Abstract:
When Admiral Dennis Blair, the U.S. director of national intelligence, delivered the intelligence community's annual threat assessment to Congress in February 2009, he painted a bleak picture of post-Soviet Central Asia. Describing Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan as a morass of “highly personalized politics, weak institutions, and growing inequalities,” Blair argued that they are “ill-equipped to deal with the challenges posed by Islamic violent extremism, poor economic development, and problems associated with energy, water, and food distribution.”

Abstract:
The Central Asian region faces a broad spectrum of security challenges. These range from religious terrorism, organised crime and simmering ethnic quarrels to endemic corruption, environmental decline and a disintegrating infrastructure. What is more, the danger of instability is heightened by unchecked authoritarianism in all five countries and a lurking receptiveness to religious extremism among returned migrants, mainly from Russia. How to deal with such diverse challenges in an effective and comprehensive way should be a pressing concern, not only for the five countries of Central Asia, but also for the entire international community.

By virtue of its geography, Bulgaria finds itself in a difficult nexus, drawn into Eurasia's contentious energy geopolitics and as a European Union member, involved in the Union's fragmented energy policy and complex regulatory, energy efficiency and climate change objectives. That position is challenging, but it also presents decision-makers in Sofia with opportunities.

Kyrgyzstan is lurching forward, its future uncertain. Eleven weeks after street protests forced the collapse of the regime of President Kurmanbek Bakiyev and three weeks after the worst ethnic violence in the country's history, a measure of security-enforced calm has returned. The apparently successful June 27 referendum on a new constitution and mandate for Interim President Roza Otunbayeva will provide legitimacy and confidence to the government. But Otunbayeva and the group around her appear to underestimate the difficulties they face and to overestimate their ability to control events. They will have to work hard to overcome divisions among their ranks, staggering political and economic challenges, the risks of renewed violence in the south and antipathy toward Kyrgyzstan elsewhere in Central Asia.

An arc of potential disorder and instability increasingly looms over Central Asia. This year's political turmoil and ethnic violence in Kyrgyzstan illustrated the difficulties and dangers before the region –and that American interests confront there. Much of Central Asia is not succeeding economically or politically. Parts of it face the prospect of indigenous extremist violence and/or could become new safe havens for transnational threats emanating from Afghanistan. U.S. strategies that for years aimed to support the sovereignty, independence, territorial integrity and success of the new Central Asian states have come to be dominated by the exigencies of the Afghan war and an increasingly unproductive conversation on human rights and democracy. As a result, those strategies are failing, and U.S. policy is being marginalized.

For most of the first quarter, “uneventful” was the best description for bilateral relations between Russia and China. This is especially true when contrasted with the high-profile events in 2009 when bilateral trade declined 31 percent from $56.8 billion to $38.8 billion, Russia sank a Chinese cargo ship in February, the energy “deal of the century” was concluded in April, Moscow's Cherkizov Market was abruptly closed in June, the 60th anniversary of diplomatic relations was celebrated in October, and the China-Central Asian gas line and Russia's Eastern Siberia-Pacific Ocean oil pipeline were opened in December. Only in late March, with the five-day visit by Chinese Vice President Xi Jinping to Russia, was there a return from mutual “hibernation” and an “obsession” with the Obama administration's policies, though for different reasons. Prime Minister Vladimir Putin's invitation was also seen as a “back-to-the-future” effort to size up Xi, who is poised to assume the leadership spot in China by 2012. For Putin, 2012 is also the time to retake the Russian presidency, if he desires to do so.

Following the breakup of the Soviet Union and the Warsaw Pact, the leaders of Russia, including then-President Boris Yeltsin, searched for new methods of continuing to exert influence over the former Soviet-controlled region. The Kremlin at first used an energy blockade to the Baltic States in 1990 in an attempt to prevent their breakaway from the Soviet Union. After that failed, it then focused on the growing opposition in the former republics of the Soviet Union and in East Central Europe to its foreign and economic policies, and in particular on demands that Russian military forces withdraw from the newly independent states. The Kremlin leadership quickly recognized that short of military action, its major foreign policy tool was the denial or threat of denial of access to Russia's vast oil and gas resources. The economies of East European and Central Asian countries, and especially their rail and pipeline infrastructures, had been hardwired by Soviet leaders to assure total dependency on Moscow for their raw materials, including oil, gas, coal, and nuclear fuel.

As Kyrgyzstan plunges into crisis and the threat of a second Afghanistan in Central Asia looms large, the situation in the "Big Caucasus" seems less pressing and thus overshadowed. The worst scenarios predicted by analysts and politicians for the period of the 2008 August war have not been realized. The Russian attempt to "replace the regime" of Mikhail Saakashvili or apply the Georgian pattern in Ukraine, expected by many in the West, has not taken place. Neither have the attempts from the West (the United States, NATO, and others) to "nudge Georgia into a rematch," which were expected in Moscow. Nonetheless, the Caucasus region remains one of the most vulnerable spaces in Eurasia. In the Caucasus, the first precedent of a revision of borders between the former Soviet republics was established. For the first time in Eurasia, and particularly in the Caucasus, partially recognized states have emerged. While their independence is denied by the United Nations, it is recognized by the Russian Federation, a permanent member of the UN Security Council. After the "hot August" of 2008, Moscow demonstrated its willingness to play the role of a revisionist state for the first time since 1991. Russia defines the "Big Caucasus" as the sphere of its vital interests and priorities and consequently pretends to be a key stakeholder for the whole region.

Abstract:
Clearly, the subsequent ethnic violence in Osh was sparked by the political crisis and dynamics of 2010. The political crisis was not essentially ethnic but had ethnic aspects and, more importantly, created the conditions of insecurity which enabled the violence in and around Osh. Those that attempt to read the ethnic violence back to the border delimitations of Stalin's era often miss out this crucial political aspect. Central Asia since 1991 has suffered far less armed conflict (and certainly ethnic conflict) than most security analysts have predicted and this is testament to the need for exceptional explanations of exceptional violence. But the relative lack of conflict is of no consolation to those that still suffer from the awful ethnic violence in of June.
