Costa Rica faces an unprecedented challenge in the form of escalating violence concentrated within specific regions of the country. This report delves into the country’s administrative divisions, shedding light on its eighty-two cantons, where critical security data is localized. Recent statistics up to September 2023 underline a concerning situation. While violence in Costa Rica remains lower than the regional average for Latin America, it is the country in the region where violence has grown the most since 1995.

Mexican feminists have used the hashtag “la policía no me cuida, me cuidan mis amigas” (police do not protect me, my female friends do) to denounce and document sexual abuse and harassment at the hands of police and the sharp increase in police repression against feminist demonstrations. The repression of these feminist demonstrations suggests a new and disturbing pattern of the criminalization of women’s right to mobilize.

The extent, conditions, and policy responses are important in and of themselves, but also because this violence constitutes one of the significant factors driving migration toward the United States.

Abstract:
Daniel Ortega’s suppression of protestors and civil society continues unabated. Since April 2018, Nicaragua’s security forces have killed hundreds of people, thousands have been injured or held as political prisoners, and more than 100,000 Nicaraguans have fled to neighboring countries or the United States. Ortega’s authoritarian consolidation began well before April 2018; the keys to his regime’s ruthless survival strategy are the National Police and Nicaraguan Army, co-optation of the judiciary, domination of the media, and a highly complicit private sector that long ago embraced a modus vivendi with his socialist government, among others. The US should ramp up its sanctions against the Ortega regime; target individuals and industries, especially those connected to Ortega or the military; sequence its sanctions rollout; and synchronize external pressure with the domestic opposition to develop an effective strategy for achieving key political and electoral reforms ahead of the general elections in 2021. Reinvigorated diplomacy, particularly with the European Union and other Latin America governments, should seek to expand the international coalition against Ortega’s repression to maintain steady pressure for a definitive change in the character of the regime.

Abstract:
This article explores the functioning of citizen security. It is developed with reference to the initiatives in Tijuana, Mexico, and reveals how citizen security operates through technologies that simultaneously generate both compatible citizens and abject non-citizens. Both groups become an integral part of citizen security and operate within a logic through which one tries to ensure the life of the former (biopolitics) and the exclusion of the latter is generated (the necropolitics). From biopolitics, the population is understood through surveillance measures that allow the accumulation of information and the analysis of data. These concern the observed patterns of behavior within this population, with the aim of managing random events and populations outside of what is empirically normal. These abnormal populations are then regulated through initiatives composed of the National Program for the Prevention of Crime (PRONAPRED), with the purpose of giving them certain life skills to overcome their risk situations. On the other hand, non-citizens are treated based on an exclusionary inclusion (the necropolitics). In practice, this implies that the non-citizen population is seen as an object of hierarchical surveillance. The latter is designed to regulate movement and limit the danger that these non-citizens represent for public safety. Similarly, non-citizen individuals are marginalized to the extent that their inclusion in the PRONAPRED security programs makes possible their eventual expulsion from Mexico. Thus, the article concludes that citizen security determines and exacerbates the citizen / non-citizen distinction, a distinction that can mean life or death.

6. Fight and Flight: Tackling the Roots of Honduras’ Emergency

Despite U.S. restrictions on Central American migration, Hondurans are fleeing north in record numbers as the country struggles with polarised government, corruption, poverty and violence. With outside help, Tegucigalpa should revisit its heavy-handed security policies and enact judicial and electoral reforms to avert future upheaval. What happened? Months of street protests and a mass northward exodus, despite a sustained U.S. campaign to deter Central American migrants, illustrate the depth of despair in Honduras at political leaders, gang violence, extortion, poverty and inequality. Why does it matter? State security crackdowns against a backdrop of extreme political polarisation dating back to the 2009 coup, fuelled by scandals over alleged links between the ruling party and criminal networks, could further fuel violent unrest. Washington’s fixation on bottling up migrant flows in the region risks making a bad situation worse. What should be done? With support from the U.S. and other donors, the Honduran government should enact electoral and anti-corruption reforms and grant stronger investigative powers to the judiciary and police, avoid heavy-handed responses to civil unrest, and fund programs that address urgent humanitarian needs while also reducing violence, a key driver of migration.

