41. Making Sense of Russia’s Policy in Afghanistan

Abstract:
For some time, Western sources have been accusing Moscow of backing the Taliban regime in Afghanistan. However, little effort has been done to analyze the modalities of this support and the way it relates to Moscow's overall policies and objectives in Central and Southern Asia. This essay sets out to explain both the trend in Russia’s policies towards Afghanistan between 2013 and 2017, and the reasons underneath them. It explores Russia's actions vis-à-vis contending forces in Afghanistan and Central Asia in the broader context of Moscow’s rapprochement with Pakistan, its ties to India and China and overall anti-Americanism that has grown exponentially since 2014. We argue that this approach would provide a better understanding of Russia’s policies and objectives in Afghanistan.

Abstract:
China’s “New Silk Road” or “Belt and Road Initiative” (BRI) has reached Central Asia in resounding fashion. As a result, the republics of Tajikistan and Kyrgyzstan have seen large increases in Chinese presence and investment. Although both countries have overlapping needs, the degree and character of PRC involvement in each has differed. PRC investment in Tajikistan is characterized by expensive loans on infrastructure investment and energy projects that the country may be unable to repay (Avesta.tj, December 25, 2017). Kyrgyzstan, while having hosted similar projects, is also attempting to move the country into the twenty-first century by improving its transportation and digital infrastructure (Tazakoom.kg). Development experts classify both countries as “high-risk” for debt distress given public debt projections (Cgdev.org). However, despite the risk of such an outcome, both countries appear inclined to welcome PRC investment with open arms, as a way of funding needed investment like power generation and logistical links with the outside world.

Abstract:
The constant presence of undemocratic regimes, insurgencies and political instability in Afghanistan has continuously resulted into the miserable status of civil and political human rights. Furthermore, the heterogeneous nature of Afghan society and economic under development have deprived the people of social, cultural and economic rights. In 2004, democratic government had been established in Afghanistan under the presidentship of Hamid Karzai. Very obviously, the people at domestic level as well as the international community expected from the democratically elected regime to take concrete initiatives for the promotion and protection of human rights. The study observes that the pioneer democratically elected government of Afghanistan had taken all constitutional measures and legal provisions for the promotion and protection of human rights in Afghanistan which can be expected from a democratic nation. But several political, socio-ethnic and socio-economic circumstances such as frequent violence due to insurgency and counter-insurgency operations, dearth of popular legitimacy to the regime, challenges to political instability along with the orthodox and heterogeneous society, facing acute economic underdevelopment have hampered the actual process of the promotion and protection of human rights in Afghanistan.

44. Urban Formation and Culture Transformation in Mughal India

Abstract:
India was comprised of many villages before the arrival of Muslims. Those Muslim invaders, who conquered India and established their rule, essentially belonged to the urban ruling classes. In early Turkish Empire (1206 – 1266), ruling classes have developed numerous urban centers in town across India. In Muslims period, Iqta system provided opportunities to Turko – Afghan communities to have luxurious life style which provoked skill workers, artesian and architect to migrate garrison. These towns also emerge as cultural centers with the passage of time. Early cities like Daultabad, Fatehpur Sikri and Shahjahanabad (Old Delhi) were royal capital cities. Some of the major cities like Kabul, Agra, Allahabad, Lahore, Attock and Multan were developed near major road (Grand Trunk Road). Many towns like Dholpur, Jodhpur, Sirohi, Asirgarh and Ajmer were inhabited near nonmetal led roads . Many of the Mughal cities and towns still exist in spite of many natural disasters. Many European travelers narrated the glory and significance of these cities and towns in their account. They compared Indian cities with Europe, like Fatehpur Sikri was larger than London and Delhi was not less urbanized than Paris. These urban centers were not only the administrative units but also considered as cultural centers in Mughal State. Emperors sometimes generated the economic activities in these urban centers. Abul Fazal mentioned many factories in Delhi, Agra and Fatehpur Sikri supplied many precious articles in the King’s wardrobe. Capital cities always had the excess of fruit and food for the Royal kitchen. People brought their master pieces in the capital city just to get the acknowledgement of kings and nobles. This paper analyzes the development of major urban centers in Mughals (most illustrated dynasty of the Muslim civilization). It also highlights the cultural transformation of Muslims under the influence of native one.

