1. Urban Formation and Culture Transformation in Mughal India

Abstract:
India was comprised of many villages before the arrival of Muslims. Those Muslim invaders, who conquered India and established their rule, essentially belonged to the urban ruling classes. In early Turkish Empire (1206 – 1266), ruling classes have developed numerous urban centers in town across India. In Muslims period, Iqta system provided opportunities to Turko – Afghan communities to have luxurious life style which provoked skill workers, artesian and architect to migrate garrison. These towns also emerge as cultural centers with the passage of time. Early cities like Daultabad, Fatehpur Sikri and Shahjahanabad (Old Delhi) were royal capital cities. Some of the major cities like Kabul, Agra, Allahabad, Lahore, Attock and Multan were developed near major road (Grand Trunk Road). Many towns like Dholpur, Jodhpur, Sirohi, Asirgarh and Ajmer were inhabited near nonmetal led roads . Many of the Mughal cities and towns still exist in spite of many natural disasters. Many European travelers narrated the glory and significance of these cities and towns in their account. They compared Indian cities with Europe, like Fatehpur Sikri was larger than London and Delhi was not less urbanized than Paris. These urban centers were not only the administrative units but also considered as cultural centers in Mughal State. Emperors sometimes generated the economic activities in these urban centers. Abul Fazal mentioned many factories in Delhi, Agra and Fatehpur Sikri supplied many precious articles in the King’s wardrobe. Capital cities always had the excess of fruit and food for the Royal kitchen. People brought their master pieces in the capital city just to get the acknowledgement of kings and nobles. This paper analyzes the development of major urban centers in Mughals (most illustrated dynasty of the Muslim civilization). It also highlights the cultural transformation of Muslims under the influence of native one.

Abstract:
For several years, Afghanistan’s economy and public finances have worsened, culminating in a full-blown fiscal crisis in 2014. Political uncertainties, the weakening Afghan economy, corruption in tax collection, stagnant government revenues, and increasing expenditures have contributed to the current fiscal impasse. In the absence of bold actions by the Afghan government along with proactive international support to turn around the fiscal situation, the fiscal crisis and its insidious effects will continue.

Abstract:
Some say reviving the Afghan economy in a time of intensifying violent conflict and declining external financial inflows will be impossible. Expectations need to be kept modest, and measures must go beyond conventional economic approaches in order to be effective. This brief puts forward some outside-the-box ideas, which, combined with greater government effectiveness and, hopefully, reductions in violent conflict, may help turn the economy around.

Abstract:
The general expectation among Afghans after the fall of the Taliban was that the state, equipped with financial resources and technical assistance from the international community, would once again take the lead in the economic sphere. Instead, Kabul adopted a market economy. The move remains controversial in some quarters. This report, derived from interviews conducted in 2015 and 2010, takes stock of the competing ideologies in Afghanistan today with respect to the economy.

6. The Revival of the Silk Roads (Land Connectivity) in Asia

Abstract:
This paper argues that contrary to popular belief, in the bygone era, there was not one but two Silk Roads in Asia - the Northern and the less well-known South-western Silk Road (SSR). The SSR connected South/Central Asia with southern China and present day Association of Southeast Asian Nations (ASEAN). After enjoying a rich history of around 1,600 years, the Silk Roads went into disrepair. Now, for various economic, security, and political reasons, land connectivity is once again making a comeback in Asia. These include the (i) "Go West" and the recent "New Silk Roads" policies of China; (ii) "Look East" policies of South Asia; (iii) opening of Myanmar, a node between South Asia and East Asia; and (iv) growing importance of supply-chain trade. The focus has, however, been mainly on reviving the Northern Silk Road with relatively few actions being initiated to revive the SSR. Mirroring the on-going efforts in the Greater Mekong Sub-region and the Central Asian region, this paper proposes four economic corridors for Pan-Asian connectivity that is to connect South/Central Asia with southern China and ASEAN. The paper argues that the revival of land connectivity in Asia is making Maritime Asia of the past, more continental-based. One implication is that regional institutions focusing solely on Maritime Asia, such as the Asia Pacific Economic Cooperation (APEC), may be losing some of their relevance vis-à-vis say the more continental-based China-led Shanghai Cooperation Organization. The other is that the influence of the West in Asia's security may be declining relative to that of China, India, and Russia.

