Abstract:
Since the publication of the Winter 09 issue events in the Caucasus and the wider region have continued to shift, which underlines yet again the region's critical importance for the wider world. The beginning of Barack Obama's tenure as President of the United States has opened up new possibilities for geopolitical shifts in the Caspian region, as he seeks to press the reset button with Russia and offer a hand to Iran. The course of these developments will have a profound effect in the Caucasus and Central Asia, even without the myriad of factors in play in the region. Turkey has reasserted itself in the Caucasus, moving towards rapprochement with Armenia and alienating Azerbaijan. The Nabucco pipeline project looks increasingly doomed, even as Turkmenistan seeks to free itself from Russian control. Meanwhile, the conflict in Afghanistan has continued to cast its ripples over the region.

Abstract:
In the wake of a conceptually flawed peace agreement, the Taliban takeover of large parts of Malakand division, subsequent military action in the area, almost three million internally displaced persons (IDPs) have fled to camps, homes, schools and other places of shelter across Northwest Frontier Province (NWFP). The challenge for the Pakistan Peoples Party (PPP)-led government and international actors is to make relief, rehabilitation and reconstruction efforts responsive to needs and empower local communities in Malakand Division. Failure to do so will reverse any gains on the battlefield and boost radical Islamist groups.

Both the future of NATO and Turkey's perception of NATO membership will be at stake unless the allies can reach consensus on the core strategic issues of the transformation agenda. Analysts urgently need to come up with convincing answers to the following questions: In which ways has NATO's transformation been going through? Why does Turkey feel uneasy with some aspects of the process? What steps should Turkey take in order to ensure that the transformation of the Alliance is viewed positively at home?

Abstract:
Turkey is a country that appears destined to provoke debate. Ankara's recent foreign policy activism is a case in point. For quite some time, the Turkish top leadership has been tirelessly criss-crossing the globe – from Algeria to Saudi Arabia and from Russia to Azerbaijan. Everywhere they go, the Turks tend to air new diplomatic initiatives, offer mediation, advance blueprints for new regional security regimes and, last but not least, seek to boost trade ties. There is one feature, though, that cannot fail to catch the eye: almost all of Turkey's foreign policy moves over the last couple of years have a pronounced Eurasian and/or Middle Eastern bent.

Abstract:
On 22-23 September 2008, the Geneva Centre for Security Policy (GCSP) and the Organisation for Security and Co-operation in Europe (OSCE) Academy, Bishkek, organised a forum for security policy experts from Eurasia, East and South-East Asia, Europe and the United States, to analyse and discuss the continued interaction of key regional security dynamics and functional issues in Central Asia over 2008. A series of panels identified major emergent themes, linkages and trends, and reflected on their strategic impact and security policy implications. The focus included panels on the Afghan factor and Georgian crisis in Central Asian security politics, energy geopolitics, the role of the Collective Security Treaty Organisation (CSTO) and the Shanghai Cooperation Organization (SCO) in the region, as well as US and Russian policies towards Central Asia. The seminar highlighted and analysed some of the key security tendencies and practical aspects of security in the region including emerging trends and themes, their interplay and contradictions as well as their likely strategic influence and consequences.

Abstract:
The Palestinian question is a central issue at the both state and society level in Turkey. Thousands of Turkish people protested the Israeli aggression against the Palestinians in Gaza this month in different parts of Turkey. Turkish PM Erdogan responded to the Israeli action by labeling it an act of disrespect to Turkey and suspended Turkey's facilitating role for indirect talks between Israel and Syria. Erdogan also initiated an intensive diplomatic campaign at the regional and international levels, utilizing Turkey's seat in the United Nations Security Council. Turkey calls for an immediate ceasefire between Israel and Hamas, and urges a compromise between rival Palestinian groups. Finally, the war on Gaza will have far-reaching consequences for the future of the region as well as for Turkish-Israeli relations.

Abstract:
After seven years of war, the international community has failed to create the conditions for a sustainable Afghan state. The reality is that the international coalition now has limited resources and a narrow political time frame to create lasting Afghan institutions. Yet building such institutions is our only realistic exit strategy. The debate in Washington and European capitals has recently centered on how many more troops will be sent to Afghanistan in 2009 as part of a military surge. Such a tactical adjustment is unlikely to make much of a difference in a country where the basic population-to-troops ratio is estimated at approximately 430 people per foreign soldier.

Seven years after the U.S.-led intervention in Afghanistan the country is still at war against extremists and has developed few resilient institutions. A policy review by the Obama administration has reopened debate about how to defeat the forces of violent global jihadism – al-Qaeda and its Taliban protectors – in Afghanistan and in neighbouring Pakistan. In most cases, the ideas on offer – from declaring victory and pulling out, to negotiating with the insurgents, to organising regional conferences, to prioritising relationships with favoured individuals and allies over the development of strong democratic institutions – have been tried at least once in the past two decades, with no success: we know now what not to do.

249. Third Generation Civil-Military Relations and the 'New Revolution in Military Affairs'

This paper identifies a new development in civil-military relations, which I suggest calling third-generation civil-military relations. Third-generation civil-military relations are the product of military organisations embarking on civil governance roles and the creation of deep partnerships between military and civil agencies. They appear to be less dramatic than 'traditional' civil-military relations (Blue Helmets, Provincial Reconstructions Teams) in that they do not create the same visible alignment on the ground between military and non-military identities. Yet they do represent a momentous development for the US military's engagement in Afghanistan in particular, as well as challenging our understanding of the role of the military in global security, thus adding a new complexity to international security cooperation. This complexity concerns differing opinions with regard to what kinds of tasks the military should do and what it should not. It is about norms and principles rather than about violent consequences for civilians. There are many tasks for which most military organisations are unsuitable, because they lack the necessary expertise and institutional capability. But these are practical matters rather than being about the normative 'should' questions: Should the military train civil police? Should the military work on civil reform areas in the Afghan Ministry of Interior? Should the military engage in civil justice-sector reform? The common reply to such questions is – or has been – no. Yet developments on the ground point precisely towards such an expansion of military affairs.

Abstract:
More than seven years after U.S. forces entered Afghanistan, important gains made in bringing stability and democracy to Afghanistan are imperiled. While there have been some positive developments in such areas as economic growth, the Taliban and other insurgent groups have gained some ground in the country and in neighboring Pakistan, the drug trade remains a significant problem, and corruption has worsened in the Afghan government. According to United Nations data, insurgent incidents have increased every year since the 2001 overthrow of the Taliban regime. The situation in parts of Afghanistan's south and east is particularly concerning because of the twin menace of insurgent and criminal activity. Despite these challenges, the insurgency remains deeply fractured among a range of groups, and most have little support among the Afghan population. This presents an opportunity for Afghans and the international community to turn the situation around.
