201. Transparency is the Key to Legitimate Afghan Parliamentary Elections

Abstract:
On September 18, Afghanistan held its second parliamentary elections since the fall of the Taliban. Like last year's vote, these elections were marked by high levels of violence, low turnout and widespread reports of fraud.Despite the challenges, however, Afghans across the country defied Taliban threats and overcame problems with the electoral administration to signal their support for the democratic process. Participation appeared higher among the youth demographic, which is a promising sign for the future of democratic processes in Afghanistan. It is still too early to tell whether the quality of the elections was better than the flawed 2009 process, but the Independent Election Commission (IEC) has improved its procedures and transparency both before and after the elections, and has so far helped to restore the credibility of the institution as a neutral administrator of the electoral process. Meanwhile, the Electoral Complaints Commission (ECC) is again under-resourced, has had little time to establish and train the Provincial Electoral Complaints Commissions (PECCs) that will be adjudicating the 4,200 election day complaints, and has yet to make public its decisions regarding the campaign or polling complaints.The ultimate success of the 2010 elections depends less on the level of fraud that was committed on election day-which was bound to be high-and more on the way in which the fraud is handled by the IEC and ECC. If they are transparent and honest about the problems, and take responsible corrective action, then the elections can be considered a partial success despite its flaws.

Abstract:
This book examines the role of clans in Central Asia from the 19th century up to 2004. Most studies of regime transition focus on formal institutions. However, Collins claims that modern clans, defined as networks of individuals linked through kinship and fictive kin identities (p. 17), function as informal political actors which has initiated or undermined political change in Central Asia. Moreover, clan membership frequently determines career prospects, especially in the public sector, influences social status, and functions as a defense mechanism against outside competitors. To begin with, the author does a very good job of providing a theoretical framework to understand clan politics (p. 24-53). From her point of view, understanding clans requires the comprehension of both rational and cultural elements. In addition, she adequately explains why and how clans survived during the Soviet period, despite efforts to eradicate them and impose new national identities among Central Asia's indigenous population (pp. 62-134).

The Obama administration spent nearly a year reviewing the situation in Afghanistan and vetting war options amid protracted interagency deliberation and partisan debate. By the end of 2009, President Obama affirmed his administration's commitment to degrading the capabilities of terrorist groups ensconced in Afghanistan and Pakistan and announced that, by the end of July 2011, the US would begin a conditions-based transfer of responsibility to the Afghan government and security forces, enabling the United States to diminish its kinetic military activities in favour of a more "typical" presence with Washington continuing to providing development and economic assistance, plus training for military and civilian personnel. Thus the counter-insurgency mantra of "clear, hold and build" became, under Obama, "clear, hold, build and transfer." This paper evaluates the viability of the "clear, hold, build and transfer" approach in light of the structural challenges to each element and the pressure to deliver results in a short time-frame amid difficult security conditions.

This paper analyzes the present state of affairs regarding Turkey's European Union bid at the occasion of the fifth anniversary of the debut of the negotiations. At the first glance the tableau looks rather grim, the membership negotiations stalled, the political dialogue stuck and even the 15-years old customs union jeopardized by numerous political and administrative impediments. Parallel and due to this state of affairs, Turkey's modernization process once triggered by its aspirations to join the European Union is now fully Turkish driven. Despite this development, Turkey, the author argues, still benefits from the techniques, principles and standards of the Bloc and would need to do so in a foreseeable future.

The Protocols signed between Armenia and Turkey constitute a significant threshold in the relationship between the two countries. The process of ratification has been stalled, especially due to issues in Turkish domestic politics, and the Protocols have been shelved for now. However, it is important to not completely kill the process. It would thus be helpful in terms of a soft transition into the future if both parties implement those clauses in the Protocols that do not require ratification.

Abstract:
All European Union (EU) member states are required to submit information on arms export licences and arms exports for inclusion in the EU annual reports on arms exports. The example of Central Asia— Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan—shows that the data in these EU annual reports has only a limited utility for monitoring exports of arms and military equipment. The specific case of Uzbekistan, which was subject to an EU arms embargo between 2005 and 2009, shows that certain transfers of apparent concern have been reported but not investigated, while other transfers have not appeared in the annual reports.

208. The EU-Central Asia Education Initiative

Abstract:
The European Education Initiative was launched as part of the EU-Central Asia Strategy in 2007. By 2009, the initiative had prioritised higher and vocational education and emphasised links with the Bologna Process. Attempts were made to establish the EU- Central Asia Education Platform – a re-branding of Tempus and Erasmus Mundus programmes within a set of specific activities – and outline the ways in which internal EU education policy development processes could be externalised to the Central Asia region. However, the slow and uncertain pace of development of the Education Initiative, with the exception of the CAREN programme, calls for an analysis of the logic, content and practice of what has been attempted. It is also necessary to examine the political and institutional context that explains the lack of traction gained with education policy actors in the EU and Central Asia, and the prospects for a more compelling vision and a concrete programme of implementation that could meet the real and urgent needs of Central Asian countries. Drawing on the evidence provided by participants in the development of the Education Initiative, this paper concludes by outlining an agenda for addressing its weaknesses.

European Union (EU) assistance in general and to Central Asia in particular is a complicated, many sided and fairly opaque business. In 2007, a few months prior to the Council's approval of an EU Strategy for Central Asia under the German Presidency, the Commission also presented two documents: an overarching Regional Strategy Paper for assistance to Central Asia over the period 2007–13 (RSP) and a more detailed and programme-orientated Central Asia Indicative Programme (IP), from 2007 until 2010.4 Over a seven-year period, 719 million Euros were to be set aside for assistance to the region through the new EU Development Cooperation Instrument (DCI). In addition, the EU has allocated more modest funds through global thematic instruments. Meanwhile, the European Bank for Reconstruction and Development (EBRD) and more recently the European Investment Bank (EIB) are stepping up activity in Central Asia and several member states have their own assistance programmes (foremost Germany) that are likely to match the DCI amount.

During the 1990s, the World Bank and several donor partners provided a “surge” in external aid to support Pakistan's social sectors. Despite the millions of donor dollars spent, the program failed. Poverty was higher in Pakistan in 2004 than it was a decade earlier when the antipoverty program began. This working paper re-releases a CGD analysis of the World Bank's program, which was prepared in 2005 by CGD researchers Nancy Birdsall, Milan Vaishnav, and Adeel Malik. The analysis reports the many problems donors faced while working with Pakistan's government to improve health and education outcomes. A new preface by Nancy Birdsall and Molly Kinder identifies the key lessons from this massive donor experiment that are relevant today, as the United States and other donors prepare to increase their assistance to Pakistan to historic levels.