Emomali Rahmon's reelection as president of Tajikistan in 2013 testifies to his regime's stability and its capacity for self-preservation. He now faces a number of complex tasks, which include undertaking economic reforms, counteracting religious smism, and resolving conflicts with neighboring countries. It is becoming increasingly difficult to maintain a high degree of stability under these conditions.

Sovereignty After Empire: Comparing the Middle East and Central Asia The demise of empires left a powerful and perplexing legacy for successor states in the Middle East and Central Asia. Sally Cummings and Raymond Hinnebusch set the scene for this fascinating collection of essays in the introduction, where they address the limits of the Westphalian state system and frame the sovereignty question in relation to the imported character of the state in former colonies. Empires were amorphous, whether as contiguous landforms or maritime empires. In contrast to modern nation-states with clearly demarcated boundaries as prerequisites for legitimacy, empires could devolve variable autonomies from the center without breaking up. Empires may adapt to nationalism and local challenges, but the nation-states that emerge are fragile. What is especially interesting about this volume is that the authors seek to explore continuities, ruptures and divergences. In stark contrast to those who suggest that the legacy of imperialism is no longer relevant, these essays focus on the understanding that comes from analyses of the imperial and colonial past.

Abstract:
Le lecteur ne s’étonnera pas de ce que, en 2014, le conflit en Ukraine soit au cœur des préoccupations des pays d'Europe centrale, orientale et de l'Eurasie, même si ses incidences sont diversement ressenties selon les régions considérées. Les pays d’Europe centrale et orientale sont divisés dans leur appréhension politique des événements, et leurs économies ne sont pas directement concernées par les retombées du conflit en Ukraine. On pouvait craindre en revanche qu’elles subissent l’atonie de la zone euro, et son incapacité à retrouver des taux de croissance stimulant la demande extérieure. Cependant – et c’est là une heureuse surprise –, plusieurs d’entre elles ont trouvé la parade en tirant parti des fonds que l’Union européenne leur destine généreusement pour relancer leur demande domestique. Et les effets positifs de cette tactique portent des fruits spectaculaires, d’autant qu’elle se combine avec les incidences de la faible hausse des prix sur le pouvoir d’achat des consommateurs. Il y a là des enseignements à tirer pour la politique économique de l’Europe Occidentale ! Les pays de l’espace eurasiatique sont eux directement aux prises avec les développements du conflit ukrainien. Les incidences en sont multiples : les sanctions et contre-sanctions entre la Russie et l’Union européenne influent grandement sur les économies périphériques, de grands projets comme le gazoduc South Stream sont annulés, les relations des pays d’Asie centrale et du Caucase avec l’Union européenne sont observées avec vigilance par la Russie… La crise ukrainienne, c’est un fait, porte son ombre sur le grand projet de Vladimir Poutine d’instauration d’une Union économique eurasiatique.

Abstract:
One of the most important tools utilized by states to maximize their impact in foreign affairs is public diplomacy and to this extent, public diplomacy is considered a source of soft power. The robust use of public diplomacy can enhance and reinforce the soft power of countries. Central Asia is among the regions that have an ever increasing relevance to regional and international affairs in the aftermath of the collapse of the Soviet Union, and is currently considered a critical subsystem for our country. The foreign policy of the Islamic Republic of Iran towards this region is, on one hand, built on the foundation of converging factors in political, economic, and cultural arenas and looking towards opportunities for influence and cooperation. On the other hand, considering the divergent components, it also faces challenges and threats, the sum of which continues to effect the orientation of Iranian foreign policy towards the region. This article will study Iranian public diplomacy in this region and examine the opportunities and challenges, as well as, provide and proper model for a successful public diplomacy in the region of Central Asia, while taking into account the Islamic Republic of Iran's tools and potential.