Abstract:
A region long-tested by both extreme weather events and illicit economic activity, the Caribbean has developed abundant expertise in climate science and disaster resilience. It also has many underlying governance and security challenges which may amplify each other as climate impacts intensify. In this policy brief authors Shiloh Fetzek and Lt. Commander US Navy (ret.) Oliver Leighton-Barrett identify the key regional security risks exacerbated by climate change, which include: 1. economic contraction, violence and criminal activity; 2. disaster impacts and political repercussions; 3. food and water insecurity, damage to livelihoods and social unrest; and 4. Central and South American security deterioration impacting on the Caribbean. Anticipating and addressing these challenges by integrating security cooperation and climate resilience initiatives could support existing risk management structures and advance long-term economic and socio-political stability in the Caribbean.

Abstract:
In this note, we experiment with potential improvements on the measurement of violence in the Women, Peace, and Security (WPS) Index to better reflect the reality on the ground in countries experiencing high levels of gang violence. First, we propose an extension to the measure of conflict from the Uppsala Conflict Data Program—currently the most comprehensive measure of organized violence—by including a more accurate number of deaths associated with gang violence alongside “battle deaths.” We show what difference this would make to WPS Index rankings for a set of four Central American countries and Mexico.

9. Another Story: What Public Opinion Data Tell Us About Refugee and Humanitarian Policy

Abstract:
The global reaction to US President Donald Trump’s executive order, “Protecting the Nation from Foreign Terrorist Entry into the United States”[1] of January 27, 2017, revealed great public sympathy for the fate of refugees and the principle of refugee protection. In the case of Europe, such sympathy has, however, been dismissed by politicians who have read concerns regarding security and integration as reason for introducing restrictive policies on asylum and humanitarian assistance. These policies are at odds with public sentiment. Drawing upon public opinion surveys conducted by Amnesty International, the European Social Survey (ESS), and Pew Global Attitudes Survey across the European Union and neighboring states, this article records a marked divide between public attitudes towards the treatment of refugees and asylum seekers and official policies regarding asylum and humanitarian assistance, and seeks to understand why this is the case. The article suggests that post-9/11 there has been a reconfiguration of refugee policy and a reconnecting of humanitarian and security interests which has enabled a discourse antithetical to the universal right to asylum. It offers five possible explanations for this trend: i) fears over cultural antagonism in host countries; ii) the conflation of refugees and immigrants, both those deemed economically advantageous as well as those labelled as “illegal”; iii) dominance of human capital thinking; iv) foreign policy justification; and v) the normalization of border controls. The main conclusion is that in a post-post-Cold War era characterized in part by the reconnecting of security and humanitarian policy, European governments have developed restrictive policies despite public sympathy. Support for the admission of refugees is not, however, unqualified, and most states and European populations prefer skilled populations that can be easily assimilated. In order to achieve greater protection and more open policies, this article recommends human rights actors work with the United Nations High Commissioner for Refugees (UNHCR) and its partners to challenge the above discourse through media campaigns and grassroots messaging. Abstract:
It is rare to find a journal that examines women’s participation in South Sudan in one chapter and the exploitation of outer space resources in the next; that dissects the effects of Chinese investment in Sub-Saharan Africa and demystifies the Ferguson effect. But the Journal of Public and International Affairs is not your average journal. It represents the very best of what graduate-level public policy students have to contribute to the pressing policy debates of today. It is wide-ranging in subject matter and trenchant in its recommendations. Founded in 1990, but with an ancestor publication dating back to 1963, the JPIA is based on the notion that students of public policy have important things to say about public affairs and that careful analysis and targeted critique can pave the way for meaningful change and progress. The graduate students published in this year’s JPIA combine practical experience from around the world with intensive academic study. They have spent the last year diving deep into the issues they are passionate about and have all been challenged by the need to move past descriptive analysis and towards concrete solutions. These papers represent the best of their scholarship.
