281. Auf der Suche nach Sicherheit. Die internationale Intervention in Nordost-Afghanistan

Abstract:
Das vorliegende Arbeitspapier untersucht Wirkungszusammenhänge von transnationalen Konstellationen staatlicher und nicht-staatlicher Akteure mit der Erzeugung von Sicherheit sowie Entwicklung als Governance-Leistung in Nordost-Afghanistan. Ausgangspunkt der Untersuchung ist die Frage, wie die afghanische Bevölkerung Veränderungen der eigenen Sicherheit sowie lokale Entwicklungsherausforderungen über die letzten Jahre wahrgenommen hat. Das Papier besteht aus zwei Teilen. Zunächst erläutert der Autor im Rahmen einer Fallstudie die relevanten internationalen, nationalen und lokalen Akteurskonstellationen in der Zielregion und bettet die Ergebnisse der quantitativen Befragungen ein in den Kontext der qualitativen Untersuchungsergebnisse zu lokalen gesellschaftlichen und politischen Entwicklungen. Anschließend wird detailliert das methodische Vorgehen erläutert, welches auf kreuzperspektivischer Analyse der quantitativ und qualitativ erhobenen Daten gründet. Die Analyse zeigt, dass im heutigen Afghanistan Sicherheit und Entwicklung als Ergebnis transnationaler Governance entstehen können. Diese Governance-Leistungen sind auf die lokale Ebene beschränkt; sie erreichen nicht die regionale oder gar die nationale Ebene. Die Untersuchung zeigt allerdings auch, dass transnationale Governance-Leistungen im Unterschied zur strategischen Zielsetzung der internationalen Interventen gerade die nationalen und sub-nationalen staatlichen Institutionen schwächen und deren Legitimität beeinträchtigt, die durch die Intervention aufgebaut und gefestigt werden sollen.

Abstract:
Water is the central resource involved in one of the world's greatest human-induced ecological disasters: the desiccation of the Aral Sea in Central Asia. Increasing demand and declining supplies of water have been compounded by rising nationalism and competition among the five Central Asian states, which, in turn, has hampered the possibility of finding a viable regional approach to replace the Soviet system of water management. This paper analyses the root causes of this issue and argues that tensions over water have “spilled-over” in Central Asia, creating an uneasy political climate that has slowed down cooperation. In particular, Central Asian states have tended to securitize water-related issues, motivated by national concerns over economic development, the need to control ethnic tensions and social uprisings, as well as the desire to manage environmental degradation and population growth. This work also explores the reasons why regional institutions and agreements, typically proposed as useful instruments for inducing cooperation, have not been successful in the Central Asian case. In conclusion, some recommendations for improving water management policy in the region are suggested, including the possibility of using the legacy of the Aral Sea problem to reverse classical upstream/ downstream dynamics.

284. Anti-Americanism in Asia? Factors shaping international perceptions of American influence

Against the backdrop of 9 / 11 and the Bush administration's subsequent invasions of Iraq and Afghanistan, many have argued that international perceptions of the United States are growing more negative and that 'anti-Americanism' is going to be a problem for American foreign policy in the decades to come. We examine the debate over anti-Americanism by using survey data collected in more than 26 countries that span East, Southeast, South, and Central Asia, with a focus on two empirical questions. First, to what extent do citizens in Asia believe that the United States has a negative (or positive) influence on their country? Second, what factors, at both the individual and national level, shape the perceptions of American influence? Although we uncover little evidence of pervasive anti-Americanism, the results of our multilevel model generally confirm the theoretical importance of three explanations for international perceptions of the United States—interest theories, cultural and political similarities, and increased information and contacts.

Make no mistake, the international community is not winning in Afghanistan. Unless this reality is understood and action is taken promptly, the future of Afghanistan is bleak, with regional and global impact. The purpose of this paper is to sound the alarm and to propose specific actions that must be taken now if Afghanistan is to succeed in becoming a secure, safe, and functioning state. On the security side, a stalemate of sorts has taken hold. NATO and Afghan forces cannot be beaten by the insurgency or by the Taliban. Neither can our forces eliminate the Taliban by military means as long as they have sanctuary in Pakistan. Hence, the future of Afghanistan will be determined by progress or failure in the civil sector.

286. Stabilizing Afghanistan: Threats and Challenges

Abstract:
Afghanistan cannot be stabilized by quick fixes. The United States, NATO, and their allies need to make a sustained commitment for the long term. Instead of a simple “surge,” there needs to be a much clearer focus on bringing security to Afghans' daily lives. Only once this is achieved will Afghanistan's government have real reservoirs of legitimacy. Afghanistan has not been served well by its 2004 Constitution, which created a dysfunctional system of government that relies too much on the president alone. The United States should support systemic reforms, first through the development of an effective executive office to support the Afghan president. Counternarcotics policies in Afghanistan must take account of domestic socioeconomic complexities, and be based on long-term development projects that increase the returns from cultivating different crops. Serious thought needs to be given to encouraging more Muslim states to contribute personnel to support the promotion of human security and development in Afghanistan. Pakistan needs to be pressured discreetly but very strongly to arrest the Afghan Taliban leadership in Pakistan.

The Liechtenstein Institute on Self-Determination (LISD) at Princeton University's Woodrow Wilson School of Public and International Affairs convened a review conference under the theme, “A New Vision for Afghanistan: By Afghans, with Afghans, for Afghans and Afghanistan,” on September 4-7, 2008 on the Petersberg/Bonn, Germany. This was the tenth LISD-sponsored colloquium on Afghanistan since 2001. Abstract:
Documentation centers dedicated to researching, recording, archiving and protecting information related to mass crimes and human rights abuse conflict have been organized in countries as diverse as Cambodia, the Democratic Republic of Congo, Guatemala and Iraq. Their work is an integral part of a transition from an authoritarian regime or war to sustainable peace. Victims want to tell what happened to them, be acknowledged, and know how and why atrocities occurred. Moreover, an accurate accounting of past crimes applies pressure to remove perpetrators from power and raises awareness toward preventing future abuse.

290. Mission Not Yet Accomplished: Managing Water Resources in the Nile River Basin

River runoff is widely accepted as one of the most important sources of avaiable fresh water for human consumption. Worldwide, there are 263 major river systems that cross national boundaries and are responsible for 85 percent of the earth's runoff. When two or more countries are dependent on the same river system, upstream withdrawal, pollution or management can lead not only to upstream-downstream conflict but also to cooperation. In recent years, policymaking and research communities have been engaged in exploring various means to transform conflict into riparian cooperation in these international river basins. The following analysis explores this notion through a closer look at the Nile River, which has long been considered the longest international river in the world. Many analysts have considered that the Nile River has a high potential to induce interstate conflict. At least for the greater part of the 20th century, the Nile River has been the source of political tension among three of its major riparian countries—Egypt, Sudan and Ethiopia. In the face of potential armed conflict and regional instability, the Nile basin countries, in cooperation with the international community, have recently begun working for basin-wide cooperative solutions. The main aim of this paper is to suggest policy measures that riparian countries, as well as the international community, might be in a position to adopt, which could further reduce tension over scarce water resources and facilitating effective and lasting cooperation in the Nile basin. It is crucial not only for the region, but also for global peace and development, to achieve success in bringing the countries together in the basin for efficient benefit sharing of resources of this important river.
