Abstract:
Any evaluation of 20 th century international political and socio - economic engagements inevitably draws heavily on the literature depicting the relations between and within the Cold War blocs. Such cognitive benchmarking has become so extensive that even the earth - shattering World Wars, which preceded US - Soviet brinkmanship, have been sewn together to the Cold War so as to produce a meta - narrative as a means of understanding the dynamics of international relations themselves. For instance, WWI has not merely entered the history books for what it produced; it has also come to be seen as producing the right conditions for Russia's communist revolution and the US's rise to inherit the position of Western leadership — two necessary prequels to the half century of Cold War. But not before these two ideologically opposed blocs join forces to rid the world of fascism and the German pivot in European affairs. WWII has come to represent three chapters in the story of civilisation: the story of genocide (re: Nazi Germany's quest to exterminate world Jewry), the story of non - nationalistic secular ideological struggles and the story of power beyond the pale of power (re: the nuclearisation of power). In other words, WWII has also, largely, been included as a necessary chapter to the Cold War. And certainly it was. Without WWII it is difficult to imagine how, or if, the USSR would have driven west and occupied Central Europe, whether the West European states would not have deployed East, if the US would have deepened its engagements to Europe or any number of dynamics would have unfolded. It is clear that the Cold War is a defining period of international relations history.

Abstract:
The Western Hemisphere is a top priority for the United States because important national interests are at stake. Available metrics—including public opinion polls, levels of trade and investment, cultural and family ties, security cooperation, and shared democratic values—support the view that the United States remains an influential actor and vital partner in the region. The Obama administration's policy for the hemisphere seeks to forge equal partnerships with the countries of Latin America and the Caribbean. These partnerships build upon the promising destiny of this hemisphere, based first and foremost on shared values, as well as on geographic proximity, demographic connections, and common interests. These shared values and common interests, along with the region's increasing capabilities, also mean we can work collectively to address global challenges that require more than just national or regional action.

For almost two decades, I have watched entrepreneurship explode across Latin America and the Caribbean, empowering citizens, transforming economies and changing lives. In sectors ranging from restaurants and small manufacturing to high tech, entrepreneurs are changing the economic and social landscape of the region. Perhaps most important, they are also generating jobs. Across the region, 60 percent of employees work for businesses with five or fewer employees. In Mexico, 72 percent of employment comes from micro-, small- and medium-size businesses. In Brazil, small enterprises create two out of every three jobs.

36. Preferences on Redistribution in Fragmented Labor Markets in Latin America and the Caribbean

Abstract:
This study investigates the extent to which labor market duali- zation polarizes preferences on redistribution between formal and in- formal sector workers in Latin America and the Caribbean. Differences in welfare state costs and benefits for these labor market groups are likely to fuel diverging incentives regarding welfare consumption. The article tests whether or not informal workers are driven mainly by eco- nomic self-interest to increase gains from public welfare goods. The study employed a hierarchical model on pooled survey data from the Latin American Public Opinion Project (LAPOP) 2008 and 2010 to analyze the risk exposure of formal and informal workers and, subse- quently, their preferences on redistribution. The analysis reveals that while economic self-interest is an influential factor for formal workers, it is (unexpectedly) much less so for informal workers. Also, an increased economically insecure environment, reflected by high unemployment rates, does not motivate informal workers to an exceptional degree to turn towards the state for redistribution, despite greater exposure to economic risk. Labor market dualization does not translate into polariza- tion at the individual level regarding redistributive preferences in Latin America and the Caribbean.

Abstract:
U.S. influence is waning in the Americas. Although Washington is currently engaged in a well-intentioned effort to reverse this trend, its agenda will have only limited impact over the longer term unless the United States changes the lens through which it views the region. Strategic thinking has essentially collapsed. After the fall of the Soviet Union, the international relations community in the United States moved on, leaving regional studies to development and social inclusion advocates. At the point in history when the United States should be reaping the reward of years of patient investment and hard work building democratic institutions and open markets in the region, we have either doubled down on, or pivoted to, other parts of the world. Now, instead, the United States must refocus its perspective within the region, or else its traditional leadership role will continue to erode. Countries in Latin America and the Caribbean are neither charity cases nor default partners in international affairs. It is time for a less romantic, more realistic approach to the Americas.

Abstract:
When I attended the first Summit of the Americas in Miami in 1994, only two female heads of state represented their countries: Dominica and Nicaragua. This past April at the Sixth Summit of the Americas in Cartagena, Colombia, five of the presidents and prime ministers representing the 33 participating countries were women: from Argentina, Brazil, Costa Rica, Jamaica, and Trinidad and Tobago. Their presence was an important example of the progress the hemisphere—and its women—have made. In fact, the region continues to make progress in a variety of areas. Latin America and the Caribbean are tackling ongoing challenges head-on, including promoting girls' education, improving women's and girls' health, facilitating women's political participation, and expanding women's economic opportunities. Governments throughout the hemisphere are increasingly recognizing that no country can get ahead if it leaves half of its people behind.

Abstract:
Women's socioeconomic and political progress advanced dramatically across the globe in the last half of the twentieth century, especially in Latin America and the Caribbean. Yet gender disparities remain high, and bridging those gaps has been a slow process. This is partly explained by negative stereotypes and misguided perceptions of gender roles—both still prevalent in Latin America. Such stereotypes not only distort many social interactions at home and in the workplace; they act as disincentives for girls to apply themselves in advanced study—particularly in mathematics. Just as significantly, they affect the overall labor supply. In both formal and informal labor markets, where Latin American families get 80 percent of their total income, gender gaps remain. Although the level of women's participation in the workforce has markedly increased over the past two decades across the region, three out of every five workers are male.

40. Latin America's Middle Class in Global Perspective

Abstract:
Latin America and the Caribbean is experiencing a dramatic surge of its middle class. In just a decade, the proportion of people in Latin America and the Caribbean with a daily per capita income (in purchasing power parity) between $10 and $50 a day went from around one-fifth to one-third. For the first time in history, there are as many people in the middle class as there are in moderate poverty (i.e., per capita earnings below $4 per day). This socioeconomic shift stems largely from the sustained rates of economic growth in the 2000s that in most—though not all— countries trickled down and generated higher incomes. But growth in the 2000s was not exclusive to Latin America and the Caribbean. While the industrialized world was facing a challenging decade, many emerging economies surfed past the global turbulences and continued to grow, lifting people out of poverty and feeding the ranks of their middle classes.
