Abstract:
Afghanistan represents one of the most unique combinations a country and its society may offer. It is a country with a challenging and unforgiving but majestic geography which favors independence both to the central authorities in the capital but also to potential intruders from the outside. It holds a unique geopolitical location south and east of the Hindukush connecting Central Asia to South Asia, and the Middle East to each of them. It is home to a proud, independent people with a history of ages-old religions and diverse cultures, but also of conflict and war. The Afghans and their country stand out in terms of drama, disadvantages and sometimes even simple suffering, witnessing nearly three decades – an entire generation – of warfare and civil strife. Afghanistan too is home to one of the most archaic societies north of the Indian Ocean. It has very little transportation or energy infrastructure, one of the world's highest rates of poverty, and some of the lowest levels of literacy, health care and GDP per capita. However, Afghanistan is today the world's most important opium producer and is centrally located in a region marked by high population and poverty with tendencies toward fundamentalist religious expression. Afghanistan itself became a base of Islamic militancy.

The Liechtenstein Institute on Self-Determination (LISD) at Princeton University's Woodrow Wilson School of Public and International Affairs convened the colloquium, “Creating Stability and Prosperity in Afghanistan and the Region,” on 26-29 October 2006 in Vienna, Austria. This was the eighth LISD-sponsored colloquium on Afghanistan since 2001 and was the inaugural meeting of a two-year project, “State Security, and Prosperity: Afghanistan, its Neighbors and the Region,” being undertaken by LISD and funded in part by the Carnegie Corporation of New York.

Abstract:
The Caucasus and Central Asia – eight countries of the former Soviet Union stretching to the south of Russia and to the west of China – form a chain of weak states, vulnerable to conflict, extremism, and spillover from potential instability in the Middle East, Iran and Afghanistan. Once on the path of the Silk Road, these countries are still transit routes in the world economy rather than major economic players. The overarching problem for the Caucasus countries situated on the eastern fringe of Europe – Armenia, Azerbaijan, and Georgia, as well as the Russian North Caucasus – is unresolved conflicts that hamper development and poison politics. The Caucasus has become a field for latter-day Great Power battles of influence, in which competing policy agendas, sometimes even from within the same state, make for a fragmented international response that hampers regional integration and development. The autocratic states of Central Asia by contrast risk isolating themselves from the wider world, becoming a source of danger because of their deliberate remoteness. Here the globalized threats of drug trafficking and militant Islam are the biggest potential source of instability. Multilateral organizations such as the UN are still struggling to articulate a coherent response to the two regions as a whole, tending to make more narrow interventions that have limited impact.

Abstract:
In this fifth LISD meeting on Afghanistan, international experts – the discussants ultimately contributing to the content of this publication – have analyzed and debated critical issues facing the new Afghan state after the inauguration of the first democratically elected president, Hamid Karzai, in 2004. In terms of state-building, issues include the conduct of the soon to be held parliamentary elections, institutional design, culture and education, as well as the establishment of infrastructure and vital economics. Regarding security issues, areas of concern included narcotics, disarmament and re-integration of former combatants, PRTs, and more generally, the role and impact of the international community. Discussions have focused on the pragmatic details of these policy debates and developed larger, more theoretical questions of state-building, legitimacy, and viable institutions. It has become clear that in the shadow of international attention to the elections in Iraq and now the natural catastrophe of the recent tsunami in Asia, continued international attention paid to Afghanistan has varied– both in terms of actual assistance and financially. The Phase II LISD Vienna meeting has generated a number of recommendations and lessons for Afghanistan and the international community, which are also relevant for building state and security elsewhere.

Abstract:
The Republic of Georgia suffers from pervasive problems. Popular frustrations boiled over after the November 2, 2003, parliamentary elections, which international observers determined were fraudulent. Facing mass protests and civil disobedience, President Eduard Shevardnadze resigned. The so-called revolution of roses culminated in a peaceful transfer of power when Mikhail Saakashvili assumed the presidency after receiving 96 percent of the vote in a special ballot on January 4, 2004.

Currently, the term security sector is not only understood in terms of traditional military-political institutions such as army, external intelligence, and command and control systems. As the edition of the UK Department for International Development "Understanding and Supporting Security Sector Reform" puts it: "[...] in broad terms the security sector comprises all those responsible for protecting the state and communities within it." Accordingly, police, justice, public and nongovernmental organizations and human rights protection institutions can also be included in the security actors' list.

57. The Paradox of Policy: American Interests in the Post-9/11 Caucasus

For the decade preceding September 11, 2001, the Caucasus were a "C list" foreign policy priority for the United States. The region neither presented an imminent threat to the United States nor its security interests. American policy was focused on "securing the Cold War victory" whilst regional interests in the Caucasus were defined by economic considerations and a pseudo-policy of neo-containment of Russia. However, 9/11 changed American perspectives on its security interests. The sources of terrorism, the reality of the threat posed by failed states, and the proliferation of weapons of mass destruction became the new foreign policy dogma. Under these new circumstances, the Caucasus, arguably, migrated to a "B list" priority or one in which American interests were threatened.

Security Sector Governance in Georgia is a topic which is certainly not easy to explore. First of all there is no up-to-date literature, at least none which considers the entire complexity of the relevant aspects and elements influencing security sector governance and security sector reform (SSR) in the country. Second research work on security sector governance relevant issues looks like a patch-work quilt. There is no comprehensive evaluation of the standing of security sector reform: Studies mainly focus on singled-out aspects and the various threads are not brought together, at least not in a way which would allow an evaluation of the overall situation of security sector governance in Georgia. The closest to those needs comes the Center for Civil Military Relations and Security Studies (CCMRSS) in Tbilisi. The research work of David Darchiashvili and Tamara Pataraia provides crucial insights and profound background information on security sector relevant issues.

Rich in oil and gas, the region is certainly of great interest for the energy needs of the West. 60. The Role of Civil Society in Security Sector Governance in the South Caucasus

Over the last ten years, there has been an increasing amount of interest in the issue of security sector reform, and, as a subset of this, a specific focus on the question of democratic governance over the security sector. It has been widely recognised that if security institutions are not fully under democratic civilian control, they can impede the development of the state in a number of ways. This may involve the squandering of scarce national resources because there is little civilian oversight over how they spend their money. It may be a matter of poorly trained and badly paid staff turning to corruption in order to supplement their income, with no mechanisms in place to stop them doing so. In extreme cases, the security sector may become so independent of external control that it starts to become a 'state within a state' or threatens to take over the state in order to better pursue its own objectives. Emphasis has thus been placed on ensuring that all the state institutions that are involved in the provision of security have clearly defined roles and remits within society, are professional and accountable, and that they are overseen by capable civilian administration and democratically-elected bodies.