45. TTP’S Safe Havens in Afghanistan: A Constant Threat to Pakistan’s Internal Security

Abstract:
Though Tehrik-e-Taliban Pakistan (TTP) is significantly weakened and dislodged from former Federally Administered Tribal Areas (FATA) yet, it has relocated to bordering areas in Afghanistan under ideological umbrella of the Islamic State in Iraq and Syria (ISIS) and gets operational and logistics support through Afghan and Indian intelligence agencies. ISIS, having been greatly marginalized in the Middle East is struggling to gain foothold in Afghanistan with TTP as its proxy to execute the deadly terrorist attacks in Pakistan. The presence of ISIS in Afghanistan not only poses threat to Afghanistan but its collusion with TTP threatens Pakistan’s internal security as well. Pakistan’s sacrifices go in vain if cooperation from Afghanistan and the US forces is not forthcoming in defeating ISIS and TTP operating from Afghanistan. The article argues while domestic reforms and effective implementation of National Action Plan (NAP) by Pakistan is important to quell extremism and terrorism from urban centres, the cooperation from regional countries, harbouring TTP is vital for the elimination of scourge of terrorism from the region.

46. Reasons to Remedies: Framing of Terrorist Attacks in Major Urdu and English Newspapers of Pakistan

Abstract:
Twenty first century has witnessed a new kind of war, “War on Terror”. Pakistan joined this war after the terrorist attacks of 9/11 and became a front line state in this war. Resultantly, Pakistan had to end its support for the Taliban regime in Afghanistan. The Afghan Taliban did not accept that policy shift and in reaction began attacking almost every place and segment of society right from military to politicians, mosques to parks, and hospitals to schools. The relationship between media and terrorism is indispensable because terrorists need media coverage and publicity, and media needs shocking and sensational news stories. Given this backdrop, this study intends to investigate two research questions. First, “What reasons of terrorist attacks were discussed in the editorials of major Urdu and English newspaper of Pakistan?” and second, “What solutions were suggested in the major Urdu and English newspaper of Pakistan?” Two newspapers, daily Dawn (English Newspaper) and daily Jang (Urdu Newspaper) have been selected for this study. Content analysis has been used as methodology and editorials published during 2001 to 2016 constitute the population for this research study. The results show that shift in foreign policy of Pakistan towards Afghanistan was discussed as a major reason of terrorist attacks and similarly, as solution, review of foreign policy of Pakistan towards Afghanistan was discussed in highest number of editorials.

47. Expression of Socio-Political Zeitgeist in Tsarist Central Asia Printing

Abstract:
Orientalist approach to Central Asia especially Bukhara in our historical references present a romantic picture. This paper takes publications and printing as the indicator of intellectual maturity of the population and progressive zeitgeist in socio-political life. Analysis of historical events and facts reveal very little appetite of reading, almost universal ignorance and scarcity of written/printed books. The transformation of Central Asia took place after introduction of presses during the Tsarist control. With the arrival of printing, not only literacy increased but also the scope, number and range of topics expanded. As a result of printing/publication, the Jadidist ideology emerged and opposed the Qadimist status quo. Ultimately the Jadids prevailed. Therefore, the paper establishes that socio-political awakening and increase in printing/publication are linked. The paper recommends revisiting errors in the representation of Central Asia in our accounts of history.

