Abstract:
Russia’s large-scale invasion of Ukraine in February 2022 has led to a renewed focus on the geopolitical importance of the Black Sea. What the North Atlantic Treaty Organization has overlooked is Russia’s use—often in coordination with Iran—of the Caspian Sea to advance its war aims in Ukraine. The Caspian Sea offers Russia a strategic depth to strike targets far afield in a relatively safe manner, is currently the only way for Russia to reinforce its Black Sea Fleet, and serves as a transport conduit allowing Iran to deliver military assistance to Russia for use against Ukraine. As Admiral Sir Tony Radakin, the United Kingdom’s chief of the defence staff, recently said, “The flow of Iranian weapons to Russia’s war in Ukraine demonstrates that there is no easy geographical distinction on matters of defense.”1 In the context of regional security, military planners in the United States and NATO should see the most extreme point of the alliance’s Black Sea frontier as the southern shoreline of the Caspian Sea.

In the background of the Russian invasion of Ukraine, European Union (EU) agreed to ban the overwhelming majority of Russian oil imports. Since the beginning of the invasion, the West decided to make Moscow pay economically for its aggression. Nevertheless, the decision aimed at the energy sector was quite challenging since the bloc relies on Russia for 25% of its oil and 40% of its natural gas.

Abstract:
COVID-19 had a considerable negative impact on the economy of Azerbaijan, with SMEs being one of the major victims from the economic perspective. Economic sectors were affected to a different extent by the pandemic and lockdown measures. As a result of lockdown measures, many SMEs closed their operations with their employers not being paid or left without pay. Although the government provided essential support to small and medium-sized businesses, the share of closed businesses was high. Over two years since the beginning of the pandemic, a measures toward the improvement of the business environment was done. The share of operating and newly created SMEs increased along with legislative incentives adopted for their development.

As far as the contemporary Russian perspective is concerned, the former Soviet states can be categorized into two geographic groups. The states other than the Baltics, that is. We shall call Belarus, Ukraine, Moldova, Georgia, Armenia and Azerbaijan “the Western Six.” The former Soviet Central Asian countries – Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan and Turkmenistan – shall be included in “the Eastern Five.” The basis of such a grouping is a country’s geographic location vis-à-vis the Caspian Sea. It would be no news to claim that the prevention of the color revolutions and the democratization of the post-Soviet space has always been the fundamental aim of Russia.1 This translates into the objective to preserve the Russia-approved social and political “stability.” However, the specific Russian actions for the maintenance of the “stability” in various post-Soviet states differ fundamentally. In some of them, “stability” is to be ensured by the internal destabilization of a country as well as subversive actions towards a central government, whereas in others the task is implemented through Russia’s constructive approaches towards a central government and state consolidation. So, to what extent are Russia’s attitudes towards a post-Soviet state influenced by the state’s own politics or regime type? What are the places where “central government,” “state” and “regime stability” are synonymous in the eyes of Russia? What does this “stability” even imply and how is it different from simple “authoritarianism,” the most acceptable model of governance to Russia? Would “democratization” be a precise labelling as the alternative to “stability?” Does democratization in every post-Soviet state cause a similar reaction from Russia?

For most of the last fifty years, international energy policy has been a major focus of U.S. foreign and national security policy. Washington has viewed ensuring the energy security of its allies—especially in Europe, Japan, and South Korea—as part of its own national security. In this approach to energy policy, the United States was unique and contrasted with most Western countries, which generally treated energy policy as part of their economic and/or environmental policies. Washington has engaged in international energy policy on the highest executive levels in the White House and established influential units within cabinet departments and agencies to promote international energy policies and to integrate them with U.S. national security and foreign policies. Within the Department of State, successive special ambassadors were appointed to promote various international and regional energy policies and, in 2011, a full Bureau of Energy Resources was established.

Abstract:
The economic toll of COVID-19 around the world has been significant and the impact of this crisis will reverberate for the next few years. Iran is among the hardest hit economies but the fallout is also already felt among Iran’s immediate neighboring states, including the countries of South Caucasus and the Caspian Basin. With US sanctions severely limiting its international trade, Tehran has in recent years banked on trade with immediate neighbors as a stopgap remedy to its economic needs. This policy of prioritizing trade and other economic ties with immediate neighbors is now under even more pressure due to COVID-19. While Iran is expected to experience a sharp economic contraction in 2020, economic growth forecasts have also been cut in neighboring Caucasus states, requiring swift and decisive action from leaders and international partners. The Middle East Institute (MEI) will bring together a panel of experts to explore the economic impacts of COVID-19 on Iran, the South Caucasus and the question of regional economic cooperation and integration. Besides looking at what has driven Iran’s neighborhood policy in recent years, and how it is in danger of crumbling due to COVID-19 restrictions, the panel will focus on the specific case of the energy sector where regional integration was moving ahead, albeit slowly. Meanwhile, the role played by third-parties – including Russia and the US - will also be tackled by the panelists as they reflect on Iran-South Caucasus economic connections.

Abstract:
The first reflection about the geopolitical environment that Bulgaria faced after the tectonic systemic shifts in the end of the 80s and the beginning of the 90s of the 20th century thirty years later is that the efforts of the country to influence the transformation of the Balkans into a regional security community were successful. The second reflection is that Bulgaria was not able to influence effectively a similar development in the Black Sea area. Both the Balkans and the Caspian Sea-Caucasus- Black Sea area were conflictual knots of relations inherited from the Cold War divide. While the traditional European great powers that polarized the Balkan system of international relations pushing the small countries one against the other and the United States had the strategic interest of pacifying the South Eastern region of Europe, the dominating great power in the Black Sea area – Russia, aimed at preserving the opportunities of coming back to the territories that the Soviet Union lost after its collapse by preserving various degrees of conflictness in the neighbouring countries. Depending on the general condition of the Russian economy and state as well as its domestic political status different opportunities were either designed or just used to preserve the profile of Russia of the empire that sooner or later will be back. What are, in this regard, the perceptions in Bulgaria of the annexation of Crimea?
