Abstract:
The People's Republic of China has long been a very visible actor in international politics. With 1.4 billion inhabitants, it is the most populous country in the world, with a land mass of 9.6 million square kilometers bordering 14 states in East, South, and Central Asia. China has a long Pacific coastline, along which it claims vast areas of the South China Sea. A nuclear power since 1964, the People's Republic of China has the largest armed forces in the world, numbering approximately 2.3 million soldiers. China has been a permanent member of the UN Security Council since 1971; for many years, it has figured prominently in all decision making processes with global impact.

Abstract:
The Iranian regime has among its strategic objectives expanding its power in the Middle East and rolling back U.S. influence in the region. Iranian leadership considers the Persian Gulf and much of Central Asia to be a "near abroad" where Iranian culture and interests should have significant influence. Recent developments confirm that Iran is committed to this ambition, has a strategy to realize this outcome, and is making significant progress towards it. Iran also clearly has ambitions to be a significant and relevant actor on the global stage, whose capabilities and intentions must be taken into consideration by superpower nations.

Abstract:
The collapse of the Soviet Union led to the appearance of new players in the Central Asian region, the most important of which is China. In the span of some twenty years, China has become a major trade partner and investor in the region. Its trade with nations in the region has grown impressively, from almost nothing in 1991 to more than USD 30 billion in 2011, with China being the region\'s second-largest trading partner after Russia. According to the Premier of the State Council of the People\'s Republic of China, Wen Jiabao, Chinese direct investments in Central Asia by 2012 are estimated at USD 250 billion. China is extensively building oil and gas pipelines, developing a network of transportation links, "as well as expanding its diplomatic and cultural presence in the region."

When compared to its often rocky relations with Arab countries to the west, the Islamic Republic of Iran has managed to retain largely cordial ties with its neighbors to the east. Historic linguistic, religious, and cultural connections have helped Iran keep its influence in South Asia and become a key trading partner despite US-led sanctions. Because of its strategic location on the Persian Gulf and Arabian Sea, Iran provides India with access to Afghanistan and Central Asia that does not require transit through Pakistan. However, Iran and its neighbors, including Pakistan, face acute challenges such as scarce and poorly managed water resources, ethnic insurgencies, energy imbalances, and drug trafficking that require regional solutions.

Abstract:
Migration from Eastern Partnership (EaP) countries has only become a large and important phenomenon over the last twenty years. At its heart, labour migration reflects entrepreneurial decisions by individuals and families looking to improve their lives while facing complex challenges and opportunities. In the past, the language of "migration management" was sometimes used to suggest that migrants and migration needed to be “managed” to achieve government objectives. By contrast, in adopting a migrant-centered perspective, our project aimed to understand, first, EaP migrants’ incentives and the effects of migration on migrants and their families, on non-migrants in the country of origin, and on residents of the destination country. Second, we investigated how labour migration is shaped by and interacts with a wide range of government policies and which policy interventions can enhance the benefits of migration for the affected groups.

Abstract:
Mediterranean and EU member countries consider enhancing innovation and R&D an important policy objective. In order to improve economic competitiveness and increase their citizens’ welfare, these countries have been formulating and implementing innovation policies. In recent years, the volume of resources allocated to such policies has considerably increased and the number of instruments used in this framework has widened. Nevertheless, a relatively limited number of studies have been conducted to assess the effectiveness of innovation policies in these countries and formulate proposals for those aspects of policies that are in contradiction with the aims.

Abstract:
Dans le Tableau de bord d’Europe centrale et orientale et d’Eurasie de 2009, nous écrivions que les pays de l’Europe centrale et orientale étaient « touchés mais pas coulés » par la crise mondiale. Quatre ans après, ce diagnostic est toujours valable. Si l’Union européenne reste pour eux un idéal et si l’adhésion à cette union demeure un projet clairement balisé pour les Etats qui n’en sont pas encore membres, celle-ci, engluée dans ses contradictions, paraît trop souvent absente, silencieuse. Aux populations qui lui demandent un meilleur niveau de vie et plus de justice sociale, elle répond par des exigences de réformes et d’austérité et alimente ainsi dangereusement leurs désenchantements. Savoir leur répondre, c’est le défi majeur de l’Union européenne aujourd’hui. Les pays de l’Eurasie, s’ils sont moins directement touchés par la crise de la zone euro et conservent, en conséquence, une croissance nettement plus élevée, ont d’autres préoccupations. Fortement sollicités par la Russie qui entend consolider sa zone d’influence avec la concrétisation de l’Union économique eurasiatique, ils sont aussi l’objet de l’attraction qu’exerce sur eux l’Union européenne – comme en témoignent éloquemment les évènements survenus en Ukraine – et, de plus en plus, la Chine. Cet espace est donc actuellement dans une recomposition qui conditionne les possibilités de son développement.

Abstract:
Anthropological studies demonstrate that personal values, social relationships and indicators of cultural identity are expressed in a symbolic manner in funeral rites. In Azerbaijan such rites can include as many as ten commemorative events (yas) in the year following the death. These are critically important events in which allegiances are made and broken. During the period of political chaos and economic recession which followed independence, from 1991 to 1996, the yas served as an incubator for a local identity movement. Political stability, beginning in 1996, and the advent of the petroleum era, in the 2000s, transformed the country’s face, reordered the relationships between individuals, and today raise the issue of creating a State and developing a national political project. The study of funeral rites enables one to measure the magnitude of these changes. The evolution of yas reveals new needs of a society in turmoil and reflects the fundamental examination Azerbaijanis are undertaking of themselves, their religion, their European and Oriental identity and their relationship to modernity.

139. Afghan Narcotrafficking: A Joint Threat Assessment

More than a decade after the United States and allied troops began military operations in Afghanistan, the country remains a major conflict zone. Afghanistan's continuing instability constitutes the largest security issue in the region. The country's role as the center of global opiate production contributes heavily to this instability. The grave social, economic, political, and security implications of the trafficking of the Afghan opiates extend beyond the regions of South, Southwest, and Central Asia. The opium economy in Afghanistan has become deeply entrenched and shows no signs of declining. Inside Afghanistan, narcotrafficking contributes to insecurity and feeds corruption, warlords, and insurgents. All this vastly complicates the prospects of the Afghan central government consolidating its power and effectively governing. Compounding these issues is the scheduled withdrawal of NATO forces from Afghanistan in 2014 and the ongoing drawdown of U.S. troops.

140. The importance of the Eurasian steppe to the study of international relations

Abstract:
This article is a call for making the Eurasian steppe an object of study within International Relations. The first section argues that the neglect of the steppe is due to 19th-century prejudice against non-sedentary polities as being barbarian. This is hardly a scholarly reason to neglect them. The second section is a nutshell overview of literature on the steppe from other fields. On the strength of these literatures, we postulate the existence of what we call an almost three thousand year long steppe tradition of ordering politics. The third section of the article suggests that the steppe tradition has hybridised sundry polity-building projects, from early polity-building in the European the Middle Ages via the Ottoman and Russian empires to contemporary Central Asian state-building. We conclude this exploratory piece by speculating whether a focus on the steppe tradition may have the potential to change our accounts of the emergence of European international relations at large.
