101. Afghanistan: The Constitutional Loya Jirga

Abstract:
When delegates to Afghanistan's Constitutional Loya Jirga assemble in Kabul on 13 December 2003, they will begin debating and ultimately deciding upon a draft document that is intended to establish a strong presidency while accommodating the other dominant figures at the country's centre. It is a constitution, however, that for the most part would fail to provide meaningful democratic governance, including power-sharing, a system of checks and balances, or mechanisms for increasing the representation of ethnic, regional and other minority groups. The manner in which the draft has been prepared and publicised, as well as its content, raise serious questions about whether it can become the first constitution in Afghanistan's history to command genuinely deep popular support and, therefore, contribute to national stability.

102. Southern Serbia's Fragile Peace

Abstract:
The Albanian-majority Presevo Valley in southern Serbia is one of the few conflict resolution success stories in the former Yugoslavia. Yet tensions linger, and a series of violent incidents in August and September 2003 demonstrated that the peace can still unravel. Serbia's stalled reform process is preventing the political and economic changes that are needed to move forward on many critical issues in the area, and there is a general sense among local Albanians that peace has not delivered what it promised: an end to tensions with Serb security forces and prosperity.

Curbing the proliferation of weapons of mass destruction (WMD) is important to European policy-makers. This has been especially evident throughout 2003. On 6 June 2003, the European Union unveiled its basic principles for an 'EU Strategy against the proliferation of WMD'. Among its first principles, the EU underscores that 'the proliferation of all weapons of mass destruction (i.e. biological, chemical and nuclear weapons) and means of delivery such as ballistic missiles constitutes a threat to international peace and security'.

104. The South Caucasus: a challenge for the EU

Abstract:
The South Caucasus contains three states that emerged after the collapse of the Soviet Union: Georgia, Armenia and Azerbaijan. Geographically, the region is populated by some fifteen million people, links the Caspian Sea basin to the Black Sea on an east-to-west axis, and is the juncture between the greater Middle East, Turkey and Iran, and the Russian Federation. This chapter will introduce a number of themes that run through this Chaillot Paper. The first part examines the nature of the 'transition' that the three South Caucasian states have undergone with a view to understanding the scale of their transformation. A second part discusses dimensions of state weakness across the region. Next, the chapter considers the impact of third parties on regional security/insecurity, and finally it outlines the structure of the volume.

Abstract:
Unlike in many other developing countries on the way to democracy, the military plays a more limited role than other security providers, notably the Ministry of the Interior whose forces are much more powerful than the military and have their own armed units. They pose the greater potential threat to security and stability, and thus form a graver potential impediment to economic and political reform than the military. Whereas the economic, social and even some of the defence systems in the post-Soviet republics have gone through reforms, the forces and institutional structures of the Ministries of the Interior have remained more or less the same; change has occurred only in their size which again does not imply larger or more transparent budgets.

The capacity of security forces to both prevent and provoke conflict is increasingly recognised. Police forces can play a vital role in providing the security environment necessary for peaceful political and economic development, and are at the forefront of tackling international security issues, including drugs trafficking, the proliferation of weapons of mass destruction, and terrorism. A competent and democratised security sector is vital to enhancing governance and ensuring greater public trust in the state. Bad security forces, on the other hand, can provoke or deepen conflict and create environments where terrorism can prosper. Getting the security sector right is a key element in conflict prevention.

The future security and stability of Russia, Central Asia, and the Caucasus–all struggling to deal with the simultaneous forces of terrorism, crime, narcotics, poverty, and disease–require a successful political and economic transformation in Afghanistan. A federal system was rejected in favor of aunitary state structure for Afghanistan, but the government of Hamid Karzai has faced great difficulty extending central authority much beyond Kabul. New questions about state-building there and elsewhere in the region should compel policymakers to reconsider federalism among a range of options for how best to organize this complex and diverse society. Although critics charge that a federal solution to state organization enhances social cleavages and fosters instability, federalism could be aviable and effective option if constructed to minimize the power and influence of the demographically dominant group.
