newly created a wide range of different issues and being political entities. Especially in the process of guided by a variety of different consensual decision-making procedures. However, this has not dealt with issues related to wider regions, geographically determined by an important natural phenomena or an ecosystem. The EU attempted to respond to this challenge by developing macro-regional strategies. The first one was the Baltic Sea Region Strategy from 2009, followed by the European Union Strategy for the Danube Region (EUSDR), adopted by the European Commission in 2010 and endorsed by the European Council in 2011, along with the Adriatic Ionian Strategy from 2014 and the Alpine Region Strategy from 2015. All of these strategies are presently being developed in the wider EU policy framework as a new concept of territorial governance.

Abstract:
Two decades ago, when China economically entered Western Europe for the first time, two dominant narratives emerged. The first one claimed that China’s involvement constitutes a great development opportunity for European continent; the other one declared that it’s a serious security threat. Those two discourses on China remain dominant until now and the opportunity vs. threat dichotomy can now also be applied to Chinese’s policy towards Central and Eastern Europe. Th e answer for the dichotomy is both. China’s engagement means a great opportunity for development for Central and Eastern Europe. Th e success, however, is uncertain. It may never fulfill due to external factors and the drawbacks may overshadow the benefits.

Abstract:
The paper addresses problems related to energy policies pursued by Central Eu- ropean countries. It identifies the amounts of energy resources in individual countries in the Visegrád Group as well as the transmission infrastructures they use for natural gas and crude oil. The author discusses projects aimed at diversifying energy supplies which are of key importance to V4 countries. The article also presents relations between those countries in both within the group and bilaterally. When outlining prospects of a V4 energy strategy, the account is taken of such vital aspects as relations with the Russian Federation and the contribution made by Visegrád countries to EU actions designed to develop a single energy market.

Abstract:
In this paper I wish to present the complexity of Jewish-Polish relations from the 19th century until the interwar period, with emphasis on sociolinguistic issues. I will illus- trate the circumstances of the contact between the Polish and Hebrew languages. Poles and Jews, who lived side by side, developed successful relationships, but mainly in the criminal underworld. That was reflected in a sociolect – a dialect of criminals that constituted a mix- ture of Polish, Yiddish, Russian, and several other languages, including quite a few Hebrew words, which with time adopted new meanings. Moreover, I will provide some examples of Hebrew words used in Polish criminal jargon, as well as those which have been coined in every-day Polish. Then I will refer to some Hebrew words that are not connected with a world of crime and are still in use in spoken Polish.

Abstract:
The character and role of membership in political parties have been varied in time (van Haute, 2011; Scarrow, 2015; Gauja, 2017), just as the parties themselves, their or- ganizations and functions in political systems (e.g. Duverger, 1976; Kirkheimer, 1966; Mair, Katz, 1997; Katz, Mair, 2009). There are researchers suggesting that the importance of mem- bers for political parties and in campaigning has declined substantially. But does it mean that they have become irrelevant in this aspect? In the paper we look at the process of inter-electoral campaigning from the perspective of the rank-and-files of Polish political parties. There are three research questions in this article: (1) Do the rank-and-file members of Polish political parties see the functions of modern political parties in the aspect of permanent communication? (2) Do they engage in the parties’ inter-electoral campaigns? (3) Do the assessments of party functions and per- formances, or the view about the role of the grassroots, correlate with the members’ engage- ment in the campaigns of the parties? The data analyzed in the paper were taken from the research conducted in the project „Political parties and their social environment. An Analysis of the Organization and Com- munications Activities of Polish Political Parties”1. The analysis is based on the quantitative data (PAPI and CAWI) of the members of six Polish political parties (n=2,488).

Abstract:
The Constitution of the Republic of Poland mentions as one of the principles of electoral law its universality. This means that anyone who meets the requirements of law is entitled to vote. The admissibility of exclusions from this principle is also expressly defined by the law. One of the limitations in the exercise of electoral rights is an intellectual disability resulting in the incapacity of the individual. Meanwhile, Poland’s international obligations resulting e.g. from the ratification of the Convention on the Rights of Persons with Disabili- ties provides with a necessity of a deeper reflection on the present solutions. The ratification by Poland of the UN Convention has stimulated discussion on the political rights of people with intellectual disabilities, extending the field of debate on the legitimacy of the current form of institution of incapacitation. The aim of this article is to reflect on the current solu- tions in the exercise of electoral rights by people affected by intellectual disability but not being incapacitated.

80. Value Orientations and Social Status Aspirations of Frontier Teenagers in Eastern and Central Europe

Abstract:
This research deals with a comparative sociological analysis of values and social-status aspirations of adolescents who live at the border areas in Central and Eastern Europe in Ukraine, Poland and Hungary. The key issues of the article are based on a com- parative survey of teenage youth of Ivavo-Frankivsk’s graduates (n=774) on the one hand and Ukrainian citizens on the other hand. Additionally, a comparative study of social-status aspira- tions of adolescents from Ukraine – Kharkiv (n=428), Drohobych (n=392)), Poland (Zielona Gora (n=336); Rzeszow (n=294)) and Hungary (Nyiregyhaza (n=359) -- based on the international study «Youth on the border of Central and Eastern Europe» is analysed. The paper investigates the trend of European-oriented identity of teenagers’ values. It shows that there are more common characteristics of value orientations than differences among Ukrainian, Polish and Hungarian teenagers. It concludes that it is conditioned by the characteristics of their youthful age, includ- ing modern educational influence on their consciousness and communicational experience determined by the fact of living at “the borderland of cultures and peoples”. The prospects for further study of the subject are also discussed.
