Abstract:
Over the years, the Taliban have overwhelmingly grown in influence and their stature is being well recognized; exerting more pressure on Washington’s future orientation in Afghanistan. Amidst the backdrop of transitions taking place in Afghanistan’s political landscape, the foreseeable future has, ostensibly, rekindled the prospects of peace. Although peace process is gradually moving further, yet both sides are reluctant to compromise on each others’ terms. Since the assumption of power, President Trump’s approach to Afghanistan has been oscillating in consulting varying options to bring the Taliban to their terms rather to indulge, in true spirits, in a widely acknowledged political framework for peace. These chosen policy actions posit more challenges and less opportunities for peace in war-ridden Afghanistan. The emergent scenario requires a comprehensive, well-crafted and compromising structure to be devised, featured with inclusiveness of all stakes and issues involved in this prolonged conflict. Evaluating and analyzing President Trump’s strategic policy toward Afghanistan, this paper aims to explore the manifesting failures and grey areas of Trump’s Afghan strategy and also attempts to provide strategic foresight while considering the framework of endgame in Afghanistan.

Abstract:
War since 1979 and the reconstruction of the state under Western tutelage since 2001 have led to a simplification of the identity of Afghan society, through an invention of ethnicity and tradition – a process behind which the control or the ownership of the political and economic resources of the country are at stake. Hazarajat is a remarkable observation site of this process. Its forced integration into the nascent Afghan state during the late nineteenth century has left a mark on its history. The people of Hazara, mainly Shi’ite, has been relegated to a subordinate position from which it got out of progressively, only by means of jihad against the Soviet occupation in the 1980s and the US intervention in 2001, at the ost of an ethnicization of its social and political consciousness. Ethnicity, however, is based on a less communitarian than unequal moral and political economy. Post-war aid to state-building has polarized social relations, while strengthening their ethnicization: donors and NGOs remain prisoners of a cultural, if not orientalist approach to the country that they thereby contribute to “traditionalize”, while development aid destabilizes the “traditional” society by accelerating its monetization and commodification.

For several years, Afghanistan’s economy and public finances have worsened, culminating in a full-blown fiscal crisis in 2014. Political uncertainties, the weakening Afghan economy, corruption in tax collection, stagnant government revenues, and increasing expenditures have contributed to the current fiscal impasse. In the absence of bold actions by the Afghan government along with proactive international support to turn around the fiscal situation, the fiscal crisis and its insidious effects will continue.

Abstract:
Long considered the masters of counterinsurgency, the British military encountered significant problems in Iraq and Afghanistan when confronted with insurgent violence. In their effort to apply the principles and doctrines of past campaigns, they failed to prevent Basra and Helmand from descending into lawlessness, criminality, and violence. By juxtaposing the deterioration of these situations against Britain's celebrated legacy of counterinsurgency, this investigation identifies both the contributions and limitations of traditional tactics in such settings, exposing a disconcerting gap between ambitions and resources, intent and commitment. Building upon this detailed account of the Basra and Helmand campaigns, this volume conducts an unprecedented assessment of British military institutional adaptation in response to operations gone awry. In calling attention to the enduring effectiveness of insurgent methods and the threat posed by undergoverned spaces, David H. Some say reviving the Afghan economy in a time of intensifying violent conflict and declining external financial inflows will be impossible. Expectations need to be kept modest, and measures must go beyond conventional economic approaches in order to be effective. This brief puts forward some outside-the-box ideas, which, combined with greater government effectiveness and, hopefully, reductions in violent conflict, may help turn the economy around.

The al-Qaeda presence in the Pech valley is greater now than when U.S. forces arrived in 2002, and counterterrorism efforts in the region continue. This report looks at U.S. military involvement in the Pech valley and the lessons it offers both the Afghan National Security Forces and the U.S. military. It is derived from interviews with some three hundred Americans and Afghans, including general officers, unit commanders, members of parliament, district and provincial governors, Afghan interpreters and U.S. and Afghan combat veterans.

Abstract:
There are few viable options for resolving Afghanistan’s conflict other than an inclusive peace process between the Afghan government and the Taliban. Momentum toward this goal must be maintained following the “Heart of Asia” Ministerial Conference on December 9, 2015, where Afghan, Pakistani, and U.S. officials renewed their commitment to resuming dialogue. This brief discusses three key concerns that need to be addressed to effectively move the peace process forward and achieve a near-term cease-fire.
