41. Central Asia: What Role for the European Union?

Abstract:
The European Union is not living up to its potential as a geopolitical actor in Central Asia. The level of EU interest has been low, and Brussels is doing little to shape developments in a region that has mostly seen marked declines in its economic fortunes, political freedoms and social development in recent years but remains of considerable strategic significance. If this is to change, Europe must move away from largely unsuccessful policies, particularly the promotion of region-wide projects, and take on a more focused and active role geared to the distinct characteristics of each of the region's five states. It needs also to raise the level of its representation, spend more money and stick to its political ideals if it is to have a positive impact.

Abstract:
This article aims to analyze the relations between Turkey and Tajikistan in the aftermath of the dissolution of the Soviet Union. The relations between these two countries remained rather limited in the period of 1991-1994 because Tajikistan was not Turkic, faced negative economic conditions, went through a civil war, and had closer ties with Iran and Russia. Between 1995 and 2003, however, these relations improved as Turkey better realized the fact that Tajikistan was both an inseparable part of Central Asian geography and critical for regional stability. Furthermore, in this period, Tajik Civil War ended with an important political reconciliation. It is concluded that although there has been a relative improvement in Turkish-Tajik relations since Tajikistan's independence, it has not yet reached to a satisfactory level.

Abstract:
This policy report distills key findings from research commissioned by the International Peace Academy's program on Economic Agendas in Civil Wars (EACW) on the regional dimensions of war economies and the challenges they pose for peacemaking and peacebuilding. Drawing from analytical research as well as case studies of Afghanistan in Central Asia, Sierra Leone in West Africa, and Bosnia and Herzegovina in Southeast Europe, a number of key issues concerning the political economy of regional war economies and lessons for more effective peacebuilding were identified: The notion that internal conflicts have economic "spill over" or "spill into" effects on neighboring states needs to be extended and deepened. Policymakers should work to develop a more comprehensive understanding of the interstate impacts of civil conflict that gives greater weight to systemic cross-border networks and less to potentially 'one-off' transborder phenomena.

44. Spatial Inequality and Development in Central Asia

Abstract:
This paper focuses on inequality in living standards across oblasts and regions within Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan and Uzbekistan. Regional inequality is an important area of research and policy development. Inequality in income and consumption are logical outcomes in a market-based economic system. If inequality within countries exists because of barriers to competition, then inequality can foment internal tension, and economic and social development within countries is negatively affected. We examine Living Standards Measurement data from Tajikistan, Kyrgystan, and Kazakhstan and additional survey data from Uzbekistan. We find that the most important explanations for the variation in expenditures per capita in the region are household location, household composition, and education. We find large variation in per capita expenditure by location within each country, and the differences go beyond the simple rural-urban distinction. Family structure is also important, and in all countries, having a university educated household head significantly improves household welfare; expenditures are higher in these households than in households with less educated heads. We examine inequality in access to community services and find that provision of public goods reinforces regional inequality patterns in expenditures that we measure among households. The poorest households are likely to live in communities with the lowest access to public services.

Abstract:
Post-Soviet countries are either passing through a transition period, or have already completed it, as an outcome of the neoliberal pressures of international actors. The attempts have focused on reconstruction of the state because of its being conceived as an impediment in front of political and economic liberalization. The states of Azerbaijan, Kazakhstan and Turkmenistan resemble other transition economies in the sense that they share a similar Soviet legacy. Nevertheless, they deviate from the rest by the virtue of natural resources which endow the state the ability to re-produce itself. The state of Azerbaijan has liberated itself from the society by using the natural resource rents, which in turn outmode taxation as an instrument of revenue. Despite Kazakhstan's discernible progress in launching economic reforms, the state has politically kept its solid structure. The Kazakh state has preferred to allocate the natural gas revenues for economic transformation with no political liberalization. Under an autocratic regime, the Turkmen state has strengthened its positioning vis-à-vis the society with no economic and political transformation.

An important obstacle to achieving environmental goals in many countries has been the failure to adequately address the associated financial issues: the costs of achieving goals; how those costs could be minimised; and the challenge of matching costs with available resources. The need for a fresh approach has become evident as central European countries come to terms with mobilising substantial financial resources to comply with challenging EU environmental requirements, and as the countries of Eastern Europe, Caucasus and Central Asia (EECCA) struggle to maintain even the low levels of services currently delivered by environmentally-related infrastructure.

Abstract:
The Albanian-majority Presevo Valley in southern Serbia is one of the few conflict resolution success stories in the former Yugoslavia. Yet tensions linger, and a series of violent incidents in August and September 2003 demonstrated that the peace can still unravel. Serbia's stalled reform process is preventing the political and economic changes that are needed to move forward on many critical issues in the area, and there is a general sense among local Albanians that peace has not delivered what it promised: an end to tensions with Serb security forces and prosperity.

48. Youth in Central Asia: Losing the New Generation

Abstract:
More international involvement is needed in all spheres of youth activity in Central Asia, where around half the population is under 30. In a world where many people expect progress with each generation, most of the young in this region are worse off than their parents. They have higher rates of illiteracy, unemployment, poor health, and drug use and are more likely to be victims or perpetrators of violence. Few regions have seen such sharp declines in the welfare of their youth, and the combination of declining living standards with a demographic bulge brings increased risks of political instability and conflict. Current trends must be reversed if the region is to avoid more serious economic and political problems.

49. Disarmament and Reintegration in Afghanistan

Abstract:
The domination of Afghanistan's political landscape by armed parties and individual commanders is still the principal obstacle to implementation of the political process that was agreed at the Bonn conference in late 2001. Without a credible process of disarmament, demobilisation and reintegration of former commanders and fighters into society (DR), it is inconceivable that any of the key elements of that political process - including the adoption of a new constitution, judicial reform, and elections - can be meaningfully implemented. More international engagement across the country - in the form of both security contributions and economic assistance - remains the essential ingredient.

50. Crime, Terror and the Central Asia Drug Trade

Abstract:
Over the last decade, opium poppy cultivation in Afghanistan has been rising incrementally, culminating in a bumper crop in 1999 that produced approximately 80 percent of the global supply of illicit opium. Despite this predicament, the dynamics of the illicit drugs trade in Afghanistan has received little attention. Most media reports and government statements over-simplify the situation, making it appear as though the Taliban controlled the planting, cultivation, production and trafficking of all opiates. For example, The Times, in an article published in January 2000, reported “The Taliban rulers of Afghanistan have become the world's biggest producers and smugglers of hard drugs, overtaking rings in Colombia and Burma. They are now responsible for 95 per cent of all the heroin entering Britain.” Following the September 11 attacks, this responsibility was shared with Usama bin Laden and the Al-Qaeda network. British Prime Minister Tony Blair thus stated that the “arms the Taliban are buying today are paid for with the lives of young British people buying their drugs on British streets”, and subsequently added that the Taliban and Usama bin Laden “jointly exploited the drugs trade.” This view has also been propagated in the United States by leading news agencies. CNN, for example, explicitly reported that the Taliban both taxed and trafficked in narcotics, which were directly used to finance their military operations.
