Abstract:
Since the collapse of communism and communist states from 1989-1992, the twenty-eight states that currently comprise postcommunist Europe and Eurasia have evolved to different political directions. Some regimes in this region have completed a transition to democracy; others have been arrested at some point on the path to democracy and became a sort of 'defective democracies'; and still others have yet to break with the communist past. This issue focuses on this middle-ground category: countries where elections are regularly held, but the behavior of political actors, notably the government, but not only, is not always democratic. Albania, Moldova, Belarus, Ukraine, Russia, the Caucasus countries present a great variation among themselves, but have also something in common: they do not fit well the classic patterns of either democracy or authoritarianism. The regional trend, particularly noticeable over the past decade, showed hybrid regimes resisting to political change - either in the direction of becoming authentic democracies or reverting back to dictatorship. The purpose of this issue is to explore the lessons for democratization that can be drawn from the postcommunist experience over the past seventeen years. First, what explains defective democracies? Second, what can and cannot be transferred from successful Central Europe to the rest of countries? Finally, is there still a future for democracy promotion in postcommunist Europe?

Abstract:
Hungarian family policy focuses on providing generous options to take time off work to look after children. This system not only contributes to Hungary’s low employment rate but encourages long separation from the labour market, has largely failed to significantly influence fertility rates and is relatively expensive to run. This paper looks at how to shift the policy focus towards reconciling work and family life. Reasons for under-provision in childcare by local governments are discussed and recommendations for further central-government intervention to improve supply are made. Recommendations for reform are also made regarding the complex system of family cash benefits and leave allowances.

123. Austria's Deepening Economic Integration with Central and Eastern Europe

Abstract:
The Austrian economy has benefited substantially from the expansion of economic ties with Central and Eastern Europe, which has provided a significant boost to growth, productivity, competitiveness, profits and (more controversially) aggregate employment. Indeed, among the older EU member states, Austria has benefited the most from the transition of the Central and Eastern European countries from planned economies to market economies, and the subsequent entry into the EU of the ten new member states, mostly from Central and Eastern Europe, in 2004. However, important segments of the population in Austria, and in particular low-skilled and semi-skilled workers in the manufacturing sector, appear to have been adversely affected by these developments. There is thus a need for policy measures to help those segments of the workforce that have had difficulty coping with growing competition from Central and Eastern Europe. Furthermore, more can be done to make Austria a more attractive location for highly skilled and well qualified expatriate workers and to maintain Vienna’s position as a central hub for multinationals operating in the region. These include, in particular, the need to strengthen eastern transportation links and to reduce to a minimum bureaucratic hurdles and red tape for foreign enterprises seeking to operate out of Vienna.

124. The Eurasian Growth Paradox

Abstract:
In the first decade of postcommunist transition, multiple growth regressions showed that the more radical and comprehensive market economic reform was, the earlier a country returned to economic growth and the more vigorous its growth, and that Central Europe took the lead. Since 2000, however, the Commonweath of Independent States (CIS) countries have had more than 4 percentage points higher annual growth than the Central European countries. A regression analysis for 20 postcommunist countries shows, with strong significance, that reducing public expenditures has most effectively stimulated economic growth. As expected, oil exports are also positive and significant. The distance from the European Union is also positive and significant: that is, the further from the European Union, the higher the economic growth. The effect of corruption is negative for growth but only marginally significant. Neither the laggard effect nor investment reveals any significant effect. The conclusion is that at least among postcommunist countries more emphasis should be given to reducing public expenditures to boost economic growth.

Abstract:
Foreign direct investment in financial firms in emerging markets surged in the 1990s, although not equally in all places. The main beneficiaries: Latin America and Central Europe, with Asia a distant third. This conference report summarizes findings on the impacts—mainly positive—of this significant inflow of funds and managerial and technical know-how, as well as recommendations for policies toward foreign direct investment (FDI) in the future. The main recommendation: countries with restrictions generally should relax them, even when their own financial systems are weak. At the same time, foreign entry gives rise to new policy challenges, supervisory and competitive, which emerging markets need to confront both unilaterally and with cooperation from source country governments.

126. Coalition Formation and the Regime Divide in Central Europe

Abstract:
The study examines the formation of coalitions in East Central Europe after the democratic transitions of 1989. Existing explanations of coalition formations, which focus on either office-seeking and minimum wmning considerations, or on policy-seeking and spatial ideological convergence. However, they fail to account for the coalition patterns in the new democracies of East Central Europe. Instead, these parties' flrst goal is to develop clear and consistent reputations. To that end, they will form coalitions exclusively within the two camps of the regime divide: that is, amongst parties stemming from the former communist parties, and those with roots in the former opposition to the communist regimes. The two corollaries are that defectors are punished at unusually high rates, and the communist party successors seek, rather than are sought for, coalitions. This model explains 85% of the coalitions that formed in the region after 1989. The study then examines the communist successor parties, and how their efforts illustrate these dynamics .

Abstract:
Ideological disputes about the respective domains of the state and the market have convulsed much of the twentieth century. Yet recent research and experience suggest that the interaction between politics and economics, between the state and the market, is complex and systemic. An understanding of these systemic properties is crucial for effective democratic reconstruction. This is especially so in countries with a legacy of communism - such as the transition states of the former Soviet Union and East-Central Europe - where not only the market but the state, and indeed society, may have to be reconstructed, if not reinvented.

128. The Race for the Pax Germanica: Spain versus Central & Eastern Europe

Abstract:
Most Central and Eastern European countries are experimenting with forms of tripartism, i.e., trade union/employer/government contacts at all-industry level. This form of bargaining and consultation is patterned after the tripartite councils in Northern Europe. Spain has also had a number of tripartite agreements in the early 1980s, and its transition toward democracy is sometimes compared to that in (Central and) Eastern Europe. In this paper, Spanish and Eastern European labor relations are compared on the basis of the basic features of Northern European labor relations, in which tripartism has a longer tradition: the nature of the labor movement, the pacification of the enterprise by a shift of conflict to the branch level, and the depoliticization of labor relations. Eastern Europe's trade union density and trade union structure seem to be better adapted to tripartism than the Spanish labor movement. The major hindrance to a system of branch bargaining is the absence of employers organizations. It could be overcome to some extent by regional collective bargaining, with the local government as an active participant.