Abstract:
The refusal of Nursultan Nazarbayev, both to designate his future successor and to strengthen the institutions that can take responsibility for this task, fuel the potential for conflict attached to the future context of succession. The horizon of the transfer of power concerns Nazarbayev, who in July 2018 reaches 78 years old. The sources of concern are related not only to Nazarbayev’s family safety but also to the risk of confrontation among the elite networks and their social, ethnic and regional power basis. A kind of political instability vulnerable to escalation to major threatens to the national and even regional security. On the one hand, this article aims to analyse the structural vulnerability of Kazakhstan to a context of presidential succession product of its nature as an authoritarian regime and a neopatrimonial state. On the other hand, the paper also tackles the preparation of that context by the authorities and the options available to deal with the transfer of power. To this end, the paper begins with an analysis of the neopatrimonial state heterogeneity in Central Asia, followed by a section focused on the specific nature of the authoritarianism and neopatrimonialism in Kazakhstan. Finally, it elaborates the Kazakh context of succession, and the several options of transfer of power and the likely actors involved in them are examined.

49. U.S.-Russian Relations, 1989-2019: Self-Awareness and History

U.S.-Russian relations, though currently intractable, are nevertheless the most discussed subject in American foreign policy today. In fact, our impressions of how relations with Russia are going are central to how we demarcate our own history. “After the wall fell” and “post-Soviet” are ways of telling historical time. And it is also how the current generation refers to the beginning of modern times, in much the same way as an earlier generation used “post-war” as shorthand for when normal life resumed after the war. The ability to make sense of the recent past should help us understand where we are and where we are going. The meaning of “post-war” seems clear to us today: It connotes the aftermath of sacrifice, accomplishment, and a certainty about the historical role and significance of the World War II generation. “Post-Soviet” does not have the same historical clarity. The words that evoke our present circumstances convey a sense of uncertainty, persistent conflict, political stasis, and historical confusion. The significance of the present remains elusive for those of us living in the first decades of the 21st century. America has spent slightly more than a century worrying about Russia without great success. Relations today between the U.S. and Russia are still as bad as they have ever been. If we look closely at the period 1989 to 2019, what significance do we find in our recent past and what does this tell us about the meaning of the present? Do we find a common history that puts the challenges of the present in the proper perspective? Or does where we come from make where we are now even more baffling? Strictly speaking, U.S.-Russian relations are a cluster of epistemological problems. What do we think we know about the events that occurred between 1989 and 2019? How much confidence should we place in our interpretation? What are the implications of how we see our recent past for how we judge our present circumstances? Why do we currently find our conjectures so unsatisfactory at the personal level and from a policy perspective? Is there another way to look at the last thirty years that connects the events from the pre-history of modern times more closely with what we see in the present? For example, why does post-Soviet Russia look so much like Soviet Russia in 1989 when Western Europe today looks so unlike the confident and self-assured Europe after the fall of the Berlin Wall?

50. Polish FDI in Central Asian Countries

Abstract:
Since gaining independence, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan gradually opened their markets to foreign investors. Before Poland’s acces- sion to the European Union, the activities of Polish investors in Kazakhstan, Kyrgyzstan, Ta- jikistan, Turkmenistan and Uzbekistan were based on bilateral treaties concluded by Poland with those countries. Later, except Turkmenistan, they were governed by the partnership and cooperation agreements between the European Communities and their Member States. Despite the ample investment opportunities and favourable conditions for access to the mar- ket, the activity of Polish companies in these markets has not produced a significant effect. Poland invested with more considerable success on the markets in Kazakhstan and Kyrgyz- stan. It made investment attempts in Tajikistan and Uzbekistan, leaving out Turkmenistan. The reason why Poland has a weak position in these markets is the distance between the partners and inability of Polish companies to efficiently compete with large multinational companies which have been operating there for years. In the Kazakh market, good invest- ment prospects are available for waste management, petrochemical, mining and road con- struction companies. In Kyrgyzstan, there are cooperation possibilities in the area of modern agricultural and processing technologies and establishment of fruit and vegetable process- ing enterprises. In Tajikistan, enterprises can invest in petroleum and natural gas extraction and exploitation, the fuel market, processing of precious metals and construction of conven- tional and hydroelectric power plants. In Turkmenistan, Polish companies can compete for road, railway and housing construction contracts, whereas in Uzbekistan they can invest in businesses covered by government tax reductions.
