Abstract:
The current political crisis over elections in Afghanistan stems, in part, from a fundamental gap in Afghanistan's legal and political system: lack of agreement on what entity(s) has the power to resolve constitutional disputes, and how that power is accessed. Without a clear path to settling constitutional disagreements, the system becomes deadlocked as disputes arise, exacerbating tensions between Afghanistan's fragile institutions and factionalized political elite.

Abstract:
With Washington's influence on the Caspian region at its lowest ebb in many years, the Obama administration could reverse this trend with a new approach that accepts Russia's presence and China's interest as historical and geographical givens and emphasizes short- and medium-term problem solving in multilateral and bilateral settings instead of long-term political and economic transformations. The United States can accomplish more in the Caspian region by focusing on military reform and building security capacity than on forming military alliances. The United States should switch from a multiple pipeline strategy to a policy that advances competition by promoting market pricing for energy producers, consumers, and transit states. The United States could facilitate the introduction of renewable sources of energy as a stimulus to economic recovery and a source of enhanced social security. The United States should develop a nuanced strategy that encourages political development through social and educational programs and local capacity building. The Obama administration should name a high-level official as a presidential envoy to this region.

253. Women and Radicalisation in Kyrgyzstan

Kyrgyzstan's in­creasingly authoritarian government is adopting a counter-productive approach to the country's growing radicalisation. Instead of tackling the root causes of a phenomenon that has seen increasing numbers, including many women, joining groups such as Hizb ut-Tahrir (HT), it is resorting to heavy-handed police methods that risk pushing yet more Kyrgyz towards radicalism. The authorities view HT, which describes itself as a revolutionary party that aims to restore by peace­ful means the caliphate that once ruled the Mus­lim world, as a major security threat. But for some men and ever more women, it offers a sense of identity and belonging, solutions to the day-to-day failings of the society they live in, and an alternative to what they widely view as the Western-style social model that prevails in Kyrgyzstan. Without a major effort to tackle endemic corruption and economic failure, radical ranks are likely to swell, while repression may push at least some HT members into violence. This report focuses pri­marily on the increasingly important role that women are playing in the movement.

Abstract:
Zimbabwe experienced the first hyperinflation of the 21st century. The government terminated the reporting of official inflation statistics, however, prior to the final explosive months of Zimbabwe's hyperinflation. We demonstrate that standard economic theory can be applied to overcome this apparent insurmountable data problem. In consequence, we are able to produce the only reliable record of the second highest inflation in world history.

Abstract:
The number of Islamists in Kyrgyz and Kazakh prisons is small but growing, in both size and political significance. Well-organised Islamist proselytisers, mostly imprisoned on charges of religious extremism, are consolidating their position within the informal structures of power behind prison walls. Incarcerating determined activists is providing them with the opportunity to extend their influence among convicts, at first inside prison and then on their release. Problems within jails in Central Asia have been known to seep outside the prison walls; the expansion of radical Islamist thought within prisons is likely to have serious consequences. The paradox of the situation is that, in private at least, political leaders in Kazakhstan and Kyrgyzstan are intensely aware that the best way to defeat extremism is to address woeful social and economic conditions, fight the systemic top-to-bottom corruption that besets all the region's regimes, and in the words of one regional leader, “give people a future”.

Abstract:
On December 7, Turkish prime minister Recep Tayyip Erdogan will visit Washington to meet with President Barack Obama. The meeting follows Obama's April visit to Turkey, during which the U.S. leader reached out to Ankara in an effort to realign the countries' interests after the tumultuous years of the Bush administration. Despite Obama's efforts, Turkish foreign policy seems to be drifting farther away from the United States, especially on issues such as Iran and Sudan. To what extent can Washington use the upcoming visit to continue seeking alignment between U.S. and Turkish foreign policy objectives?

Abstract:
This paper aims to analyze ever growing trend among Turkish nationalist toward creation of a common literary language for all Turkic peoples. The issue is not indeed new. It may trace back to the nineteenth century, but got a great acceleration during the establishment of Turkish Republic in the first quarter of the twentieth century. Although the modernization movement led by Mustafa Kemal Ataturk and his comrades had a different agenda excluding and/or ignoring Turkic elements of Central Asia, this policy faced severe resistance from traditionalists, that is, from both Turkist-nationalists and Islamists since the very beginning of the modernist reform movement.

Abstract:
The collapse of Communism at the turn of the twenty-first century attracted much interest in the affairs of the central Asian region, which was the Muslim area of the former Soviet Union. Since then, not only the Muslim world but also the Western world has been involved in this region. The re-emergence of Islam in the newly independent republics of Central Asia sparked the emergence of an ideological battle ground. Much debate is taking place among policy makers to discuss a return to civil society, but so far no one has come up with an acceptable variant. Yet, in addition to educational and cultural programs, the Islamic groups in the region are involved in political activities in the age of globalization.

Abstract:
Water issues play a crucial role in Central-South Asia, both in the quantity of water available and its quality. Access to clean drinking water is a major, though largely unmet, objective. While much of the region is experiencing water shortages, poor water management lies at the heart of many problems. Climate change — in the form of glacier melt, drought, rising temperatures, and changes to the monsoon cycle — will increasingly exacerbate water scarcity. Although the region's water challenges do not necessarily or inevitably lead to armed conflict, they increasingly threaten to undermine human security. Cooperation will be critical for the region to meet its water challenges in the years and decades ahead.
